Locke appointments include members of new freight board

OLYMPIA - Gov. Gary Locke today appointed members to the new Freight Mobility Strategic Investment Board, along with making appointments to a variety of other boards and commissions.

Freight Mobility Strategic Investment Board
The Freight Mobility Strategic Investment Board will set criteria and select projects to fund community projects that improve the transportation of products from suppliers to consumers. This is a new board created by the Legislature during the last session. Appointments announced today include:

* Daniel O'Neal of Seattle, chairman of a computer consulting and training company, who also sits on the board of Greenbriar, a family of transportation equipment companies. O'Neal is a former chairman of the federal Interstate Commerce Commission. He will serve as chair of the Freight Mobility Strategic Investment Board, and his term expires in June 2002.

* Jim Toomey of Pasco, executive director of the Port of Pasco, which contains marine and barge container terminals, a regional airport, and industrial property and facilities. His term on the board expires in June 2002.

* David Kalberer of Seattle, who is manager of regional transportation with the Port of Seattle, where he develops major transportation programs for the airport and marine ports. His term on the board expires in June 2000.

* Mary Seubert of Ellensburg, who chairs the Kittitas County Board of Commissioners and of the County Road Administration Board. Her term on the board expires in June 2002.

* Barbara Cothern of Bothell, who serves on the Snohomish County Council and is a former state representative. Her term on the board expires in June 2000.

* Don Lemmons of Kelso, who is president of Interstate Wood Products and co-owner of Specialized Transport Service of Puyallup. His term on the board expires in June 2000.

* Ronald Jackson of Seattle, assistant vice president of operations in Montana, Idaho, Oregon and Washington for Burlington Northern Santa Fe Railway. His term on the board expires in June 2002.

* Carol Moser of Richland, who is a city councilmember for the City of Richland. Her term on the board expires in June 2000.

* Bob Edwards of Renton, who is a city councilmember for the City of Renton. His term on the board expires in June 2002.

* Jennifer Joly of Olympia, an executive policy advisor with the state Office of Financial Management. Her term on the board expires in June 2000.

* Clifford Benson of Everett, who is vice president of Westwood Shipping Lines. His term on the board expires in June 2000.

Asian-Pacific American Affairs Commission
The commission examines and defines issues related to the rights and needs of Asian Americans and advises the governor and state agencies on policies, plans and needs. The governor has reappointed four members of the commission, whose terms expire in June 2001. They include:

Pam Preager of Spokane, who is the dean of instruction for Community and Professional Technical Education at the Institute for Extended Learning and a part-time instructor of early childhood education.
Natacha Sesko of Bremerton, a filmmaker, actress, singer, dancer and choreographer, who also serves as president of the Northwest Association of Chinese Language Schools.
Kim Larson of Vancouver, an ethnic minority case manager with Columbia River Mental Health Services and business-owner providing Vietnamese interpreter services for hospitals, clinics and schools.
In Guk Kim of Bellevue, a doctor at Group Health Cooperative of Puget Sound and active in Korean church and community organizations since 1968.

Lottery Commission
Rachel Garson of Seattle was reappointed to the Lottery Commission, which adopts rules to operate the state lottery, including setting ticket prices and payment methods. Garson is the community relations manager for the Aviation Division of Seattle-Tacoma International Airport. Her term on the commission expires in August 2004.

South Puget Sound Community College Board of Trustees
Richard Wadley of Olympia was appointed to the South Puget Sound Community College Board of Trustees. Wadley is vice president of operations for State Farm Insurance, where he has worked for 32 years. His term on the board expires in September 2002.

Cemetery Board
Frank Wilson of Lacey was reappointed to the Cemetery Board, which certifies and licenses private, secular cemetery operations. Wilson directs operations at the Independent Order of Odd Fellows cemetery in Tumwater. His term on the steering committee expires in January 2002.

Human Rights Commission
Charlotte Coker of Spokane was appointed to the Human Rights Commission, which works to eliminate and prevent discrimination in employment and business practices. Coker is retired but serves as a parliamentarian for the Spokane City Council. Her term on the commission expires in June 2003.

Centralia College Board of Trustees
Margaret Sundstrom of Morton was appointed to the Centralia College Board of Trustrees. She has been a site leader for Lewis County Senior Services since 1987. Her term on the board expires in June 2003.

Governor's Affirmative Action Policy Committee
Bernal Baca of Yakima was reappointed to the Governor's Affirmative Action Policy Committee, which reviews and approves state agency affirmative action plans. Baca is a counselor at Yakima Valley College. Her term on the committee expires in May 2001.

Work Force Training and Education Coordinating Board
John McGinnis, Jr. of Tacoma was appointed to the Work Force Training and Education Coordinating Board, which monitors, plans, coordinates and evaluates the state training system. McGinnis is executive director of International Aerospace Machinists/Boeing Joint Programs. His term on the board expires in June 2001.

Western Interstate Commission for Higher Education
Marc Gaspard of Olympia was appointed to the Western Interstate Commission for Higher Education, an association of 15 western states that collaborate on resource sharing, research, student exchange and other higher education issues. Gaspard is the executive director of the Higher Education Coordination Board. His term on the steering committee expires in August 1998.

Forest Practices Board
Joel R. Rupley of Kelso was appointed to the Forest Practices Board, which establishes standards for forest practices and provides procedures for voluntary development of resource management plans. Rupley is a Cowlitz County commissioner. His term on the board expires in December 1998.
