Gov. Locke names Department of Financial Institutions director

OLYMPIA - Gov. Gary Locke today appointed Helen Howell, his deputy chief of staff, as director of the Washington State Department of Financial Institutions and a member of his executive cabinet.

Howell has served as Locke’s deputy chief of staff since December 1999, and previously was director of intergovernmental affairs from February through December 1999.

She succeeds John Bley who retired from state government service earlier this year.

“Helen is a trusted adviser with a strong analytical mind, a wealth of policy experience, and a deep commitment to the ideals of this administration,” Locke said. “I often have referred to her as the conscience of my office, and I have no doubt that she will keep the best interests of Washingtonians at the forefront as she takes the helm at the Department of Financial Institutions.”

The department regulates Washington financial service providers including banks, credit unions, mortgage brokers, consumer loan companies, and securities issuers and salespeople.

As deputy chief of staff, Howell supervised 34 small agencies in Locke’s cabinet, handled special projects, and served as a senior adviser to the governor on a wide range of policy issues. She also managed the governor’s office staffing, budget and information systems.

“I am excited to join such a professional operation - an agency that has distinguished itself nationally in the securities fraud and lending enforcement arenas,” Howell said. “I very much appreciate the opportunity to continue working with Governor Locke in this new capacity.”

An attorney and a Seattle native, Howell earned her bachelor’s degree from Vassar College, a diploma in legal studies from Oxford University, and her law degree from Columbia University Law School.

Her previous experience includes more than a decade of advocacy work ranging from practicing law in San Francisco to significant policy positions in the nation’s capital. Howell served as counsel to U.S. Sen. Patty Murray, and then as special assistant to former President Clinton and deputy staff secretary at the White House. She also served as vice president for public policy at Planned Parenthood Federation of America, heading its Washington, D.C. office.

Howell, 40, will be paid $107,000 annually, and she will assume her new post on Sept. 4. The Governor’s Office is conducting a search to fill the deputy chief of staff position.
