Locke selects members for state boards and commissions

OLYMPIA — Gov. Gary Locke today announced selections for the Higher Education Coordinating Board, the State Board for Community and Technical Colleges, a college board of trustees, and other boards and commissions.

Higher Education Coordinating Board

The board studies, plans, and coordinates higher education among various institutions and agencies within the state.

Appointed to an additional term on the board is James R. Faulstich, of Mercer Island, the former president and chief executive officer of a bank. His term expires June 30, 2003.

State Board for Community and Technical Colleges

The board reviews the community and technical colleges system's budget, disburses funds to community and technical college districts, and establishes standards for staffing, financial procedures, curriculum, degree requirements, and admission policies.

Jane Nishita, of Seattle, is public policy manager for US West Communications. Her term expires April 3, 2002.
College Board of Trustees

The board of trustees is the governing body of the college.

Brian Benzel, of Edmonds, was appointed to Edmonds Community College, Board of Trustees. Benzel is chief operating officer for the Seattle Public Schools and former superintendent of the Edmonds School District. His term expires Sept. 30, 2002.

Transportation Commission

The commission establishes policy for the Washington State Department of Transportation.

Appointed to an additional term on the commission is Michele Maher, of Spokane, owner of a freight consulting firm. Her term expires June 30, 2005.

Commission on National and Community Service

The commission provides leadership and vision with local volunteer organizations, civic and community groups, and government to make service part of the lives of all citizens of Washington.

Appointed to additional terms on the commission are Evalyn Adams, of Spokane, planned giving coordinator for the Spokane Food Bank; Bill Dillon, of Spokane, executive director of Northeast Community Center Association; Jennifer Dorr, of Bellingham, executive director of Washington Campus Compact at Western Washington University; and Michael Novick, of Bellevue, executive vice president of the Jewish Federation of Greater Seattle.

All terms expire Feb. 15, 2002.

Governor's Affirmative Action Policy Committee

The committee serves as a policy and review body for the state's diversity and affirmative action program as permitted under Initiative 200.

Appointed to additional terms on the committee are Lourdes "Alfie" Alvarado-Ramos, of Olympia, former superintendent of Washington Soldiers Home and Colony; Jennifer Scott, of Olympia, acting director of the Office of Indian Affairs; and Ketu Shah, of Vancouver, assistant city attorney for the City of Vancouver.

All terms expire March 31, 2002.

Public Stadium Authority

The authority is responsible for building and operating a professional football stadium and exhibition center.

Appointed to additional terms on the authority are Robert L. Dilger, of Olympia, executive secretary of the Washington State Building and Construction Trades Council; Jake Jundt, of Yakima, owner and founder of a construction company; and Benson Wong, of Mercer Island, partner in a finance and business group.

All terms expire July 15, 2003.

Judicial Conduct Commission

The commission reviews complaints alleging possible violations of the Code of Judicial Conduct and enforces the state ethics laws for all members and employees of the state judicial system.

Appointed to additional terms on the commission are Connie Michener (member), of Tumwater, an internal quality consultant for the Washington State Department of Information Services; and Nora Reynolds (alternate), of Bainbridge Island, manager in a real estate business.

Both terms expire June 16, 2003.

Human Rights Commission

The commission works to eliminate and prevent discrimination in employment, housing, places of public accommodation, insurance and credit practices because of race, creed, color, national origin, sex, age, marital status, or physical, mental or sensory disability.

Appointed to an additional term on the commission is Juan Cotto, of Seattle, an employment specialist for King County Department of Transportation. His term expires June 17, 2004.

Health Care Facilities Authority

The authority authorizes the sale of tax-exempt bonds to help lower costs of building new health care facilities.

Appointed to an additional term on the authority is Clarence F. "Joe" Legel, of Spokane, consultant for Providence Services of Eastern Washington. His term expires June 19, 2003.

Conservation Commission

The commission develops and implements long-range programs for conserving and improving the state's renewable natural resources.

Appointed to an additional term on the commission is Vim Wright, of Seattle, an environmentalist and community activist. Her term expires June 6, 2003.

Arboretum and Botanical Garden Advisory Committee

The committee was created by a City of Seattle ordinance to advise the University of Washington in the management of the Washington Park Arboretum.

Appointed to an additional term on the committee is John Behnke, of Seattle, retired from the broadcast industry. His term expires Dec. 31, 2005.

Columbia River Gorge Commission

This interstate Oregon-Washington commission works with the U.S. Forest Service to plan for and oversee the Columbia River Gorge National Scenic Area.

James O. Luce, of Vancouver, is an attorney for Bonneville Power Administration. His term expires June 12, 2003.

Jail Industries Board

The board helps local jail programs develop, implement, and maintain jail work programs.

Howard Yarbrough, of Olympia, is administrator of Correctional Industries. His term expires Feb. 15, 2001.

Juvenile Justice Advisory Committee

The committee implements the federal Juvenile Justice and Delinquency Prevention Act, which provides funds to states to improve the juvenile justice system.

Gaspar Villicana, of Grandview, is a retail sales associate and member of a local youth coalition.

Franklin Whitten, of Tacoma, is a high school senior and member of the Tacoma-Pierce County Commission on Children.

Both terms expire June 30, 2001.

Commute Trip Reduction Task Force

The task force implements Transportation Demand Management (TDM) strategies to reduce the number of vehicles on roads and highways, particularly single-occupant vehicles.

Jesse Hamashima, of Federal Way, is a transportation planning supervisor at Pierce County Public Works and Utilities. His term is determined by the governor.

Commission on Pesticide Registration

The commission provides guidance to Washington State University's Food Safety and Environmental Quality Lab on pesticide registrations for minor crops and minor uses and on the availability of pesticides for emergency use.

Dr. Andrew Jensen, of Moses Lake, is director of research and technical affairs at the Washington State Potato Commission. His term expires Aug. 14, 2000.

Cemetery Commission

The commission regulates private cemeteries.

Bradley Carlson, of Vancouver, is a funeral director. His term expires Jan. 15, 2003.
