Capital Overview
The Department of Natural Resources (DNR) manages more than 5
million acres of state-owned forest, agricultural, range, aquatic
and urban lands. The department provides long-term stewardship
of the natural resources entrusted to it as Washington State's
second largest landowner. As a state lands resource management
agency, DNR generates revenue to support schools, universities,
prisons, mental hospitals, local services, capitol buildings,
and the state general fund. Resource management also includes
managing the public demand for access to the state's forests and
waters, the campgrounds, trails, shorelines, and special natural
areas which are undergoing increasing pressure to allow greater
public use.
DNR is also a resource protection agency. In this role, the Department
promotes wildfire prevention, fights wildfires, regulates timber
harvesting and other forestry activities on private and state
lands, regulates mining and conserves some of the highest quality
aspects of the state's outstanding natural heritage.
Capital Plan Highlights
- The amount of $53 million is provided for the Trust Land Transfer
program.
- Funds are provided for trust land replacement as authorized
by the 1984 Land Bank statute which provides a mechanism to acquire
desirable properties, dispose of undesirable lands, and maintain
or enhance the state trust land base.
- A new appropriation of $10 million is provided for the Jobs
for the Environment Program. This program employs displaced natural
resource workers to complete local watershed and fish and wildlife
habitat restoration projects.
- Grants are provided for water-oriented projects in local communities
through Aquatic Lands Enhancement Grants (ALEA). Eligible projects,
sponsored by local, state, and tribal governments, provide non-motorized,
pedestrian-oriented public access to water, water-related recreation
opportunities, and educational signs or interpretive displays
depicting the value of aquatic resources.
