Locke appoints Ida Zodrow to lead Health Care Authority

OLYMPIA — Gov. Gary Locke today announced his appointment of Ida Tsujikawa Zodrow to head the Washington State Health Care Authority .

Sue Crystal, the agency’s former administrator, passed away Aug. 25 after a valiant struggle against cancer.

Zodrow has served as acting administrator since March.

“I am pleased to appoint Ida Zodrow to lead the Health Care Authority,” Locke said. “Ida has long been an advocate for the health and wellness of the citizens of our state. I am confident that under her leadership the HCA will continue to provide vital health-care programs for hundreds of thousands of Washington residents.”

Zodrow joined the HCA in 1997 as assistant administrator of the Basic Health Plan, the state’s health-care coverage program for low-income working families. She was promoted to executive director of the Uniform Medical Plan in 1998, responsible for the state’s self-insured, preferred-provider plan available to state employees and retirees enrolled in the Public Employees Benefits Board program.

Zodrow previously served as a deputy commissioner for the state’s Office of the Insurance Commissioner. She also held a variety of executive positions for the state of California.

“I am honored by the governor’s confidence and appreciate the opportunity to serve the people of Washington,” Zodrow said. “I follow in the footsteps of an extraordinary public servant, Sue Crystal, whose important work we will strive to continue.”

The HCA administers three health care programs -- Basic Health, PEBB and Community Health Services -- and provides health care coverage for more than 500,000 Washington residents. The HCA also oversees the Uniform Medical Plan, a state-administered, self-insured preferred-provider plan that is available to active and retired state employees as well as groups such as K-12 school districts and political subdivisions.

Zodrow’s appointment took effect yesterday (Sept. 20) at an annual salary of $107,000.
