EXECUTIVE ORDER  12-19-68

ESTABLISHING THE GOVERNOR'S COMMITTEE ON
LAW AND JUSTICE AND THE PLANNING AND COMMUNITY AFFAIRS AGENCY
AS THE STATE PLANNING AGENCY UNDER THE OMNIBUS CRIME
CONTROL AND SAFE STREETS ACT OF 1968 (P.L. 90-351)
AND THE JUVENILE DELINQUENCY PREVENTION AND CONTROL ACT OF 1968

WHEREAS, the increasing incidence of crime in the State of Washington threatens the peace, security and general welfare of the State and its citizens, and

WHEREAS, our ability to create an environment with protective services to insure the greater safety of our citizens and property of the State depends upon a more effective law enforcement activity, crime prevention programs, and other elements of an approved law enforcement program, and

WHEREAS, the Congress of the United States enacted on June 19, 1968 the Omnibus Crime Control and Safe Streets Act of 1968 with a declared policy to assist State and local governments in strengthening and improving the system of law enforcement and criminal justice at every level, and

WHEREAS, it is incumbent upon the State of Washington to prepare for a more adequate law enforcement program by: Preparing, adopting and implementing a comprehensive State plan for law enforcement.

WHEREAS, Section 203 of Title I of this act requires the designation by the Governor of the State of a planning agency to be responsible for the development of a State comprehensive plan for law enforcement which shall be representative of law enforcement agencies of the State and of the units of general local government within the State with the following responsibilities: 1. Develop a comprehensive statewide plan for the improvement of law enforcement throughout the State; 2. To define, develop and correlate programs and projects for the State and the units of general local government in the State; 3. Establish priorities for the improvement in law enforcement throughout the State, and

WHEREAS, the Congress of the United States enacted on July 31, 1968, the Juvenile Delinquency Prevention and Control Act of 1968 with a declared policy to assist State and local governments in strengthening and improving delinquency prevention capabilities at every level, and

WHEREAS, Section 131 of Title I of this Act requires the designation by the Governor of the State of a single agency to be responsible for the development of a comprehensive statewide plan for the improvement of delinquency prevention and control programs throughout the State; to define, develop and correlate programs and projects for the State and the units of general local government in the State, and to establish priorities for the improvement in delinquency prevention and control throughout the state, and

WHEREAS, the public interest of the citizens of the State of Washington require that there be full and effective implementation of the provisions of the omnibus Crime Control and Safe Streets Act of 1968 (P.L. 90-351) and the Juvenile Delinquency Prevention and Control Act of 1968 (P.L. 90-445) and that this can best be accomplished through a unified administrative program.

NOW, THEREFORE, I, Daniel J. Evans, by virtue of the authority vested in me as Governor of the State of Washington, do hereby proclaim the following Executive Order:

1. There is hereby created within the Executive Office of the Governor the Law and Justice Planning Agency responsible for the preparation of a comprehensive State plan for, a. improvement of law enforcement and criminal justice and, b. improvement of juvenile delinquency prevention and control programs at the State and local level.

2. The Law and Justice Planning Agency shall consist of the Governor's Committee on Law and Justice and the Planning and Community Affairs Agency.

3. The Governor's Committee on Law and Justice shall consist of persons broadly representative of: State and local law enforcement agencies; elected and appointed officials of general local governments; juvenile delinquency and adult crime control competencies; community and citizen interests; and shall include a reasonable geographical urban-rural balance.

4. The Committee so designated shall maintain general oversight, review evaluation and approval of the law enforcement improvement activities pursuant to Title I of the Omnibus Crime Control and Safe Streets Act of 1968 and the Juvenile Delinquency Prevention and Control Act of 1968, including development and revision of the State plans, establishment of priorities for programs, coordination with local governments, and implementation of subgroup programs.
