Locke makes appointments to state boards and commissions

OLYMPIA - Gov. Gary Locke today announced his selections for the Academic Achievement and Accountability Commission, a college board of trustees, the Public Disclosure Commission and other state boards and commissions.

Academic Achievement and Accountability Commission

The commission provides independent oversight of the state's accountability system and provides clear reports to parents and the public on the performance of Washington schools.

Dave Fisher, of Olympia, is the Washington site manager for Intel Corp. He is also a member of the board of directors and the education committee of the Washington Roundtable. His term expires June 30, 2002.

College Board of Trustees

The board is the governing body of the college.

Donald Root, of Seattle, was appointed to the Seattle Community College, Board of Trustees. Root is the chairman and chief executive officer for GM Nameplate. He is filling a partial term, which expires Sept. 30, 2000. He then will begin a full term, which expires Sept. 30, 2005.

Public Disclosure Commission

The commission administers and enforces Washington state campaign finance, lobbyist registration and financial disclosure law.

Richard C. Locke, of Richland, is a high-technology executive. He was previously the president and chief executive officer of Vivid Learning Corp. His term expires Dec. 31, 2000. (Richard C. Locke is not related to Gov. Gary Locke.)

State Board for Community and Technical Colleges

The board reviews the community and technical colleges system's budget, disburses funds to community and technical college districts, and establishes standards for staffing, financial procedures, curriculum, degree requirements and admission policies.

Paul L. Hutton, of Issaquah, is vice president of engineering for AVT, Corp., a unified messaging software development company. He is the former vice president of products and marketing for Agena Corp. His term expires April 3, 2001.

State Interagency Coordinating Council for Infants and Toddlers with Disabilities and Their Families

The council advises and helps the Washington State Department of Social and Health Services and other participating state agencies coordinate, develop and implement policies dealing with early intervention services.

Julie Ann Avila, of Kirkland, is a former developmental scientist and special education instructor.

Wanda Gauntt, of Benton City, is a volunteer for Parent 2 Parent and a fetal alcohol syndrome support group.

Ginger Kwan, of Kent, is an ethnic outreach specialist for the Arc of King County.

Joan Martin, of Bow, is a speech pathologist at the Skagit Preschool and Resource Center.

Lonna Swanson, of Auburn, is a special education teacher for the Muckleshoot Indian Tribe.

Jan Wrathall, of Seattle, is a social services coordinator for the King County Developmental Disabilities Division.

Appointed to additional terms on the council are Sandra Beaty, of Otis Orchards, community volunteer; Janie Bedwell, of Everett, education specialist for the Bureau of Indian Affairs' Office of Indian Education Programs; and Katherine TeKolste, of Mercer Island, developmental and behavioral pediatrician.

All terms expire Jan. 6, 2003, except Swanson and Avila, whose terms expire Jan. 6, 2002.

Small Business Improvement Council

The council identifies regulatory, administrative and legislative proposals to improve the entrepreneurial environment for small businesses and advises state business programs on their policies and practices.

Zul M. Devji, of Kirkland, is president and chief executive officer of LLB Company, Inc. His term expires July 19, 2003.

Emergency Medical Services and Trauma Care Steering Committee

The committee reviews the requirements for pre-hospital emergency and ambulance services and advises on rules regarding poison information centers.

Appointed to additional terms on the committee are Robert Berschauer, of Seattle, director of operations and government relations for American Medical Response; David Jaffe, of Woodinville, executive director of Harborview Medical Center; Bobby Kirk, of Kennewick, fire chief for the City of Kennewick; and Zachary Rinderer, of Kennewick, staff nurse at Kennewick General Hospital.

All terms expire Aug. 15, 2002.

Board of Nursing Home Administrators

The board examines candidates for licensing and conducts investigations on violations of law.

Abraham J. Krebs, of Olympia, is a retired administrative law judge for the Washington State Department of Revenue.

Appointed to an additional term on the board is John Brigham, of Walla Walla, administrator of the Washington Odd Fellows Home.

Both terms expire May 28, 2004.

Emergency Management Council

The council advises the governor and adjutant general of the Washington State Military Department on state and local emergency management issues.

Douglas Chandler, of Seattle, is vice president and manager of business contingency planning for Washington Mutual Bank. His term is determined by the governor.

Board of Hearing and Speech

The board examines and licenses hearing instrument fitters/dispensers and certifies audiologists and speech-language pathologists.

Jacqueline Ianniello, of Renton, is a retired toolroom supervisor for the Boeing Co. Her term expires June 6, 2002.

Forensic Investigation Council

The council reviews, recommends and promotes improvements to the state's death investigation system.

Hon. Don Malloy, of Puyallup, is mayor of the City of Puyallup. His term expires Aug. 10, 2003.

Jail Industries Board

The board helps local jail programs develop, implement and maintain jail work programs.

Marvin Wolff, of Ferndale, is a former marine engineer and former management consultant. His term expires Feb. 15, 2001.

Board of Registration for Professional Engineers and Land Surveyors

The board examines candidates for licensure or registration and investigates and holds hearings on violations of the regulatory law.

Appointed to an additional term on the board is Al Hebrank, of Seattle, land surveyor. His term expires July 9, 2005.
