Locke selects members of various state boards and commissions

OLYMPIA — Gov. Gary Locke made appointments today to the Parks and Recreation Commission, Information Services Board, and other boards and commissions.

Parks and Recreation Commission

The commission acquires, develops, maintains, and operates the state park system.

Dr. Eliot Scull, of East Wenatchee, is a retired physician and a former member of the Interagency Committee for Outdoor Recreation.

Cecilia Vogt, of Yakima, is the executive director of a private, non-profit land trust.

Both terms expire Dec. 31, 2004.

Information Services Board

The board develops standards, policies, and procedures for managing state information services.

Earl W. Heister, of Richland, is the chief information manager at Battelle, Pacific Northwest National Laboratories. His term is determined by the governor.

Boundary Review Boards

The boards have jurisdiction over municipal annexations, incorporations of cities under 7,500 estimated population, disincorporations and creation or annexation of certain special districts.

Clyde Peterson, of East Wenatchee, was re-appointed to Douglas County Boundary Review Board. Peterson is a retiree from Public Utility District No. 1 of Douglas County.

Marge Laidlaw, of Everson, was appointed to Whatcom County Boundary Review Board. Laidlaw is the owner of a mediation services company.
Both terms expire Jan. 31, 2003.

Board of Nursing Home Administrators

The board examines candidates for licensing and conducts investigations on violations of law.

Linda Batch, of Seattle, is a licensed practical nurse.
Dr. Kate Brostoff, of Bremerton, is assistant medical director for Kitsap Physicians Services.

Lennette M. Watson, of Bellingham, is a licensed nursing home administrator at Mt. Baker Care Center.

All terms expire May 28, 2003, except Batch, whose term expires May 28, 2001.

Property and Liability Advisory Board

The board assists the state risk manager adopt rules for the operation and management of both individual and joint self-insurance programs covering liability and property risks and in reviewing and approving the creation of joint self-insurance programs covering property or liability risks.

Nancy Heyen, of Olympia, is the risk manager for the Association of Washington Cities Risk Management Services Agency. Her term expires Dec. 31, 2001.

Examining Board of Psychology

The board examines candidates for licensure and denies, revokes, suspends or restricts licenses for specified conduct.

Dean Funabiki, of Pullman, is a private practice clinical psychologist. His term expires Jan. 6, 2004.

Forest Practices Board

The board establishes forest practice standards and a forest water quality regulations within the state.

Lloyd L. "Andy" Anderson, of Shelton, is president of forest products consulting company. His term expires Dec. 31, 1999.

Elevated Transportation Company Board (Monorail)

The board works to build an elevated mass transportation system. Once built, the board will oversee and operate the system and all other facilities directly related to it.

Carl C. Jackson, of Seattle, is a transit operator with King County METRO Transit. His term expires Feb. 17, 2003.
