Gov. Gary Locke Announces Appointments to Boards and Commissions

OLYMPIA – Dec. 3, 2004 – Gov. Gary Locke today announced the following appointments to state boards and commissions:

Correctional Industries Board of Directors

Lucy Lennox of Spokane has been appointed to a term ending Sept. 26, 2006. Lennox is a family counselor/intervention specialist with YFA Connections. The Correctional Industries Board of Directors advises the Department of Corrections on programs designed to offer work experience and training of inmates, along with the investing of funds from enterprises and work programs.

Eastern State Hospital Advisory Board

Charlie Freestone of Okanogan and Terry Glenn of Medical Lake have been appointed to terms ending Dec. 5, 2008. Freestone is director of special services for the Omak School District. Glenn is supervisor of occupational therapy at Eastern State Hospital. The Eastern State Hospital Advisory Board monitors the operation and activities of the hospital; reviews and advises on the hospital budget; makes recommendations to the governor and the Legislature for improving the quality of service provided by the hospital; and consultants with the secretary of the state Department of Social and Health Services (DSHS) regarding the selection of superintendent.

Examining Board of Psychology

Benjamin Johnson of Kent and Carol Ann Pahlke of Vancouver have been appointed to terms ending Jan. 6, 2010. Johnson is a psychologist in private practice. Pahlke is a clinical psychologist with Northwest Psychological Resources. The Examining Board of Psychology examines candidates for licensure and is authorized to deny, revoke or suspend, or restrict licenses for specified conduct.

Board of Hearing and Speech

Penny Allen of Port Orchard has been reappointed to a term ending June 6, 2007. The Board of Hearing and Speech examines and licenses hearing instrument dispensers; recommends standards for equipment and procedures, along with rules and regulations for administering regulatory acts; and adopts rules relating to standards of care for hearing instrument fitter/dispensers or audiologists, and relating to speech-language pathologists.

Commission on Hispanic Affairs

Uriel Iniguez of Olympia has been reappointed to a term ending Aug. 1, 2007. The Commission on Hispanic Affairs ensures that state programs are providing the assistance needed by the Hispanic community and advises state agencies on developing and implementing policies, plans and programs focusing on the needs of the Hispanic community.

Home Care Quality Authority

Elizabeth Brown of Vancouver has been appointed to a term ending July 1, 2005. Brown is a certified guardian ad litem for the Clark County Superior Court. The Home Care Quality Authority regulates and improves the quality of long term in-home care services by recruiting, training and stabilizing the work force of individual providers.

Marine Employees’ Commission

Elizabeth Ford of Seattle has been appointed to a term ending June 15, 2006. Ford is chief counsel for the Washington State Nurses Association. The Marine Employees’ Commission adjusts all complaints, grievances and disputes between labor and management arising out of the operation of the state ferry system; provides for impasse mediation; conducts fact finding and provides salary surveys; and provides for the selection of impartial arbitrators.

Medical Quality Assurance Commission

Ellen Harder of Gig Harbor has been appointed to a term ending June 30, 2005. Harder recently retired from North Mason Medical Clinic where she was a physician’s assistant. The Medical Quality Assurance Commission regulates the competency and quality of medical professionals licensed to practice medicine and surgery by establishing, monitoring and enforcing qualifications for licensing, consistent standards of practice and continuing competency mechanisms and discipline.

Northwest Straits Advisory Commission

Joseph Gaydos of Eastsound has been appointed to a term ending Oct. 31, 2008. Gaydos is the regional director and chief scientist for The SeaDoc Society. The Northwest Straits Advisory Commission provides an ecosystem focus on the marine resources of the Northwest Straits as a whole; helps mobilize science to focus on key priorities; guides and provides resources to the Marine Resources Committees; and serves as a forum for coordination and consensus building.

Spokane Intercollegiate Research and Technology Institute (SIRTI) Board of Directors

Rosanna Peterson of Spokane has been appointed to a term ending June 30, 2006. Peterson is director of the Externship Program and an adjunct professor at Gonzaga University School of Law. The board is responsible for developing and approving the SIRTI general operating procedures and annual budget; approving and allocating funding for research projects; and coordinating research and development and training programs with other institutes of higher education.

Washington Council on Adult Education

Eugene Shen of Seattle and Cherie Levesque of Everett have been reappointed to terms ending Oct. 9, 2007. Troy Hutson of Seattle has been appointed to a term ending Oct. 9, 2007. Hutson is executive director for the Health Work Force Institute with the Washington State Hospital Association. The council advises the State Board for Community & Technical Colleges and Work Force Training and Education Coordinating Board concerning adult basic education and literacy programs.

Whatcom Community College Board of Trustees

Barbara Rofkar of Bellingham has been appointed to a term ending Sept. 30, 2007. Rofkar is self-employed as a family counselor and mediator. The Whatcom Community College Board of Trustees serves as the governing board for the college.

Wenatchee Valley College Board of Trustees

Bertha Goehner of Wenatchee has been reappointed to a term ending Sept. 30, 2009. The Wenatchee Valley College Board of Trustees serves as the governing board for the college.
