Locke makes selections to several state boards and commissions

OLYMPIA — Gov. Gary Locke today made appointments to the Pacific Northwest Electric Power and Conservation Planning Council, several college boards of trustees, Public Employees' Benefits Board, and other boards and commissions.

Pacific Northwest Electric Power and Conservation Planning Council

The council administers the Pacific Northwest Electric Power and Conservation Act.

Appointed to an additional term on the council is Frank L. Cassidy Jr., of Vancouver, president and owner of Flo-Rite Products Co. His annual salary is $77,446, and his term expires Jan. 15, 2002.

College Board of Trustees

The board of trustees is the governing body of the college.

Lorna Ovena, of Tacoma, was appointed to Tacoma Community College, Board of Trustees. Ovena is a consultant specializing in the human resources industry and serves as co-chair of the Asian Forum. Her term expires Sept. 30, 2003.

James K. Rottle, of Auburn, was appointed to Green River Community College, Board of Trustees. Rottle is vice president and general merchandise manager of a clothing store in Auburn. His term begins Jan. 1, 1999.

Mark Wolfram, of Duvall, was appointed to Cascadia Community College, Board of Trustees. Wolfram is a manager with Microsoft.

All terms expire Sept. 30, 2003, except Wolfram, whose term expires Sept. 30, 1999.

Public Disclosure Commission

The commission administers and enforces Washington State campaign finance, lobbyist registration, and financial disclosure law.

Appointed to a full term on the commission is Susan P. Brady, of Seattle, former public affairs director for the Office of the Attorney General. Her term expires Dec. 31, 2004.


Executive Ethics Board

The board administers and enforces the ethics in public service law for the executive branch of government, including boards, commissions, and institutions of higher education.

Sutapa Basu, of Seattle, is the director of the Women's Center and Cunningham Gallery at the University of Washington. Her term expires Aug. 30, 2003.

Public Employees Benefits Board

The board designs and approves insurance benefit plans for public employees, retirees, and their dependents.

Appointed to additional terms on the board are: Greg Devereux, of Olympia, executive director of the Washington Federation of State Employees; Richard Rubin, of Mercer Island, president and CEO of the Foundation for Health Care Quality; and Stephen Brown, of Yelm, an elementary school teacher in the Bethel School District. All terms expire Oct. 1, 2000.

Horse Racing Commission

The commission regulates and supervises all race meets in the state that have pari-mutuel wagering.

Appointed to an additional term on the commission is Patrick H. LePley, of Bellevue, is an attorney with experience in state horse racing. His term expires Jan. 17, 2005.

Board of Optometry

The board examines candidates for licensure or registration.

Appointed to an additional term on the board is Steven Eriksen, of Redmond, owner of a private vision clinic. His term expires Aug. 18, 2001.

Board of Hearing and Speech

The board examines and licenses or certifies hearing instrument fitters/dispensers, audiologists, and speech-language pathologists.

Ginger White, of Kirkland, is a private business owner. Her term expires Aug. 18, 2001.

Lynn Byrne, of Bremerton, is an audiologist and the owner and manager of an audiology company. Her term expires June 6, 2001.

Connie Wenke-Mercola, of Wenatchee, is a hearing instrument specialist and the owner and operator of a hearing instrument company. Her term expires June 6, 2001.

Appointed to an additional term on the board is Charles Madison, of Cheney, professor of speech and hearing sciences at Washington State University. His term expires June 30, 2002.


Chiropractic Quality Assurance Commission

The commission examines and licenses chiropractors; receives complaints, reviews and conducts hearings about violations of the regulatory law; and determines disciplinary or corrective action.

David Chan, of Kennewick, is the director of a chiropractic clinic and is a commissioner on the City of Kennewick Planning Commission.

Appointed to additional terms on the commission are: Linda DeGroot, of Renton, owner of a private chiropractic clinic; and Garry Baldwin, of Kent, owner of a private chiropractic clinic.

All terms expire June 30, 2002.

Board of Registration for Landscape Architects

The board examines candidates for licensure, investigates complaints of violations of landscape architect law and rules, and conducts disciplinary hearings.

Appointed to an additional term on the board is Masatoshi Yamaguchi, of Seattle, landscape architect. His term expires Aug. 5, 2003.

Veterinary Board of Governors

The board examines candidates for licensing and registration and investigates and holds hearings on violations of the regulatory law.

Mary Ellen Zoulas, of Edmonds, is a veterinarian for the City of Seattle. Her term expires Dec. 24, 2002.

Olympic Natural Resource Center Advisory Board

The board develops research and educational programs to support management of natural resources for both production of commodities and the maintenance of ecological values, and addresses concerns of fishers, habitat, water quality and timber management.

Melvin Moon, Jr., of LaPush, is the director of the natural resources for the Quileute Indian Tribe. The governor determines the length of the term.

Migratory Waterfowl Art Committee

The committee selects designs for waterfowl stamps and markets art work from which proceeds are used for state waterfowl projects.

Appointed to an additional term on the committee is Jerry McInturff, of Olympia, audit manager for the Department of Revenue. His term expires May 10, 2001.
