Gov. Gregoire's statement expressing concern with new federal fuel economy rules

OLYMPIA � Gov. Chris Gregoire today issued the following statement expressing her concern with the Bush administration�s proposed new rules to redefine fuel economy standards:

�On Wednesday, I joined my colleagues from eleven other states in sending a letter to President Bush expressing disappointment in the new fuel economy rules proposed by the National Highway Traffic Safety Administration, and the lack of support of the states� efforts to make real progress in controlling greenhouse emissions.

�Earlier this week, the National Highway Traffic Safety Commission proposed new fuel economy rules that attempt to preempt states from imposing their own regulations on green house gas emissions. This attempt at preemption is in direct conflict with existing federal law, and decisions from federal courts.

�In enacting 2007 Energy Independence and Security Act, Congress expressly protected existing laws, including the ability of the states to take action under the federal Clean Air Act. The federal courts have expressly rejected the Commission�s attempt to limit state vehicle regulations. The federal administration�s proposed rules are a direct assault on the authority of Congress and the states.

�I have also joined the other states in a letter asking Congress to insist that the federal administration follow prior decisions of the courts, and the direction in federal law, that allow states to step up to the challenge of climate change. Action from the states is crucial because the federal government has not made this urgent threat a priority.�
