Gov. Gary Locke Announces Appointments to Boards and Commissions

Gov. Gary Locke today announced the following appointments to state boards and commissions:

Board of Registration for Professional Engineers and Land Surveyors

Melvin Garland of Spokane and Daniel Parker of Auburn have been appointed to terms ending July 9, 2009. Garland is owner and director of Surveying for Apex Engineering, PLLC. Parker is president of Parker, Messana & Associates, Inc. The Board of Registration for Professional Engineers and Land Surveyors examines candidates for license or registration; investigates and holds hearings on violations of the regulatory law; and recommends and adopts rules and regulations for administering the law.

Board of Trustees for the State School for the Deaf

Larry Swift of Lacey has been reappointed to a term ending July 1, 2009. The Board of Trustees for the State School for the Deaf serves educational needs of hearing-impaired students from throughout the state. The board develops comprehensive curriculum to maximize and develop students’ skills to live, work and be capable, contributing, independent citizens.

Governor’s Advisory Council on HIV/AIDS

Robert Gunstrom of Lakewood and Jesus Reyna of Seattle have been appointed to terms ending June 30, 2007. Gunstrom is the control desk coordinator for the Narrows Plaza Bowl. Reyna is an HIV/AIDS regional resource coordinator with the Department of Health and Human Services, Office of Public Health Services, Region X.

Susan Fabrikant of Spokane, Dr. Thomas Hooton of Seattle, Pamela Tollefsen of Olympia, David Lee of Seattle, and Mark Garrett of Spokane have been reappointed to terms ending June 30, 2007. The Governor’s Advisory Council on HIV/AIDS advises the governor on HIV/AIDS related programs and policy.

Hanford Area Economic Investment Fund Committee

Max E. Benitz, Jr. of Prosser and LoAnn Ayers of Pasco have been reappointed to terms ending June 28, 2007. The Hanford Area Economic Investment Fund Committee accepts from federal and state agencies loans or grants for the purpose of funding Hanford area revolving loan funds, infrastructure projects, or economic development projects and recommends a spending strategy for those funds.

Human Rights Commission

Reverend Ellis H. Casson of Seattle has been reappointed to a term ending June 17, 2009. The Human Rights Commission works to eliminate and prevent discrimination in employment and business practices based on race, creed, color, national origin, sex, age, or mental or physical handicap.

Interagency Committee for State Employed Women

Cami Feek of Olympia, Joanne Graley of Rochester, Julie Woods of Olympia, Simone Stilson of Tumwater, Kindra Benavidez of Lacey, Angela Gregg of Olympia, and Chrystal Marie Andoh of Lakewood have been appointed to terms ending June 30, 2006

Janice Flaherty of Olympia, Sheryl Gaskell of Olympia, Ann McCay of Seattle, Kristin Partain of Lacey and Jan Olmstead of Olympia have been reappointed to terms ending June 30, 2006. The mission of the Interagency Committee for State Employed Women is to enhance the quality of life of state employed women by promoting good working conditions, improving employment opportunities and providing training.

Juvenile Justice Advisory Committee

David Burgess Brown of Seattle has been appointed to a term ending June 30, 2007. Burgess Brown is a business analyst with Deloitte Consulting.

Jonathan Steinman of Seattle, Katherine Carlson of Port Angeles, Eldon L. Wilson of Nespelem, Judge Barbara Johnson of Vancouver, and Janel Harbin of Edgewood have been reappointed to terms ending June 30, 2007. The Juvenile Justice Advisory Committee implements the federal juvenile justice and delinquency prevention act which provides funds to states to improve the juvenile justice system and advises the governor on priorities for granting federal juvenile delinquency funds and improving the juvenile system.

Medical Quality Assurance Commission

Dr. Kenneth Cogen of Bremerton, Dr. Hampton Irwin of Spokane, and Dr. James Cook of Wenatchee have been reappointed to terms ending June 30, 2008. The Medical Quality Assurance Commission regulates the competency and quality of medical professionals licensed to practice medicine and surgery by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms, and discipline.

Nursing Care Quality Assurance Commission

Ezra Kinlow of Spokane has been reappointed to a term ending June 30, 2008.

Richard T. Cooley of Olympia and Susan Wong of Seattle have been appointed to terms ending June 30, 2008. Cooley is a licensed practical nurse with Group Health Cooperative. Wong is staff development and infection control program coordinator for Kin On Health Care Center. The Nursing Care Quality Assurance Commission regulates the competency and quality of nursing care professionals by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms, and discipline

Professional Educator Standards Board

Karen Rademaker Simpson of Spokane has been reappointed to a term ending May 31, 2006.

Rebecca Bowers of Ellensburg has been reappointed to a term ending May 31, 2008. The Professional Educator Standards Board develops a basic skills test for persons entering teacher preparation programs and out of state teachers seeking initial or residency certification.

State Board of Health

Frankie Manning of Bellevue has been appointed to a term ending July 1, 2007. Manning is associate director of Nursing Services for VA Puget Sound Health Care System. The State Board of Health is the primary entity for state health policy development and is required to produce biennial reports delineating the state’s health priorities.

Veterans Affairs Advisory Committee

Lauren Schwisow of Olympia has been appointed to a term ending July 1, 2008. Schwisow is a retired school superintendent and college president. The Veterans Affairs Advisory Committee advises governor and the director of the Department of Veterans Affairs on state programs related to veterans, their dependents and survivors.

Washington Council for the Prevention of Child Abuse and Neglect

Rebecca Torres Valdovinos of Chehalis has been appointed to a term ending June 30, 2007. Valdovinos is an assistant professor at Centralia College. The Washington Council for the Prevention of Child Abuse and Neglect responsibilities include: contracting to establish community-based educational and service programs aimed at preventing child abuse and neglect; assisting the exchange of information; consulting with state agencies; establishing the Children’s Trust Fund; and adopting necessary and appropriate rules.
