Gov. Gary Locke Appoints New General Counsel

Gov. Gary Locke today appointed his legislative director, Jennifer Joly, as his new general counsel.

Joly will advise the governor on a wide range of legal, policy and personnel issues, including pardons and clemencies, vetoes, extraditions, agency rule review, judicial appointments and litigation.

“I look forward to Jennifer’s counsel on a number of critical issues facing our state,” Locke said.

Joly most recently served as the governor’s legislative director since her appointment in January 2001. Previously, she served as legal counsel to the Washington House of Representatives, providing legal and policy advice to House members and staff. She also was the governor’s transportation policy adviser from November 1997 to July 1999.

“I’m honored to continue serving the governor in this new role,” Joly said.

Joly will start her new position on Dec. 2. She fills the position recently held by Everett Billingslea, who returned to the private sector.

Joly earned her undergraduate degree in political science at the University of Washington and law degree at the Seattle University School of Law.
