Locke makes selections for several state boards

OLYMPIA — Gov. Gary Locke today announced his appointments for the Indeterminate Sentence Review Board, a college board of trustees and other boards and commissions.

Indeterminate Sentence Review Board

The board has legal jurisdiction over all individuals sentenced to Washington state prisons for felonies committed before July 1, 1984. The board also has jurisdiction over all individuals, both in-state and out-of-state, who are on parole status.

Margaret M. Martinez, of Redmond, is the former program director of a family support program. Her term expires April 15, 2000. Her position is part-time and carries an annual salary of $42,522.

College Board of Trustees

The board of trustees is the governing body of the college.

Steven W. Koch, of Sedro Woolley, was appointed to Bellingham Technical College, Board of Trustees. Koch is the president of the Northwest Washington Building and Construction Trades Council. His term expires Sept. 30, 2004.

Gambling Commission

The commission licenses, inspects, investigates and audits organizations, businesses and individuals participating in authorized gambling activities.

George Orr, of Spokane, is firefighter and former member of the Washington State House of Representatives. His term expires June 30, 2005.

Washington Technology Center, Board of Directors

The board is the governing body of the Washington Technology Center.

Dennis I. Okamoto, of Seattle, is a retired regional vice president for US West Communications. His term expires June 11, 2001.
Committee on Disability Issues and Employment

The committee advises the governor and the Legislature on disability issues, initiates wide-ranging projects to address specific issues, provides information referral and help to individuals and organizations throughout the state, conducts workshops and conferences, and publishes disability-related materials.

Jenifer Baker, of Lacey, is a computer analyst/programmer for the Washington State Health Care Authority.

Joanne Lawrence, of Burien, is the assistant director of community services and the director of services for students with disabilities at Kennedy High School.

Glorita Doctor McIntyre, of Mountlake Terrace, is a job placement specialist for the Washington State Employment Security Department.
Myrtle Snyder, of Olympia, is an adjunct reading instructor at South Puget Sound Community College.

Lorena Swift, of Richland, is a vocational specialist for Sunderland Family Treatment Services.

Kyle Winters, of Spokane, is an employment specialist for the Job Resource Center.

Appointed to additional terms on the committee are: Nicole Gant, of Bellingham, a disability employment specialist; Ann Guerrero, of Othello, a WorkFirst financial supervisor for the Washington State Department of Social and Health Services; James Hughes, of Oak Harbor, a supply program management unit supervisor for the U.S. Navy; Claudia Kauffman, of Edmonds, a tribal liaison for the United Indians of All Tribes Foundation; and Chang Tien, of Seattle, a senior principal engineer for The Boeing Co.

All terms expire Dec. 31, 2002.

Council on Substance Abuse

The council develops recommendations for a state and local strategy on substance abuse and seeks community involvement on issues relating to the strategy.

Appointed to additional terms on the council are: Angelica Balderas, of Port Hadlock, a chemical dependency professional intern for the Jamestown S'Klallam Tribe; Norman Johnson, of Seattle, executive director of Therapeutic Health Services; John Turner, of Mountlake Terrace, police chief for the City of Mountlake Terrace; and Mariann Whalen, of Port Angeles, a social worker for the Washington State Department of Social and Health Services.

All terms expire Aug. 3, 2002.

State Investment Board

The board invests and reinvests the monies of the state's trust and retirement funds.

Appointed to an additional term on the board is Beverly A. Hermanson, of Olympia, the director of legislative and political action for the Washington Federation of State Employees. Her term expires Dec. 31, 2002.
