Locke appoints to various state boards and commissions

OLYMPIA — Gov. Gary Locke today announced selections for the Blue Ribbon Commission on Transportation, Eastern State Hospital Advisory Board, and other related boards and commissions.

Blue Ribbon Commission on Transportation

The commission reviews and prioritizes the long-term transportation needs of the state and reviewes a comprehensive financial plan to address those needs.

Randy Scott, of Olympia, is the founder of a government relations public affairs firm. He is also the former deputy director of the Puget Sound Water Quality Authority. His term expires Dec. 1, 2000.

Eastern State Hospital Advisory Board

The board monitors and reviews hospital activities and makes recommendations to improve the quality of services provided by the hospital.

James R. Bell, of Spokane, is a mental health planner for the Spokane County Regional Support Network and a licensed psychologist.

Daniel E. Gosser, of Medical Lake, is a registered nurse at Eastern State Hospital and is a member of the Washington State Law Enforcement Association.

Roy Huckaby, of Rosalia, is a self-employed pest control operator and a member of the American Horticultural Therapy Association.

Ronda Kenney, of Cheney, is a hearings scheduler at Eastern State Hospital and is active in 4-H.

Mark Kreilkamp, of Medical Lake, is a placement coordinator at Eastern State Hospital and a former psychiatric social worker.

Dodds Simangan, of Spokane, is a staff psychiatrist and secretary of the medical staff organization at Eastern State Hospital.

John Traynor, of Spokane, is a history teacher and track coach at Gonzaga Preparatory School.

Appointed to additional terms on the board are John Murphy, of Medical Lake, patient advocate at Eastern State Hospital; and Gregory Ochoa, of Yakima, lead clinician at the Yakima Valley Farm Workers Clinic.

All terms expire Dec. 15, 2000, except Bell and Traynor, whose terms expire Dec. 15, 2001, and Gosser, Kenney and Simangan, whose terms expire Dec. 15, 2002.

Boundary Review Boards

The boards have jurisdiction over municipal annexations, incorporations of cities under 7,500 estimated population, disincorporations and creation or annexation of certain special districts.

Karl Rejniak, of Waterville, was appointed to the Douglas County Boundary Review Board. Rejniak is a self-employed wheat farmer. His term expires Jan. 31, 2003.

Traffic Safety Commission

The commission addresses the problems of traffic safety and accident prevention within the state.

The Honorable Judith R. Eiler, of Federal Way, is a presiding judge for the King County District Court. Her term is determined by the governor.

Public Disclosure Commission

The commission administers and enforces Washington State campaign finance, lobbyist registration, and financial disclosure law.

Christine Yorozu, of Seattle, is a community activist. Her term expires Dec. 31, 2002.

Community Economic Revitalization Board

The board works to strengthen local economies which have experienced high unemployment rates or below average economic growth by encouraging the diversification of economies and providing incentives for expansion of employment opportunities.

Joseph Pinzone, of Vancouver, is a consultant to the president of a microelectronics company. He is also the chair-elect of the Vancouver Area Chamber of Commerce. His term expires Sept. 2, 2001.
Puget Sound Council

The council recommends projects and activities to the Puget Sound Action Team and recommends amendments to the Puget Sound management plan.

Appointed to an additional term on the council is The Honorable Rhea Y. Miller, of Lopez Island, San Juan County commissioner. Her term expires July 1, 2003.

Employee Retirement Benefits Board

The board selects and approves self-directed investment options and related administrative charges, benefit payment schedules, annuities, and the investment option for the deferred compensation program.

Appointed to additional terms on the board are Marian Harrison, of Arlington, a former teacher aide and custodian for the Arlington School District; Robert Lenigan, Ph.D., of Lakewood, a psychologist and program coordinator at Western State Hospital; and Allen E. Symington, of Seattle, president and chief financial officer of U.S. Timberlands.

All terms expire June 30, 2002.

Securities Advisory Committee

The committee advises the Washington State Department of Financial Institutions on matters relating to securities and examines and licenses securities broker/dealers, salespeople and investment advisors.

Janice Penar, of Spokane, is the owner of a certified public accountancy practice and is a certified financial planner.
Appointed to additional terms on the committee are John Mericle, of Seattle, member of a law practice dealing with securities regulation; and Carmen Smith, of Seattle, an attorney dealing with corporate finance and securities issues.

All terms expire Dec. 31, 2002.

Hanford Area Economic Investment Fund Committee

The committee advises the governor and the Legislature on acceptance of state or federal loans for infrastructure or economic development projects in the Hanford area.

Appointed to additional terms on the committee are Hon. Clark Crouch, of Richland, Richland city councilmember; Henry Field, of Pasco, general manager of a car dealership; Jay Rhodes, of Richland; a retired iron worker; and Conrad Tobin, of Kennewick, a commercial loan officer and bank manager.

All terms expire June 28, 2002.

Nursing Care Quality Assurance Commission

The commission determines eligibility of candidates for licensure examination or registration and establishes criteria, standards, and curricula for approved nursing schools.

Marlene Wells, of Everett, is a licensed practical nurse at Swedish Hospital Medical Center, working in the critical care unit. Her term expires June 30, 2002.

Affordable Housing Advisory Board

The board analyzes solutions and programs and makes recommendations that address the state's need for affordable housing.

Hon. Charlotte Garrido, of Port Orchard, is a Kitsap County Commissioner and a member of the Washington State Public Works Board.

Doug Repman, of Lynnwood, is president of a property management company and of the Affordable Housing Management Association.
Both terms expire Jan. 26, 2002.

Emergency Medical Services and Trauma Care Steering Committee

The committee reviews the requirements for pre-hospital emergency and ambulance services and advises on rules regarding poison information centers.

Brian Hurley, of Olympia, is a paramedic and firefighter for the Tumwater Fire Department.

Capt. Helmut Steele, of Marysville, is a captain and district commander for the Washington State Patrol.

Dr. Kim Marie Thorburn, of Spokane, is the director of the Spokane Regional Health District.

Appointed to additional terms on the committee are Dr. Michael Copass, of Seattle, physician at Harborview Medical Center; Dr. Juris Macs, of Aberdeen, physician at Grays Harbor Community Hospital; Dr. Marvin Wayne, of Bellingham, Whatcom County Medical Director; Capt. Rick Phillips, of Vancouver, a captain for the Washington State Patrol; Jack Pinza, of Walla Walla, a firefighter at the Walla Walla Fire Department; and Dave Williams, of Bellingham, Whatcom County Fire Protection District 4 commissioner.

All terms expire Aug. 15, 2001.

Municipal Research Council

The council provides cities, towns and counties in Washington with a comprehensive research and service program.

Appointed to additional terms on the council are Hon. Leslie Emerick, of Waterville, Douglas County commissioner; Hon. Charlotte Garrido, of Port Orchard, Kitsap County commissioner; and Hon. Bob Hart, of Mt. Vernon, Skagit County commissioner.

All terms expire July 31, 2001.

Sentencing Guidelines Commission

The commission evaluates state sentencing policy for both the adult criminal justice system and the juvenile justice system.

Audrey J. Fetters, of Yakima, is the administrator of the Yakima County Juvenile Court and former assistant secretary of children, youth and family services at the Washington State Department of Social and Health Services.

Appointed to additional terms on the commission are Hon. Brian Gain, of Kent, King County Superior Court judge; Russell Hauge, of Port Orchard, Kitsap County prosecutor; Cyrus R. Vance, Jr., of Seattle, founding member of a private law firm; and Jenny Wieland, of Marysville, Mothers Against Violence in America program director.

All terms expire Aug. 2, 2002, except Fetters, whose term expires Aug. 2, 2001.

Board of Registration for Professional Engineers and Land Surveyors

The board examines candidates for licensure or registration and investigates and holds hearings on violations of the regulatory law.

Lyle Hansen, of Bremerton, is owner of an engineering company and former electrical engineer at the U.S. Navy Undersea Warfare Center.
Appointed to an additional term on the board is Dan Clark, of Spokane, president of a land and environmental planning and land surveying firm.

Both terms expire July 9, 2004.

State Library Commission

The commission sets general directions and policies for the Washington State Library, makes rules and regulations governing the administration of the state library, and awards grant funds.

Appointed to an additional term on the commission is Anne Haley, of Yakima, Yakima Valley Regional Library director. Her term expires July 19, 2004.
