Capital Overview
The Department of Veterans Affairs is responsible for providing
residential, long-term medical care to wartime military veterans
and qualifying spouses, as well as providing counseling and other
assistance to Washington State's 650,000 military veterans. The
Department operates two residential medical care facilities, and
field service offices in Seattle, Bremerton, Olympia, and Spokane.
The Department of Veterans Affairs is balancing the cost of preserving
aging facilities while accommodating changing demands in regulation
of nursing care facilities.
The Washington Veterans Home, located at Retsil in southern Kitsap
County, was established in the early 1900s. The institution consists
of 26 buildings situated on 19 acres of land and offers a broad
continuum of services from domiciliary to skilled nursing care.
The buildings range in age from 10 to 70 years; most were constructed
during the 1950s.
Located at Orting in eastern Pierce County, the Washington Soldiers'
Home was established in 1891 on 180 acres. A total of 25 brick
buildings serve the residents through essentially the same services
as the Veterans Home in Retsil except that the Home has converted
a nursing care wing into a special needs unit to serve patients
with Alzheimer's and other dementias. In addition, the Home provides
some skilled services to veterans residing in their own homes
in the immediate area.
Capital Plan Highlights
- The 1997-99 Capital Plan continues funding for preservation,
renewal, and regulatory upgrades at Retsil and Orting.
- The 1997-99 Capital Plan provides funding to perform a feasibility
study analyzing future housing options and defining a plan for
the future of Retsil. A similar study is anticipated for Orting
in the 1999-01 Biennium.
