EXECUTIVE ORDER  04-07-64

It is the policy of this State, that all young people realize the opportunity for higher education, not merely for individual achievement but as a necessity for the continued success of democracy. The Higher Education Facilities Act of 1963 is a step in insuring that higher education will remain available to all who may aspire. The benefits available to higher education institutions in Washington State under this law may exceed four million dollars during the next year. These funds will aid in the construction of needed classrooms, laboratories, and libraries to accommodate mounting student enrollments and increased demand for advanced graduate education. I am confident that the citizens of Washington support the purposes of this act and request participation for the benefit of present and future generations.

NOW, THEREFORE, I, Albert D. Rosellini, Governor of the State of Washington, in pursuit of the constitutional mandate to make ample provision for the education of all children, and pursuant to requirements for participation contained in the Higher Education Facilities Act of 1963, do hereby proclaim the following Executive Order under authority vested in me by the Constitution as Chief Executive of the State of Washington.

I. There is hereby established a State Commission to be known as the Higher Education Facilities Commission. This commission shall consist of not less than eleven (11) nor more than thirteen (13) members appointed by the Governor and who shall serve at the pleasure of the Governor. Members so appointed shall be broadly representative of the public and of the Institutions of Higher Education (including Community Colleges and Technical Institutions) in the State of Washington.

II. Members of the Higher Education Facilities Commission shall not receive compensation for service on this Commission from state funds, but may receive such expenses as may be made available from Federal sources.

III. The Governor shall designate one of the members of the Higher Education Facilities Commission as Chairman, and the Commission may elect a Secretary and such other officers as it deems necessary from its membership at the first meeting. Minutes of the meetings shall be forwarded to the Governor.

IV. The Higher Education Facilities Commission shall prepare a plan of participation as required by Title I of the Higher Education Facilities Act of 1963. The plan so prepared shall set forth objective standards and methods, consistent with basic criteria prescribed by the U. S. Commissioner of Education, for determining the relative priorities, and the Federal share of development costs of eligible projects for construction of academic facilities submitted by institutions of higher education in the State.

V. The plan shall be submitted to the United States Commissioner of Education, in accord with the rules of the Commission, and the Governor shall be advised when the plan is complete and submitted.
