Gov. Gary Locke Announces Appointments to Boards and Commissions

OLYMPIA – Nov. 5, 2004 – Gov. Gary Locke today announced the following appointments to state boards and commissions:

Health and Welfare Advisory Board

Irene Eldridge of Bellevue has been reappointed to a term ending Dec. 31, 2008. The Health and Welfare Advisory Board helps state risk managers adopt rules governing operation and management of health and welfare benefits programs. It also reviews annual reports filed by health and welfare benefits programs.

Northwest Straits Advisory Commission

Susan Bauer of Sequim has been appointed to a term ending Oct. 31, 2006. Bauer is the planning and environmental manager for the Port of Port Angeles. The Northwest Straits Advisory Commission was established to provide an ecosystem focus on the marine resources of the Northwest Straits as a whole; help mobilize science to focus on key priorities; and guide and provide resources to the Marine Resources Committees. The commission also serves as a forum for coordination and consensus building.

Centralia Community College Board of Trustees

Franklin Day DeVaul, Jr. of Chehalis had been reappointed to a term ending Sept. 30, 2009. The board serves as the governing body for the college.

Fish and Wildlife Commission

Kenneth Chew of Seattle has been appointed to a term ending Dec. 31, 2010. Chew has recently retired from his positions as associate dean of the College of Ocean and Fishery Sciences and director of the Western Regional Aquaculture Center at the University of Washington. The Fish and Wildlife Commission establishes policies and regulations designed to preserve, protect and perpetuate the fish and wildlife of the state as well as fish and game habitat.

Spokane and Spokane Falls Community Colleges Board of Trustees

Ben Cabildo of Spokane has been appointed to a term ending Sept. 30, 2009. Cabildo is executive director of the African-American, Hispanic, Asian and Native American (AHANA) Business and Professional Association. The board serves as the governing body for the college.

State School for the Blind Board of Trustees

William Stephen Rainey of Vancouver has been appointed to a term ending July 1, 2008. Rainey is retired from NOAA Fisheries, U.S. Department of Commerce. The State School for the Blind serves the educational needs of visually impaired and blind students from throughout the state. The board helps to develop comprehensive curriculum to maximize and develop students’ skills to live, work and be capable, contributing, independent citizens.

Western Washington University Board of Trustees

Betty Woods of Edmonds has been reappointed to a term ending Sept. 30, 2010. The board serves as the governing body for the college.

Cascadia Community College Board of Trustees

Mark Wolfram of Woodinville has been reappointed to a term ending Sept. 30, 2009. The board serves as the governing body for the college.

Columbia Basin College Board of Trustees

Josie Villa of Kennewick has been appointed to a term ending Sept. 30, 2007. Villa is the associate human resources manager for Battelle, Pacific Northwest National Laboratory. The board of trustees serves as the governing body for the college.

Grays Harbor Community College Board of Trustees

John Warring of Aberdeen has been reappointed to a term ending Sept. 30, 2009. The board serves as the governing body for the college.

Western State Hospital Advisory Board

Jerome Remick of Port Angeles has been reappointed to a term ending Dec. 5, 2007. Sheryl Lamberton of Auburn has been appointed to a term ending Dec. 5, 2007. Lamberton is a staff psychologist at Western State Hospital. The board monitors the operation and activities of the hospital; reviews and advises on the hospital budget; makes recommendations to the governor and Legislature for improving the quality of service provided by the hospital; and consults with the secretary of the Department of Social and Health Services regarding the selection of superintendent.

Economic Development Commission

Mack Hogans of Federal Way, and Katherine James-Schuitemaker of Seattle have been reappointed to terms ending Sept. 25, 2005. Bill Grinstein of Seattle has been reappointed to a term ending Sept. 25, 2006. Roger Knutzen of Burlington, Ted Baseler of Woodinville, Rick Bender of Seattle, and Scott Morris of Spokane have been reappointed to terms ending Sept. 25, 2007. The commission was formed out of a recommendation from the Washington Competitiveness Council, which was convened by Locke in 2001. The goal of the Economic Development Commission is to provide strategic and policy direction to the state Department of Community, Trade and Economic Development. The commission consists of private sector and labor representatives from around the state and is intended to engage the state’s business and labor communities in developing the state’s trade and economic development policies.

Bellingham Technical College

Steve Koch has been reappointed to a term ending Sept. 30, 2009. The board serves as the governing body for the college.

Select Committee on Pension Policy

Lois Clement of Bellingham has been appointed to a term ending June 30, 2006. Clement is a retired acquisitions manager for the Bellingham Public Library. The Select Committee on Pension Policy studies pension issues; develops pension policies for public employees in state retirement systems; and makes recommendations to the Legislature.

Lower Columbia Community College Board of Trustees

Lyle Lovingfoss of Longview has been reappointed to a term ending Sept. 30, 2009. The board serves as the governing body for the college.

Public Employees’ Benefits Board

Greg Devereux of Shelton has been reappointed to a term ending Oct. 1, 2006. The board designs and approves insurance benefits plans for state employees and retirees, the higher education system, political subdivisions and all employees of school districts.
