Gov. Locke, Business, Labor and Government Leaders Celebrate Delivery of State’s 7E7 Proposal at ‘Action Washington’ Rally

Gov. Gary Locke today stood on the tarmac of King County International Airport/Boeing Field and told a crowd of more than 100 that he is confident the state will win final assembly of the Boeing 7E7 Dreamliner. Locke and Martha Choe, director of the state Department of Community, Trade and Economic Development (CTED), today delivered a copy of the state’s proposal to Alan Mulally, president and chief executive officer of Boeing Commercial Airplanes, at his Renton office.

The governor, Choe and others spoke at an “Action Washington” rally to celebrate the state’s unified effort to land final assembly of the 7E7.

“We are here to recognize the energetic efforts and hard work of the ‘Action Washington’ team,” Locke said. “I want to thank the many members of our unprecedented coalition – Democrats and Republicans, business and labor, urban and rural, civic groups and non-profits.”

“We have rallied as a state and put our best collective foot forward with our proposal,” Locke said. “We’ve delivered to Boeing a very strong and compelling package. Now we will leave it to Boeing to make the best possible choice for the 7E7 final assembly. And we know that choice is Washington!”

Choe led the team that put the state’s proposal together. “Boeing issued the challenge, and we responded,” she said. “We responded with a dynamic, innovative and creative proposal that will prove to Boeing that Washington state is the best place in the world to build the 7E7. We’re ready, willing and very able to work with Boeing to beat Airbus.”

The state’s proposal to Boeing includes:

· An estimated $3 billion in tax incentives for the aerospace industry during the next 20 years if the Boeing 7E7 is built in Washington state;
· A transportation-improvement package that includes a 5-cent-a-gallon gas tax hike to help ease congestion and improve traffic safety across the state; and
· Reforms to the state’s unemployment insurance and injured workers’ compensation systems.

Joining Locke and Choe at the rally today were U.S. Rep. Jim McDermott, D-WA; U.S. Rep. Jay Inslee, D-WA; Rep. Bill Hinkle, R-Cle Elum; Gary Nelson, chair, Snohomish County Council; Everett Mayor Frank Anderson; Marysville Mayor Pro Tem Mike Leigan; Charles Bofferding, executive director of the Society of Professional Engineering Employees in Aerospace (SPEEA); Ron McGaha, office of the president of the International Association of Machinists and Aerospace Workers District 751 (IAM 751); Steve Leahy, president and chief executive officer of the Greater Seattle Chamber of Commerce; Judy Runstad, chair of the Greater Seattle Chamber of Commerce; Don Brunell, president of the Association of Washington Business (AWB); Kurt Beckett from the office of U.S. Sen. Maria Cantwell, D-WA; George Northcroft, director of business relations and economic development for King County; Paul Roberts, director of planning for the city of Everett; representatives from the City of Seattle’s Office of Economic Development; and dozens of members of IAM 751 and SPEEA.

In the coming months, “Action Washington” will continue to gather statewide support and move on several fronts to press the case for building the 7E7 in the state.

“‘Action Washington’ unites people from across our state to work together for the 7E7,” Locke said. “We are determined to win, and to make the 7E7 the most successful Boeing jetliner ever built.”

A representative from CTED today personally delivered the state’s official proposal to the 7E7 site selection consultant hired by Boeing, based in South Carolina. Boeing delivered its request for proposal to the state on May 19. The company is expected to make a final decision by the end of the year.

“We are confident in the proposal we submitted today,” Locke said. “We are confident that our state will be among the 7E7 finalists. And we are confident that Boeing will choose Washington as the best place to build this airplane.”
