Gov. Gary Locke Announces Appointments to Boards and Commissions

Gov. Gary Locke today announced the following appointments to state boards and commissions:

Rehabilitation Council for the Blind

Carl Jarvis of Quilcene has been reappointed to a term ending September 13, 2007. Jarvis is the Director of the Peninsula Rehabilitation Services. The Rehabilitation Council for the Blind advises the director of the Department of Services for the Blind.

State Council on Aging

Joanne Brekke of Seattle, Frank Jenkins of Tacoma, Joe M. Sampson, Sr. of Yakima and Maria Hernandez Peck of Spokane have been reappointed to terms ending Sept. 15, 2007. The State Council on Aging advises the governor and Department of Social and Health Services on policies, programs and services affecting older people.

Biodiversity Council

Mark Schaffel of Olympia has been appointed to a term ending Dec. 31, 2007. Schaffel is owner and operator of Northwest Shellfish Company, Inc. The Biodiversity Council recommends ways to manage and protect our state’s biodiversity.

State School for the Blind Board of Trustees

Eric Wiseman of Everett has been appointed to a term ending July 1, 2008. Wiseman is a lead Washington Industrial Safety and Health Act (WISHA) compliance officer/accident investigator with the Department of Labor & Industries.

Denise Colley of Lacey has been reappointed to a term ending July 1, 2009. The State School for the Blind Board of Trustees serves the educational needs of visually impaired and blind students throughout the state. The board develops comprehensive curriculum to maximize and develop students’ skills to live, work and be capable, contributing independent citizens.

Commission on African American Affairs

Frank Boykin, Jr. of Tacoma has been appointed to a term ending Nov. 20, 2005. Boykin is an account executive in business development with United Parcel Service. The Commission on African American Affairs examines and defines issues pertaining to the rights and needs of African-Americans and makes recommendations to the governor, Legislature and state agencies for changes in programs and laws.

Commission on Asian Pacific American Affairs

Thi Huynh of Mukilteo has been appointed to a term ending June 30, 2006. Huynh is an attorney.

Charlie Chang of Seattle, Douglas Heyamoto of Spokane and Tanya Tran of Longview have been appointed to terms ending June 30, 2007. Chang is the executive director of the Hmong Association of Washington. Heyamoto is the associate principal for Northwest Architectural Company, P.S. Tran is a paraeducator with the Longview School District. The Commission on Asian Pacific American Affairs examines and defines issues pertaining to the rights and needs of Asian Americans and advises the governor and state agencies on policies, plans and needs.

Western Washington University Board of Trustees

Dennis Madsen of Mercer Island has been appointed to a term ending Sept. 30, 2007. Madsen is president and chief executive officer of REI. The Western Washington University Board of Trustees serves as the governing body for the university.

Cascade Community College Board of Trustees

Roy Wilkinson of Bothell has been appointed to a term ending Sept. 30, 2008. Wilkinson is program manager for joint programs at The Boeing Company. The Cascade Community College Board of Trustees serves as the governing board for the college.

Edmonds Community College Board of Trustees

Jack McRae of Edmonds has been reappointed to a term ending Sept. 30, 2009. The Edmonds Community College Board of Trustees serves as the governing board for the college.

Everett Community College

Nancy Truitt Pierce of Monroe has been reappointed to a term ending Sept. 30, 2009. The Everett Community College Board of Trustees serves as the governing board for the college.

Tacoma Community College

David Edwards of Tacoma has been reappointed to a term ending Sept. 30, 2009. The Tacoma Community College Board of Trustees serves as the governing board for the college.

Whatcom Community College

Debra Jones of Ferndale has been reappointed to a term ending Sept. 30, 2009. The Whatcom Community College Board of Trustees serves as the governing board for the college.

Correctional Industries Board of Directors

John Littel of Seattle has been appointed to a term ending Sept. 25, 2007. Littel is the assistant to the executive secretary for the Seattle/King County Building & Construction Trades Council. The Correctional Industries Board of Directors advises the Department of Corrections on programs designed to offer work experience and training of inmates, along with the investing of funds from enterprises and work programs.

Emergency Medical Services/Trauma Care Steering Committee

Captain Michael DePalma of Olympia has been appointed to a term ending Aug. 15, 2007. DePalma is captain of the Washington State Patrol Field Operations Bureau.

Lorraine Wojahn of Tacoma has been reappointed to a term ending Aug. 15, 2007. The Emergency Medical Services/Trauma Care Steering Committee reviews the requirements for pre-hospital emergency and ambulance services throughout the state and the proposed administrative rules relating to emergency medical services; reviews regional emergency management plans and recommends changes; and advises on rules regarding poison information centers.

Employee Retirement Benefits Board

Staci Vesneske of Spokane has been appointed to a term ending June 30, 2007. Vesneske is the executive director of human resources for Spokane Public Schools.

Eugene Otis of Tacoma, Kathy Whitlock of Yelm and Judith Owens of Liberty Lake have been reappointed to terms ending June 30, 2007. The Employee Retirement Benefits Board preselects options for members to choose from for self-directed investment; selects optional benefit payment schedules available to members and survivors; and selects investment options for the deferred compensation program.

Home Care Quality Authority

Lori Flood of Bothell has been appointed to a term ending July 1, 2005. Flood is coordinator for the Parent Family Coalition of Snohomish County for Development Disabilities. The Home Care Quality Authority regulates and improves the quality of long term in-home care services by recruiting, training and stabilizing the work force of individual providers.

Olympic Natural Resource Center Advisory Board

Richard Wilson of Bay Center has been appointed to a term serving at the pleasure of the governor. Wilson is founder of Bay Center Mariculture Company. The Olympic Natural Resource Center Advisory Board advises the deans of the University of Washington College of Forestry and College of Ocean and Fishery Sciences, as well as the director of the Olympic Natural Resources center, on policies for the center which demonstrate innovative management methods that successfully integrate environmental and economic interests into pragmatic management of forest and ocean resources.

Optometry Board

Dr. Jeffrey Sutro of Lynnwood and Dr. Lund Chin of Seattle have been reappointed to terms ending Sept. 19, 2007.

Dr. Mariann Tonder of Bainbridge Island has been appointed to a term ending Sept. 19, 2007. Dr. Tonder has a private optometry practice in Poulsbo. The Optometry Board examines candidates for licensure or registration; holds disciplinary hearings; and adopts regulations to promote safety and protect the public.

Organized Crime Advisory Board

Gary Riesen of Wenatchee has been appointed to a term ending July 15, 2006. Riesen is the prosecuting attorney for Chelan County. The Organized Crime Advisory Board advises the governor on the activities of organized crime within the state.

Pipeline Safety Committee

Nathaniel Moxley of Mountlake Terrace has been appointed to a term ending July 31, 2007. Moxley is community organizer and regional coordinator for the Community Coalition for Environmental Justice. The Pipeline Safety Committee advises the Utilities and Transportation Commission and other appropriate federal, state and local government agencies and officials on matters relating to hazardous liquid and gas pipeline safety, routing, construction, operation and maintenance. The committee reviews and comments on proposed rules and on the operation of the sate pipeline safety program.

Sentencing Guidelines Commission

Judge Dean S. Lum of Seattle has been appointed to a term ending Aug. 2, 2007. Lum is the chief judge of the Regional Justice Center for King County Superior Court. The Sentencing Guidelines Commission evaluates state sentencing policy for both the adult criminal justice system and the juvenile justice system. The commission recommends standard sentences for felony offenses; studies sentencing practices across the state; studies the criminal code; and makes recommendations for modifications.

Spokane Intercollegiate Research and Technology Institute Board of Directors

Greg Bever of Spokane, Nancy Isserlis of Spokane and Stu Stiles of Spokane have been reappointed to terms ending June 30, 2007. The Spokane Intercollegiate Research and Technology Institute (SIRTI) Board of Directors is responsible for developing and approving the SIRTI general operating procedures and annual operating budget; approving and allocating funding for research projects; and coordinating research and development and training programs with other institutes of higher education.

Interagency Committee for State Employed Women

Sandra Robertson of Bucoda and Maria M. Rosario-Saavedra of Spanaway have been appointed to terms ending June 30, 2006. Robertson is an administrative assistant with the state Department of Corrections, Offender Education Services Unit. Rosario-Saavedra is an administrative assistant with the Department of Corrections, Office of the Secretary. The mission of the Interagency Committee for State Employed Women is to enhance the quality of life of state employed women by promoting good working conditions, improving employment opportunities and providing training.
