Capital Overview


Established by citizen initiative to foster recreational opportunities for Washington State, the Interagency Committee for Outdoor Recreation (IAC) is composed of an appointed committee and associated staff. The Committee sets policy for the agency, oversees agency activities, and makes funding decisions. It is composed of the directors of the departments of Natural Resources, Fish and Wildlife, and the State Parks and Recreation Commission, as well as five Washington State citizens appointed by the Governor.

The Interagency Committee for Outdoor Recreation is primarily a financier of land purchased and developed for recreation and habitat preservation; as such, the agency does not own land or facilities. A critical IAC activity is the review and ranking of projects for the acquisition of lands for wildlife conservation and outdoor recreation purposes, and the development of existing public recreational lands and facilities to meet the needs of present and future generations.

Through the Washington Wildlife and Recreation Program, IAC distributes funds to state natural resource agencies and local governments to acquire new property or facilities for recreation or wildlife habitat preservation. The IAC also distributes grants for the acquisition or improvement of water recreation sites (including boater destination sites), trail maintenance, and law enforcement costs for off-road vehicle facilities.

Washington Wildlife & Recreation Program
The Washington Wildlife and Recreation program (WWRP) was established to acquire lands for wildlife conservation and outdoor recreation purposes and to develop existing public recreational land and facilities. By statute, funds are divided equally between recreational needs and habitat conservation.

Implementation of Local Watershed Plans
Funding is provided for local watershed projects that will address fisheries habitat, water resources, water quality, and growth management issues. This funding is dependent upon passage of a voter-approved referendum in November, 1997.
