Gov. Gary Locke Announces Boards Appointments

OLYMPIA – Sept. 27, 2004 – Gov. Gary Locke today announced the appointments of Jeralita “Jeri” Costa of Marysville to the Indeterminate Sentence Review Board, David Danner of Olympia to the Pollution Control Hearings Board and John Roskelley of Spokane to the Eastern Washington Growth Management Hearings Board.

Costa will serve on the Indeterminate Sentence Review Board for a term beginning Sept. 13, 2004, and ending April 15, 2005. She is a community corrections specialist and previously served in the Washington State Senate and House of Representatives. She has been a member of the Jail Industries Board and the Washington Sentencing Guidelines Commission.

The Indeterminate Sentence Review Board is responsible for making decisions to parole, release to community custody or further incarcerate offenders sentenced prior to the Sentencing Reform Act of 1984. The board's responsibility is to balance the public safety and the rehabilitation of the offender.

Costa will receive an annual salary of $45,419.

Danner will serve on the Pollution Control Hearings Board for a term beginning Sept. 27, 2004, and ending June 30, 2010. Danner most recently worked as executive policy advisor to Locke on telecommunications, energy, elections and other issues. He previously worked as a senior policy advisor in the state Department of Information Services.

The Pollution Control Hearings Board hears appeals from orders and decisions made by the Department of Ecology and other agencies as provided by law. The board's sole function is to provide litigants a full and complete administrative hearing, as promptly as possible, followed by a fair and impartial written decision based on the facts and law.

Danner will receive an annual salary of $83,738.

Roskelley will serve on the Eastern Washington Growth Management Hearings Board for a term beginning Oct. 1, 2004, and ending June 30, 2010. Roskelley is a Spokane County Commissioner, a position to which he was first elected in 1995. He previously served for eight years on the Spokane County Parks and Recreation Advisory Committee and one year on the Planning Commission. He and his son, Jess, climbed to the summit of Mt. Everest in May 2003.

The Growth Management Hearings Board hears and determines allegations that a city, county or state agency has not complied with the goals and requirements of the Growth Management Act (GMA), and related provisions of the Shoreline Management Act and the State Environmental Policy Act. The Eastern Washington Board is responsible for all counties east of the Cascade crest. The board reviews local actions when a Petition for Review is filed to determine if a local policy choice or action complies with the goals and requirements of the GMA.

Roskelley will receive an annual salary of $88,145.
