Capital Overview


The Division of Archives and Records Management of the Office of the Secretary of State is charged by statute to provide records management services for state and local government agencies. The Division provides temporary and permanent storage and protection for a variety of record formats, including paper documentation, microfilm, optical disks, magnetic tapes, and other forms of electronic media.

Over a period of 20 years, the Division has developed a branch system providing records management and historical record preservation services for both state and local governments on a regional basis. The Office of the Secretary of State operates a State Records Center in Olympia, and is phasing-in the completion of a regional archives network of buildings and records systems. Two of these facilities have been completed: one on the campus of Western Washington University in Bellingham, and similar archival space at Central Washington University in Ellensburg. In addition, the Puget Sound Regional Archives building is being integrated with a technology center on the Bellevue Community College campus. The next facility will replace the archives on the Eastern Washington University Campus and collocate the new facility on the Joint Center for Higher Education Riverpoint Campus. The state of Washington will be one of the first states to organize and implement such a comprehensive regional records management system.

Despite earlier predictions, which suggested the volume of paper would diminish, new technologies have actually increased the amount of paper documentation produced. As a result, the Office of the Secretary of State must redefine program objectives, especially in light of changing technologies, and be prepared to expand services to state and local government agencies.

Eastern Branch Archives Building
This project funds acquisition of property, preparation of an Environmental Impact Statement, and design of a 20,200-square-foot branch archives building adjacent to the Riverpoint Joint Center for Higher Education Park. This facility will service historical records preservation and research needs, as well as records management services for state and local government agencies for 11 eastern counties of the state.
