Locke makes selections for state boards and commissions

OLYMPIA - Gov. Gary Locke today announced appointments for several boards and commissions.

Pacific Northwest Power Planning Council

The council administers the Pacific Northwest Electric Power and Conservation Act.

Appointed to an additional term is Tom Karier, of Spokane, at an annual salary of $85,000. His term expires Jan. 15, 2004.


Liquor Control Board

The board controls and distributes alcoholic beverages in the state and functions as both a regulatory board and a business enterprise.

Appointed to an additional term is Vera Ing, of Seattle, at an annual salary of $72,997. Her term expires Jan. 15, 2007.

Transportation Commission

The commission establishes policy for the Department of Transportation.

Elmira Forner, of Manson, served as State Representative from the 47th Legislative District form 1989 to 1995. She was the minority floor leader in 1994 and the former director of the Catholic Community Services for South King County. Her term expires June 30, 2006.

Clark College Board of Trustees

The Board of Trustees is the governing body of the college.

Addison Jacobs, of Vancouver, is the owner and principal of a management services company. Her term expires Sept. 30, 2005.

Wenatchee Valley College Board of Trustees

The Board of Trustees is the governing body of the college.

Kris Pomianek, of Wenatchee, is the executive director of the Wenatchee Chamber of Commerce. Her term expires on Sept. 30, 2005.

Public Employees Benefits Board

The board designs and approves insurance benefit plans for state employees and retirees, the higher education system, political subdivisions and all employees of school districts.

Appointed to an additional term is Richard D. Rubin, of Mercer Island. Rubin is the vice president of strategic planning for a local company. His term expires on Oct. 1, 2002.

Legal Foundation of Washington

The foundation acts as a trustee for funds received from interest on lawyers' trust accounts, as directed by the Supreme Court.

Victor H. Lara, of Yakima, is a partner in a local law firm. His term expires Dec. 31, 2002.

African-American Affairs Commission

The commission examines and defines issues pertaining to the rights and needs of African-Americans.

Darrell Fields, of Bremerton, is a supervisor with Boeing. His term expires Nov. 20, 2002.

K-20 Educational Network Board

The board ensures that the K-20 Educational Telecommunications Network is operated in a way that serves the broad public interest above the interest of any network user.

Marty Smith, of Bainbridge Island, is a technology and intellectual property attorney. His term expires Nov. 28, 2004.

Douglas County Boundary Review Board

Boundary Review Boards have jurisdiction over municipal annexations, incorporations and the creation of special districts.

John M. Brangwin, of East Wenatchee, is an attorney. His term expires Jan. 31, 2003.

State Independent Living Council

The council develops and distributes the state plan for Independent Living.

Noel Nightingale, of Seattle, is the director of blindness skills development for the Department of Services for the Blind. Her term is at the pleasure of the governor.
