Locke appoints to African American Affairs Commission and various state boards and commissions

OLYMPIA — Gov. Gary Locke made appointments today to a college board of trustees, African American Affairs Commission, Boundary Review Boards, Personnel Resources Board, and other boards and commissions.

College Board of Trustees

The board of trustees is the governing body of the college.

Dorothy Hollingsworth, of Seattle, was appointed to Seattle Community College, Board of Trustees. Hollingsworth is the interim director of the mayor's office on senior citizens.
African American Affairs Commission

The commission improves the well-being of African Americans by enabling them to participate fully in all fields of endeavor, obtain government services to meet their special needs, and ensure benefits of equality are available to them.

Karen Boone, of Spokane, is a youth project coordinator for the Spokane Sexual Assault Center and Spokane Regional Health District.

Edna Brooks-Pittman, of Toppenish, is the community development director for the City of Toppenish.

Freddie Mae Gautier, of Seattle, is co-owner of Southwest Mortuary.
Zelma Maine Jackson, of Kennewick, is a hydrogeologist with the Washington State Department of Ecology.

Appointed to an additional term on the commission is Ellis Casson, of Seattle, senior pastor at First A.M.E. Church.

All terms expire Nov. 20, 2001, except Brooks-Pittman, whose term expires Nov. 20, 1999, and Gautier, whose term expires Nov. 20, 2000.

Boundary Review Boards

The boards have jurisdiction over municipal annexations, incorporations of cities under 7,500 estimated population, disincorporations and creation or annexation of certain special districts.

Donavon Dorsey, of Benton City, was appointed to Benton County Boundary Review Board. Dorsey is an environmental specialist with the Washington State Department of Ecology.

Barbara Hume, of Wenatchee, was re-appointed to Chelan County Boundary Review Board. Hume is a homemaker and community volunteer.

Ronald Morrison, of Vancouver, was appointed to Clark County Boundary Review Board. Morrison is the former lead administrator for the Washington State Department of Social and Health Services in Clark County.

Dennis Weber, of Longview, was re-appointed to Cowlitz County Boundary Review Board. Weber is a high school social studies teacher.

Mick Hansen, of Moses Lake, was re-appointed to Grant County Boundary Review Board. Hansen is the president of a construction company.

Miles Yanick, of Bainbridge Island, was re-appointed to Kitsap County Boundary Review Board. Yanick is a registered architect.

Jay Bachrach, of Ellensburg, was re-appointed to Kittitas County Boundary Review Board. Bachrach is a former professor at Central Washington University.

Victoria Zukowski, of Tacoma, was re-appointed to Pierce County Boundary Review Board. Zukowski is a client services manager and mediator at a non-profit dispute resolution center.

Alec McDougall, of Mt. Vernon, was appointed to Skagit County Boundary Review Board. McDougall is a former high school mathematics teacher.

John B. Hagney, of Spokane, was appointed to Spokane County Boundary Review Board. Hagney is a high school humanities and history teacher.
All terms expire Jan. 31, 2003.

Personnel Resources Board

The board governs the State Merit System of public employment for general government agencies and institutions of higher education.

Appointed to an additional term on the board is Linda Lanham, of Seattle, legislative director for International Aerospace Machinists Local 75. Her term expires Jan. 4, 2005.

State Independent Living Advisory Council

The council advises and assists the state on issues and policies relating to independent living for individuals with disabilities.

Duane Bishop, of Gig Harbor, is the owner of a disability products company and is a volunteer for the American Heart Association.
Shawn M. Donnelly, of Ocean Shores, is an adult basic education teacher at Grays Harbor College.

Appointed to additional terms on the council are: Teresa Baird, of Granite Falls, chair of the government relations committee of the National Multiple Sclerosis Society; Maurine Coon, of Longview, convener of a support group for the blind; Barbara Gilbert, of Vancouver, community volunteer; Mark Lundgren, of Olympia, former general contractor; and Julie Wright, of Olympia, an office clerk at the Olympic National Forest.

All terms expire Aug. 24, 2001, except Bishop and Donnelly, whose terms expire Aug. 24, 2000.

Housing Finance Commission

The commission issues revenue bonds and participates in federal, state, and local housing programs to ensure additional funds are available at affordable rates to help provide low- and moderate-income housing throughout the state without the use of public funds.

Clark Crouch, of Richland, is a member of the Richland City Council and board member of the Benton-Franklin Health District. His term expires June 30, 2001.

Combined Fund Drive Committee

The committee evaluates organizations that wish to seek financial support from state employees through the combined fund drive.

Norma Acosta, of Mabton, is a job specialist for the Washington State Employment Security Department.

Kathleen Willis, of Olympia, is the assistant director for administrative services for the Washington State Department of Labor and Industries.

Appointed to additional terms on the committee are: Enrique Cantu, of Olympia, administrative division commander of the Washington State Patrol; and Sonia Hussa, of Pullman, assistant director of university relations at Washington State University.

All terms expire Jan. 1, 2002, except Acosta and Willis, whose terms expire Jan. 1, 2000.

Governor's Industrial Safety and Health Advisory Board

The board prevents industrial injuries and occupational diseases among the employees in the state and promotes the efficient, safe, healthful, and productive operation of industry throughout the state.

Dan Whittaker, of Bellingham, is a fire and safety superintendent at TOSCO Refining Company. His term expires Dec. 31, 2000.

Health and Welfare Advisory Board

The board helps the state risk manager adopt rules governing operation and management of health and welfare benefits programs.

Appointed to an additional term on the board is Peter Boyd, of Seattle, president of an employee benefits brokerage and consulting firm. His term expires Dec. 31, 1999.

State Investment Board

The board invests and reinvests the monies of the state's trust and retirement funds.

Appointed to an additional term on the board is George Masten, of Olympia, former executive director of the Washington Federation of State Employees. His term expires Dec. 31, 2001.

Board of Funeral Directors and Embalmers

The board examines and licenses members of the profession.

Appointed to an additional term on the board is Merrie Burley, of Oak Harbor, owner and funeral director of a funeral chapel. Her term expires July 1, 2003.

Board of Pharmacy

The board establishes policy for the practice of pharmacy including licensing, disciplinary hearings and enforcement of laws pertaining to legal drugs and for the licensing for manufacture and sale of poisons.

Appointed to an additional term on the board is Michael Kleinberg, of Seattle, vice president of a health care company.

Podiatric Medical Board

The board examines candidates for licensure or registration; and conducts investigations on charges of malpractice, unsafe conditions or unprofessional conduct.

Appointed to an additional term on the board is John McCord, of Chehalis, a private practice podiatrist. His term expires June 23, 2003.

Chiropractic Quality Assurance Commission

The commission examines and licenses chiropractors.

Megan Thomas, of Seattle, is the manager of a family practice residency network. Her term expires June 30, 2001.

Examining Board of Psychology

The board examines candidates for licensure and denies, revokes or suspends, or restricts licenses for specified conduct.

Gloria Koepping, of Issaquah, is a counseling psychologist at Highline Community College. Her term expires Jan. 6, 2004.

Massage Examining Board

The board defines, evaluates, approves, and designates schools, programs and apprenticeship programs; periodically reviews approved schools and programs; determines which states have educational licensing requirements equivalent to Washington; and establishes the standards and procedures for approving courses of study.

Morgan Caley, of Lacey, is a massage therapist. His term expires Sept. 7, 2001.
