Locke appoints citizens to state boards and commissions

OLYMPIA — Gov. Gary Locke today announced appointments for several college boards of trustees, the Public Disclosure Commission and several other boards and commissions.

College Board of Trustees

The board of trustees is the governing body of the college.

James Dagnon, of Medina, was appointed to the Bellevue Community College, Board of Trustees. Dagnon is the chief human resources officer at The Boeing Co. His term expires Sept. 30, 2000.

Franklin DeVaul, Jr., of Chehalis, was appointed to the Centralia College, Board of Trustees. DeVaul is co-owner and the president of DeVaul Publishing, Inc. His term expires Sept. 30, 2004.

Judith Hosea, of University Place, was appointed to the Clover Park Technical College, Board of Trustees. Hosea is the community liaison for Brigadoon – Carlson Wagonlit Travel Center, Inc. Her term expires Sept. 30, 2004.

Lyle Lovingfoss, of Kelso, was appointed to the Lower Columbia College, Board of Trustees. Lovingfoss is an electrician with the Weyerhaeuser Co. His term expires Sept. 30, 2004.

Donna DeJarnatt, of Longview, was re-appointed to the Lower Columbia College, Board of Trustees. DeJarnatt is a professional artist. Her term expires Sept. 30, 2002.

Public Disclosure Commission

The commission administers and enforces Washington State campaign finance, lobbyist registration, and financial disclosure law.

Dean Sutherland, of Vancouver, is an environmental resource manager for Clark Public Utilities and a former member of the Washington State Senate. His term expires Dec. 31, 2000.

Legal Foundation of Washington Board of Trustees

The foundation disburses the interest earned on lawyers' pooled trust accounts.

John Kephart, of Bainbridge Island, is the managing director of administration at The Commerce Bank of Washington.

Ragan Powers, of Seattle, is an attorney and a partner in the law office of Davis Wright Tremaine.

Both terms expire Dec. 31, 2001.

Small Business Improvement Council

The council identifies regulatory, administrative and legislative proposals, to improve the entrepreneurial environment for small businesses and advises state business programs on their policies and practices.

Del Carman, of Malden, is the owner of a trucking company and founder of a land development company. His term expires July 19, 2002.

Carolyn Eslick, of Sultan, is a City of Sultan Councilwoman and the co-owner of a local restaurant. Her term expires July 19, 2003.

Washington State Major League Baseball Public Facilities District Board

The board oversees the operation of the baseball stadium in King County on behalf of taxpayers.

Joan Enticknap, of Seattle, is the manager of commercial banking in Washington and Idaho for Bank of America.

Ron Judd, of Seattle, is the executive secretary/treasurer of the King County Labor Council/AFL-CIO.

Both terms expire Dec. 31, 2003

Clemency and Pardons Board

The board receives petitions from individuals, organizations and the Department of Corrections for review and commutation of sentences and pardoning of offenders.

Raul Almeida, of Richland, is police chief for the City of Mabton. He is also a captain for the Hanford Patrol. His term expires Sept. 25, 2003.

Physical Therapy Board

The board examines and disciplines licensees, adopts rules, and establishes continuing education requirements and standards of professional conduct.

Appointed to an additional term on the board is Sam Stockton, of Seattle, a staff physical therapist at Virginia Mason Medical Center. His term expires Sept. 18, 2003.
