To the heads of all Departments located in the State House, working directly under the Governor:

I am directed by Governor Hart to announce that the office hours of all Departments over which he has direct supervision shall be from eight o'clock in the morning until five o'clock in the evening, except that employes will have Saturday afternoon off if the work of the Department will permit.

I am further directed to say to you that in all Departments where there are three or more constantly engaged in the office, the lunch hour for the several employees must be so arranged that the office will be kept open continuously from eight o'clock in the morning until five o'clock in the evening.
