Locke names Marty Brown as new deputy chief of staff

OLYMPIA — Gov. Gary Locke today named his legislative director, Marty Brown, as his new deputy chief of staff.

Brown, of Olympia, will replace Fred Stephens, who will leave the Governor's Office in December to head the state Department of Licensing.

"We will miss Fred, who has done a superb job as deputy chief of staff," said Locke. "But we are very fortunate that Marty will succeed Fred. Few people in state government are as respected as Marty Brown, and has all the skills for his new position. He shares our goals to make government work better for our citizens."

"I am very excited about my new responsibilities and look forward to continuing to work on Governor Locke's priorities of education and economic vitality, " Brown said.

As deputy chief of staff, Brown will continue to direct legislative relations and oversee 29 small agencies in the governor's cabinet. He also will manage the governor's office staffing, budget and information systems.

Brown, 46, was twice unanimously elected chief administrative and executive officer of the state Senate from 1993-97. He served as director of the Washington State Senate Democratic Caucus from 1990-93, and served as senior Senate counsel from 1988-90. Brown served as leadership counsel for the Washington State Senate from 1981-88 and as legal counsel and coordinator for the Washington Administrator for the Courts from 1980-81. Prior to his work in Washington, Brown served in the Iowa State Senate as a researcher.

He earned a bachelor's degree from the University of Iowa in 1974 and his law degree from the University of Puget Sound in 1979.

Brown will begin his new duties Dec. 18, and the position carries an annual salary of $96,469.
