Gov. Gregoire announces boards and commissions appointments

Citizens appointed from Bellevue, Bellingham, College Place, Granite Falls, Hoquiam, Mercer Island, Mount Vernon, Olympia, Omak, Pullman, Retsil, Seattle, Snoqualmie Pass, Spokane, Spokane Valley, Tacoma, University Place and Yakima

OLYMPIA � Gov. Chris Gregoire today announced appointments to the following boards and commissions:

Board of Pharmacy
Albert Linggi of Tacoma has been appointed to a term effective March 10, 2008, ending January 19, 2012. Linggi is Vice President, Corporate Strategy and Business Development for McKesson Corporation. He is currently a member of the Biotech Advisory Board with Dragon Pharmaceuticals, Specialty Distribution Advisory Board for Amgen Corporation, School of Pharmacy Industry Advisory Board for Creighton University, School of Pharmacy Corporate Advisory Board for University of Washington.

The board establishes policy for the practice of pharmacy, including licensing, disciplinary hearings and enforcement of laws pertaining to legal drugs; licenses the manufacture and sale of poisons.

Building Code Council
John Chelminiak of Bellevue has been appointed to a term effective March 3, 2008, ending January 5, 2009. Chelminiak is a councilmember for Bellevue City Council and Owner, John Chelminiak and Associates Public Affair/Strategic Communications. He is currently a member of the Economic Development District Board, Puget Sound Regional Council, Growth Management Policy Board, City of Bellevue Law Enforcement and Firefighters Disability Board and City of Bellevue Probation Advisory Board.

Melvin Mangum of College Place has been appointed to a term effective March 10, 2008, ending January 5, 2011. Mangum is Adjunct Professor at Heritage University in Toppenish. He previously served as Chair, Disabilities Advisory Committee, DSHS, Board of Directors and White Cane Chairman for Eastgate Lions Club, former member of the Developmental Disabilities Council and former member/vice-chair of Governor�s Committee on Disability Issues and Employment.

The council studies, recommends revision and provides technical and general assistance to building officials about adopted codes relating to uniform building, energy and barrier-free designs; adopts and amends building codes.

Commission on Hispanic Affairs
Robert Cepeda of Spokane has been appointed to a term effective April 8, 2008, ending August 1, 2008. Cepeda is an associate director for Campus Public Safety & Security with Gonzaga University. Previously he served 25 years with federal, county and municipal law enforcement jurisdictions; and 17 years active and reserve duties with Special Operations & Investigations. He is a member of the Hispanic Business and Professionals Association and the International and Washington Association of College Law Enforcement Administrators.

The commission ensures that state programs are providing the assistance needed by the Hispanic community; advises state agencies on developing and implementing policies, plans and programs focusing on the needs of the Hispanic community.


Correctional Industries Board of Directors
Sumeer Singla of Seattle has been reappointed to a term effective March 6, 2008, ending September 25, 2011. Singla is Deputy Prosecuting Attorney for the King County Prosecuting Attorney�s Office. He is a member of the Washington State Bar Association.

The board of directors advises the Department of Corrections on programs designed to offer work experience and training of inmates, along with the investing of funds from enterprises and work programs.

Emergency Medical Services/Trauma Care Steering Committee
Chris Caviezel of Snoqualmie Pass has been appointed to a term effective February 28, 2008, ending August 15, 2010. Caviezel was elected to the Snoqualmie Pass Fire and Rescue Board of Fire Commissioners in 2003 and currently serves as the chair. He was a member of the 2008 King County EMS levy Stakeholders Committee and president of the Snoqualmie Pass Advisory Council.

The committee reviews the requirements for pre-hospital emergency and ambulance services throughout the state and the proposed administrative rules relating to emergency medical services; reviews regional emergency management plans and recommends changes; and advises on rules regarding poison information centers.

The Evergreen State College Board of Trustees
Keith Kessler of Hoquiam has been appointed to a term effective March 7, 2008, ending September 30, 2013. Kessler is a personal injury attorney with Strimatter Kessler Whelan Withey Coluccio. He served as president of the Washington State Trial Lawyers Association in 1990 and was the chair of the Washington Trial Attorneys Political Forum from 1993 � 1995. He is a member of several other professional organizations including,
the Washington State Bar Association, the Association of Trial Lawyers of America and served and has served on the executive committee of the Trial Lawyers for Public Justice Washington Chapter since 1995. In addition, he has received numerous awards including, Outstanding Plaintiff Trial Lawyer, Washington Defense Trial Lawyers in 2002, and Trial Lawyer of the Year, Washington State Trial Lawyers Association in 1994.

Kristin Hayden of Seattle has been appointed to a term effective March 31, 2008, ending September 30, 2009. Hayden is the founder and director of OneWorld Now! an award winning and nationally recognized global leadership program for high school freshman and juniors. She works with the World Affairs Council of Young Professionals and served on the steering committee for the Washington Coalition for International Education.

The board is the governing body for The Evergreen State College.

Executive Ethics Board
Michael Connelly has been appointed to a term effective March 31, 2008, ending September 30, 2011. Connelly is the city attorney with the City of Spokane Valley. He is the former city attorney for the City of Spokane, and an adjunct professor with Gonzaga University. He is a former member and chair of the Public Disclosure Commission.

The commission enforces state ethics legislation with respect to statewide elected officials and all other officers and employees in the executive branch, boards and commissions, and institutions of higher education.

Governor�s Juvenile Justice Advisory Committee
Victor Rodriguez of Mount Vernon has been appointed to a term effective February 28, 2008, ending June 30, 2008. Rodriguez is a youth and family advocate with Skagit County Youth and Family Services. He is actively involved with the community and is member of the Mount Vernon school district diversity committee and co- chair of the Skagit Valley Farm Worker March Committee.

The committee implements the federal juvenile justice and delinquency prevention act which provides funds to states to improve the juvenile justice system, advises the governor on priorities for granting federal juvenile delinquency funds and improving the juvenile system.

Governor�s Affirmative Action Policy Committee
Sue Guenter-Schlesinger of Bellingham has been appointed to a term effective March 14, 2008, ending May 31, 2011. Dr. Guenter- Schlesinger is the executive director of the Employment Equity and Diversity Equal Opportunity office at Western Washington University. She is a member of several professional organizations, including the American Association of Higher Education, the American Association of University Women and the Society for Human Resource Management.

The committee serves as a policy and review body for the state's affirmative action program; reviews and approves state agency affirmative action plans.

Interagency Committee of State Employed Women
Patty Davis of Olympia has been appointed to a term effective March 20, 2008, ending June 30, 2009. Davis is an executive assistant with the Recreation and Conservation Office. She has worked in state government for more than 27 years in a variety of positions, including the governor�s executive policy office.

Beverly Hardeman of University Place has been appointed to a term effective April 11, 2008, ending June 30, 2009. Hardeman is a revenue agent with the Washington State Department of Labor & Industries. Previously she worked with the Office of Support Enforcement.

The committee examines and defines issues pertaining to the rights and needs of women employed in state government and make recommendations to the Governor and state agencies with respect to desirable changes in program and law especially in the area of education, training, career development, and other conditions of employment.

Pesticide Incident Reporting and Tracking Review Panel
Liesl Zappler of Seattle has been appointed to a term effective April 16, 2008, ending January 5, 2010. Zappler is the head groundskeeper and integrated pest management coordinator with Lake Washington Technical College. She is a certified arborist with International Society of Arboriculture and has an operator�s license from the Washington State Department of Agriculture.

The panel establishes guidelines for centralizing the receipt of information involving pesticide incidents; reviews and makes recommendations for the procedures used during investigations; monitors the response times of the various agencies; reviews complex cases for which resolution is difficult; and identifies inadequacies in state or federal law, including the adequacy of reentry intervals.


Property and Liability Advisory Board
Mark Kammers of Spokane has been reappointed to a term effective February 28, 2008, ending December 31, 2010. Kammers is the executive director of the Washington Governmental Entity Pool. He was a captain and firefighter with the City of Clarkston from 1974-1989. Kammers currently serves as the secretary/treasurer with the Associated Industries of the Inland Northwest.

The board assists the state risk manager in adopting rules governing the operation and management of both individual and joint self-insurance programs covering liability and property risks; and in reviewing and approving the creation of joint self-insurance programs covering property or liability risks.

Securities Advisory Committee
Chris Ishii of Seattle has been appointed to a term effective March 24, 2008, ending December 31, 2010. Ishii is a managing director with Smith Barney. He is also involved with his community, serving as a board member on the Japanese Chamber of Commerce, a sponsor of the Fred Hutchinson Cancer Research Center and a youth baseball coach.

The committee advises the director of the Department of Financial Institutions on matters relating to securities; examines and licenses securities broker/dealers, salespeople and investment advisors.

State Board for Community and Technical Colleges
Jim Bricker of Olympia has been reappointed to a term effective April 4, 2008, ending April 3, 2012. Bricker is employed with PEMCO Financial Services working in government affairs since 1992. He is a member of several organizations including, the Alki Foundation Board, CityClub of Seattle, Washington Research Council, Partnership for Learning and the Washington Roundtable. He was the special assistant to Governor Booth Gardner for national affairs and has served in the administrations of Governors Rosellini, Evans and Spellman. He was also the administrator for the Council on Higher Education (now the HECB) and adjunct faculty with Pacific Lutheran University.

Erin Mundinger of Omak has been reappointed to a term effective April 4, 2008, ending April 3, 2012. Mundinger is an administrator with the Washington State Employment Security Department. Previously she was the Analyst & Training Coordinator with the National Security Agency. She is a former member of the Advisory Council on Adult Education, Washington State Job Training Coordinating Council, Family Independence Program State Advisory Committee, Pentad Private Industry Council and the Washington State Council on Vocational Education.

The board is governing body for the state's community and technical college system. It prepares and submits to the governor the budget for community and technical colleges system, disburses funds to 30 colleges and establishes standards for staffing, financial procedures, curriculum, degree and admission policies.

State Interagency Coordinating Council for Infants and Toddlers with Disabilities and Their Families
Diane Patterson of Yakima has been appointed to a term effective March 4, 2008, ending January 6, 2010. Patterson is the director of Children�s Village in Yakima. She holds a masters of Nursing, Community Health Care Systems and master of Public Health, Maternal Child Health Services from the University of Washington and bachelor of science in Nursing from Pacific Lutheran University.

This council advises and assists the Department of Social and Health Services and participating state agencies to coordinate, develop and implement policies dealing with early-intervention services.


Washington Commission on National and Community Service
Brian Heinrich of Bellingham has been reappointed to a term effective March 3, 2008, ending February 15, 2011. Heinrich is the communications director for Washington Campus Compact. He is a member of the Climbing Committee for Skagit Alpine Club and past president, Alpine Safety Awareness Program.

Tony Mace of Granite Falls has been appointed to a term effective March 20, 2008, ending February 15, 2010. Mace is a firefighter and acting captain with Paine Field Fire Department. He is a CPR/first aid instructor and an instructor at the Fire Academy for the Sno-Isle Vocational High School Program. He also was a member of a mission team sent to Helene, Honduras to aid in construction, education and first aid clinic work.

Juan Ramirez of Pullman has been reappointed to a term effective March 3, 2008, ending February 15, 2011. Ramirez is a Psychologist at the Washington State University. He is a member of the American Psychological Association and Association for Behavioral and Cognitive Therapies.

Chris Sullivan of Olympia has been reappointed to a term effective March 3, 2008, ending February 15, 2011. Sullivan facilitates partnerships and funding for the Retired Seniors Volunteer Program (RSVP). He is a member of the National RSVP and a member of Points of Light Foundation and Hands on Network.

Patrick Towner of Olympia has been reappointed to a term effective March 3, 2008, ending February 15, 2011. Towner is retired, previously employed by Operating Engineers Local #612.

Krystal Wood of Tacoma has been reappointed to a term effective March 3, 2008, ending February 15, 2011. Wood was previously a secretary for the City of Tacoma-Human Services Commission and past president for Young Democrats of Washington.

The commission implements the National and Community Trust Act of 1993, which created Americorps, initiating activities or projects that expand and promote the concept of service beyond the scope of federal resources, and provides leadership and vision with local volunteer organizations, civic and community groups and units of government to make service a part of the lives of all of the citizens of the state.

Western State Hospital Advisory Board
Richard Veith of Mercer Island has been appointed to a term effective March 10, 2009, and ending December 31, 2009. Veith is chair, Psychiatry & Behavioral Sciences at the University of Washington School of Medicine. He is currently a member of the Executive Committee, UW Medicine Physicians, Board of Trustees, UW Medicine Physicians and previously a member of Board of Directors, UW Neighborhood Clinics, UW Medicine.

The board monitors the operation and activities of the hospital; reviews and advises on the hospital budget; makes recommendations to the Governor and the legislature for improving the quality of service provided by the hospital; and consults with the secretary of DSHS regarding the selection of superintendent.

Veteran�s Affairs Advisory Committee
William Nickerson of Retsil has been appointed to a term effective March 14, 2008, ending July 1, 2010. Nickerson is a veteran and retired from the Union Pacific Railroad as a railway clerk. He is a member of the American Legion Post #160.

The committee advises the governor and the director of the Department of Veterans Affairs on state programs related to veterans, their dependents and survivors.
