SUBJECT: Lowering of the Washington State and United States Flags

At the request of President Clinton, I am directing that flags at all state agency facilities be lowered to half staff tomorrow, December 7, in recognition of National Pearl Harbor Remembrance Day and to honor those Americans who died as a result of the attack on Pearl Harbor in 1941. This is a statewide flag lowering.

Flags may be raised to full staff at the morning of the following day, December 8.
