Gov. Gary Locke Visits Military Personnel and Families; Promotes ‘Jobs Now’ Plan in Everett

Gov. Gary Locke today met with National Guard members and Navy families in Everett and promoted his state economic recovery plan at the Port of Everett.

The governor first greeted Army and Air National Guard troops at the 215th Engineering and Installation Squadron (EIS). “Thank you for your willingness to serve our country in defense of freedom, peace and security for the entire world,” he said. “We admire your courage and salute your efforts. Our state and country owe you a debt of gratitude for your service.”

Over the past few weeks, Locke has visited military personnel at several installations around the state, including Naval Air Station Whidbey Island, Fairchild Air Force Base in Spokane, and McChord Air Force Base and Fort Lewis in Pierce County.

The governor today also met with family members of deployed Navy personnel for lunch at the All American Restaurant at Naval Station Everett.

“Your loved ones are in harms way to ensure our freedom,” Locke told the family members. “They have made sacrifices to ensure our democracy, but we know you have made sacrifices as well. May your loved ones come home safely and soon.”

Locke then traveled to the Port of Everett as part of his statewide “Jobs Now” tour, promoting his economic recovery plan to create jobs now, spur the state’s economy and build for the future. He was briefed by the Port of Everett, the City of Everett and The Boeing Company on plans to build a rail-barge facility to serve Boeing’s Everett site. The project will improve the efficiency and speed with which Boeing cargo can be moved from shore to the Everett plant.

The facility will consist of a dock, a rail connection to the existing Burlington Northern Santa Fe mainline, and improvement of the Boeing rail spur and storage facilities for rail cars. The evaluation phase of the project has been completed and the environmental review and permit phase are underway.
Locke praised the partnership of the city, the port and Boeing, and pledged to work with all parties involved to help secure the state permits needed for the project. “Construction of this facility will improve Boeing’s operations in Everett and allow the company to grow and expand and create jobs. It’s a win-win and we are working closely with Boeing and the port to help with the environmental review process.”

The governor has taken a leadership role in getting a transportation-improvement package passed in Olympia this legislative session. Boeing has listed transportation as the number one improvement needed for the state to remain competitive.

Locke today also stressed his seven-point economic recovery plan. It focuses on:
· Creating thousands of new construction jobs through building new schools, higher education facilities and public works projects;
· Capitalizing on Washington’s competitive advantage in international trade;
· Promoting state businesses and improving the climate for new business;
· Giving communities more effective tools to build Washington businesses;
· Promoting Washington’s emerging technology strengths;
· Improving education to create and fill skilled jobs for today’s competitive marketplace;
· Pushing Congress and the President for an economic stimulus package that helps our state’s workforce.

Also during his visit to the port, the governor again urged the Legislature to pass his capital budget, which supports new private-sector jobs at an annual average of 13,400 construction and related jobs during the next two fiscal years, and 11,000 jobs in the following two fiscal years.

These jobs would come from the $2.5 billion in spending for new public-works funding, including $223 million in new construction at universities and $312 million at community and technical colleges through bonding against lottery revenue and general obligation bonds.

The governor began his “Jobs Now” tour in February. He has made stops in Bremerton, Wenatchee, Bellingham, Vancouver, the Tri-Cities, Mount Vernon, Seattle and Ilwaco. He plans to visit Aberdeen, Spokane, Yakima, Federal Way and other cities in the coming weeks.
