Locke names members of a college board of trustees and other commissions

OLYMPIA — Gov. Gary Locke made appointments today to a college board of trustees, the Committee on Disability Issues and Employment, and other boards and commissions.

College Board of Trustees

The board of trustees is the governing body of the college.

Teri Murphy, of Olympia, was appointed to South Puget Sound Community College, Board of Trustees. Murphy is a middle school teacher. Her term expires Sept. 30, 2003.

State School for the Blind

The school serves the educational needs of visually impaired and blind students from throughout the state.

Kay Adamson, of Renton, was appointed to the Board of Trustees. Adamson is a teacher for deaf and blind children. Her term expires July 1, 2003.

Committee on Disability Issues and Employment

The committee advises the governor and the Legislature on disability issues, initiates wide-ranging projects to address specific issues, provides information referral and help to individuals and organizations throughout the state, conducts workshops and conferences, and publishes disability-related materials.

John "Jack" Michaels, of Burien, has been re-appointed to the chair position. Michaels is the founding member and officer of the Washington Coalition of Citizens with Disabilities and the Northwest Chapter of the Paralyzed Veterans of America.

Shirley Beck, of Wenatchee, is a volunteer at Central Washington Hospital.

Salvador Beltran Jr., of Pasco, is an assistant high school principal.

Edward Chinneth, of Steilacoom, is a contact representative for the Social Security Administration.

Daniel Eberle, of Gig Harbor, is a special needs/disabled student coordinator at Bates Technical College.

Nicole Gant, of Kirkland, is a disability employment specialist and independent living consultant.

Ann Guerrero, of Othello, is a WorkFirst financial supervisor for the Washington Department of Social and Health Services.
C. Thomas Hoisington, of Yakima, is a vocational specialist team leader.

James Hughes, of Oak Harbor, is an inventory control supervisor for the U.S. Navy.

Debra Johns, of Union, is a vocational rehabilitation coordinator for the Skokomish Tribe.

Claudia Kauffman, of Edmonds, is a tribal liaison for the United Indians of All Tribes Foundation.

Marshall Mitchell, of Pullman, is the director of the disability resource center at Washington State University.

Billie Jean Smith, of Vancouver, is a social worker for the Washington Department of Social and Health Services.

Chang C. Tien, of Seattle, is a senior principal engineer for the Boeing Company.

Robert Wardell, of Tacoma, is involved with Washington Protection Advocacy Services and People First.

Appointed to additional terms on the committee are: Dennis Lambie, of Vancouver, a registered rehabilitation counselor at Columbia River Mental Health; Elizabeth Pattterson, of Lynnwood, a special education and nursing school instructor; Juan J. Pineda, of Tumwater, committee member for the Washington Fathers Network; Nancy D. San Carlos, of Issaquah, a volunteer with state prisoners with physical challenges; and Gloria Tolaro, of Rochester, a retired occupational therapist.

All terms expire Dec. 31, 2001, except Eberle, Johns, and Smith, whose terms expire Dec. 31, 2000, and Gant, Guerrero, Hughes, Kauffman, and Tien, whose terms expire Dec. 31, 1999.

Rehabilitation Advisory Council

The council advises and helps the state on issues and policies relating to individuals with disabilities.

Fred Gerdes, of Seattle, is vice president for small business development for the Greater Seattle Chamber of Commerce.
Benjamin Higgins, Jr., of Tumwater, is chief examiner for the Thurston County Civil Service.

Deborah Klingenberg, of Graham, is a steering committee member for the Pierce County Parent Coalition for Developmental Disabilities.
Pam M. Smith, of Kennewick, is a vocational coordinator for Sunderland Family Treatment Services.

Appointed to additional terms on the council are: Christopher Carnrick, of Seattle, a counselor for the Division of Vocational Rehabilitation; Jerry Johnsen, of Seattle, director of Washington State's Client Assistance Program; Jim Larson, of Olympia, director of a disability rehabilitation services center; Richard Ragan, of Tacoma, a contractor/developer; and Joe Whaley, of Medical Lake, a volunteer for the Multiple Sclerosis Society.

All terms expire Sept. 22, 2001, except Gerdes and Klingenberg, whose terms expire Sept. 22, 2000, and Smith, whose term expires Sept. 22, 1999.

Blue Ribbon Commission on Transportation

The commission is charged with reviewing and prioritizing the long-term transportation needs of the state and reviewing a comprehensive financial plan to address those needs.

Jim Fitzgerald, of Spokane, is a coach operator for the Spokane Transit Authority. His term expires Dec. 1, 2000.

Boundary Review Boards

The boards have jurisdiction over municipal annexations, incorporations of cities under 7,500 estimated population, disincorporations and creation or annexation of certain special districts.

Judy Tessandore, of Fall City, was appointed to King County Boundary Review Board. Tessandore is an administrative assistant.

Elaine O. Snow, of Sunnyside, was appointed to Yakima County Boundary Review Board. Snow is a retired history and government teacher.
Both terms expire Jan. 31, 2003.

Forest Practice Appeals Board

The board is an independent quasi-judicial agency that hears and decides appeals from decisions of the Washington Department of Natural Resources.

Appointed to an additional term on the board is Gregory Costello, of Seattle, an environmental lawyer. His term expires Jan. 1, 2005.

Industrial Safety and Health Board

The board prevents industrial injuries and occupational diseases among employees in the state and promotes the efficient, safe, healthful, and productive operation of industry in the state.

Bill DeRousse, of Snohomish, is fleet superintendent for the City of Everett and Everett Transit.

Scott M. Mafune, of Mountlake Terrace, is director of operations at Midas Auto Systems Experts.

Both terms expire Dec. 31, 2000.

Board of Occupational Therapy Practice

The board administers, coordinates and enforces the statutes relating to occupational therapists within the state.

Appointed to additional terms on the board are: Kathleen Kannenberg, of Seattle, a private practice mental health case manager; and Redge Campbell, of Bremerton, a licensed occupational therapist.

Both terms expire Dec. 31, 2000.

Olympic Natural Resource Center Advisory Board

The board develops research and educational programs to support management of natural resources for both production of commodities and the maintenance of ecological values and addressees concerns of fisheries, habitat, water quality and timber management.

Dale Hom, of Olympia, is a forest supervisor for the Olympic National Forest. His term is determined by the governor.
Hanford Area Economic Investment Fund Committee

The committee advises the governor and the Legislature on acceptance of state or federal loans for infrastructure or economic development projects in the Hanford area.

Conrad Tobin, of Kennewick, is a commercial loan officer and area manager for a bank. His term expires June 28, 1999.
Electrical Board

The board establishes both general and specialty electrical contractors' licenses and prepares and administers written examinations.

Appointed to additional terms on the board are: Joe Devish, of Gig Harbor, president and chief executive officer of an electronic company; Michael Hendrix, of Silverdale, an electrician with the International Brotherhood of Electrical Workers, Local Union No. 46; and Charles Treanor, of Seattle, a retired engineering maintenance manager for the Boeing Company.

All terms expire July 7, 2002.

Public Employees Benefits Board

The board designs and approves insurance benefit plans for public employees, retirees and their dependents.

Appointed to an additional term on the board is Sally Fox, of Seattle, a benefits and safety director for the City of Seattle. Her term expires Oct. 1, 1999.

Board of Registration for Professional Engineers and Land Surveyors

The board examines candidates for licensure or registration and investigates and holds hearings on violations of the regulatory law.

Appointed to an additional term on the board is Carol Fleskes, of Olympia, a manager at the Washington State Department of Ecology. Her term expires July 9, 2003.

Collection Agency Board

The board regulates in-state and out-of-state collection agencies doing business in Washington.

Appointed to an additional term on the board is Wilma Beauchamp, of Yakima, a job service specialist at the Washington State Department of Employment Security. Her term expires Dec. 31, 2002.
