TO STATE OFFICIALS AND COMMISSIONS:

As indicating respect for the memory of the late Honorable I.M. Howell, the Secretary of State, it is desired that the National Colors on all State buildings by lowered to half mast for a period of thirty days from the date of his demise, and that all the State offices by closed during the day of his funeral, July 15th, 1920.
