Gov. Gary Locke Announces Appointments to Boards and Commissions

OLYMPIA – Oct. 15, 2004 – Gov. Gary Locke today announced the following appointments to state boards and commissions:

Commission on African American Affairs

Zelma Jackson of Kennewick, a current member of the commission, has been appointed as chair for a term ending Nov. 20, 2005. The Commission on African American Affairs examines and defines issues pertaining to the rights and needs of African Americans; and makes recommendations to the governor, Legislature, and state agencies for changes in programs and laws.

Biodiversity Council

Brian Collins of Grapeview has been appointed to a term ending Dec. 31, 2007. Collins is a senior tribal attorney with the Skokomish Tribal Council. The Biodiversity Council recommends ways to manage and protect our state’s biodiversity.

Collection Agency Board

Debbie Buxton of Selah has been reappointed to a term ending Dec. 31, 2008. The Collection Agency Board regulates collection agencies within the state; holds disciplinary hearings; and recommends and adopts rules and regulations for administering the regulatory law.

Community Economic Revitalization Board

Tom Trulove of Cheney and Jeffrey Matson of Sunnyside have been reappointed to terms ending Sept. 2, 2007. The Community Economic Revitalization Board’s objective is to strengthen the economy in areas of the state that have experienced high unemployment rates or below average economic growth; encourage economic diversification within our state; and provide incentives for expansion of employment opportunities.

Forest Practices Board

Bob Kelly, Jr. of Deming has been reappointed to a term ending Dec. 31, 2007. The Forest Practices Board establishes a minimum standard for forest practices and provides procedures for the voluntary development of resource management plans.

Home Care Quality Authority

Dennis Mahar of Olympia has been appointed to a term ending July 1, 2005. Mahar is the director of the Lewis Mason Thurston Area Agency on Aging. The Home Care Quality Authority was established to regulate and improve the quality of long term in-home care services, including recruiting, training and stabilizing the work force of individual providers.

Humanities Washington

Victor Villanueva of Pullman has been appointed to a term ending Oct. 31, 2006. Shawn Wong of Seattle has been appointed to a term ending Oct. 31, 2007. Villanueva is an associate dean at Washington State University’s College of Liberal Arts. Wong is director of the University Honors Program and a professor in the English Department at the University of Washington. Humanities Washington is a non-profit organization supported by the National Endowment for the Humanities and local contributors. The commission makes grants to support programs that foster public understanding and appreciation of history, literature, ethics and other humanities fields. In addition to grant making activities, Humanities Washington offers prepackaged humanities programs such as exhibits, films, and speakers to local groups.

Juvenile Justice Advisory Committee

Dr. Martha Bird of Silverdale has been appointed to a term ending June 30, 2007. Bird is a psychiatrist in private practice. The Juvenile Justice Advisory Committee implements the federal Juvenile Justice and Delinquency Prevention Act, which provides funds to states to improve the juvenile justice system; and advises the governor on priorities for granting federal juvenile delinquency funds and improving the juvenile system.

Board of Registration for Landscape Architects

Jeanne Harris of Vancouver has been appointed to a term ending Sept. 5, 2009. Harris is an agent with Farmers Insurance and a member of the Vancouver City Council. The Board of Registration for Landscape Architects examines candidates for licensure or registration; holds disciplinary hearings; and recommends adoption of rules and regulations for administering the regulatory laws.

Board of Osteopathic Medicine and Surgery

Dr. Daniel Dugaw of Olympia has been reappointed to a term ending July 5, 2009. Dr. J. Ross Tanner, II of Olympia has been appointed to a term ending July 5, 2009. Tanner is a physician and surgeon with Peak Health Medical Clinic. The Board of Osteopathic Medicine and Surgery examines candidates for licensure and registration; holds disciplinary hearings; adopts standards of professional conduct; and recommends and adopts rules and regulations for administering the regulatory law.

University of Washington Board of Regents

Jeffrey H. Brotman of Medina has been reappointed to a term ending Sept. 30, 2010. The University of Washington Board of Regents is the governing body for the university.

Washington State University Board of Regents

John Fabian of Port Ludlow has been appointed to a term ending Sept. 30, 2009. Fabian is a retired NASA astronaut and former president and chief executive officer of ANSER, an independent, non-profit, public service research institution providing research and analysis support on national and international issues. The Washington State University Board of Regents is the governing board for the university.

State Rehabilitation Council

The State Rehabilitation Council reviews, analyzes, and advises the general vocational rehabilitation program of responsibilities under the Rehabilitation Act.

The following members have been appointed to terms ending Sept. 30, 2005: Joanne Butts of Orting, Bill Murray of Wenatchee, John Harrison of Olympia, Mary-Louise Colwell of Olympia and Beth Berg of Spokane.

The following members have been appointed to terms ending Sept. 30, 2006: Cathy Duvall of Auburn, Andrew Holguin of Spokane, Jeffry Abe-Gunter of Spokane, Martin McCallum of Olympia and Carol Maher of Olympia.

The following members have been appointed to terms ending Sept. 30, 2007: Mike O’Brien of Olympia, Duane French of Lacey, Linda Pratt of Toppenish and Tony-Tuyen Tran of Kent.

Interagency Committee for State Employed Women

Eva Coblentz of Tumwater has been appointed to a term ending June 30, 2006. Coblentz is a public information officer with the state Department of Financial Institutions. The mission of the Interagency Committee for State Employed Women is to enhance the quality of life of state employed women by promoting good working conditions, improving employment opportunities and providing training.

State Independent Living Council

The State Independent Living Council’s mission is to empower individuals with disabilities to maximize employment, economic self-sufficiency, independence, and inclusion and integration into society; form a streamlined council to ensure better alignment with federal requirements; simplify existing processes; and enhance overall effectiveness.

The following members have been appointed to terms ending Sept. 30, 2005: Jeanette Murphy of Seattle, Laura Maudsley of Bellingham, Romel Mackelprang of Spokane and Elizabeth Winzer of Aberdeen.

The following members have been appointed to terms ending Sept. 30, 2006: Sandra Carr of Spokane, Terry Redmon of Lacey, Melissa Kurtz of Seattle and Cliff Schulman of Tacoma.

The following members have been appointed to terms ending Sept. 30, 2007: Leslie Walker of Marysville, Shelley Hawkins of Seattle and Kevin Nathan of Federal Way.

Governor’s Council on Substance Abuse

Guy McMinds of Taholah and Judge James E. Rulli of Vancouver have been appointed to terms ending Aug. 3, 2005. McMinds is the natural resource advisor to the executive officers for the Quinault Indian Nation. Rulli is a Clark County Superior Court Judge. The Governor’s Council on Substance Abuse advises the governor on issues and programs relating to substance abuse; assists with implementing strategies to support community efforts to reduce substance abuse; and promotes public awareness and education.

Bellevue Community College Board of Trustees

Lee Kraft of Mercer Island has been reappointed to a term ending Sept. 30, 2009. The Bellevue Community College Board of Trustees is the governing body for the college.

Columbia Basin College Board of Trustees

R. Gary Culbert of Pasco has been reappointed to a term ending Sept. 30, 2009. The Columbia Basin College Board of Trustees is the governing body for the college.

Highline Community College Board of Trustees

Dr. Elizabeth Chen of Federal Way has been reappointed to a term ending Sept. 30, 2009. The Highline Community College Board of Trustees is the governing body for the college.

Pierce College Board of Trustees

David Hamry of Puyallup has been reappointed to a term ending Sept. 30, 2009. The Pierce College Board of Trustees is the governing board for the college.

Seattle Community Colleges Board of Trustees

Nobie Chan of Seattle has been reappointed to a term ending Sept. 30, 2009. The Seattle Community Colleges Board of Trustees is the governing body for the college.

Walla Walla Community College Board of Trustees

Mary Grant Tompkins of Prescott has been reappointed to a term ending Sept. 30, 2009. The Walla Walla Community College Board of Trustees is the governing board for the college.
