Gov. Gregoire announces boards and commissions appointments

OLYMPIA � Gov. Chris Gregoire today announced appointments to the following boards and commissions:

Advisory Council on Historic Preservation
Jerri Honeyford
of Sunnyside has been appointed to a term effective January 7, 2008, ending October 12, 2011. Honeyford is a retired school teacher and currently is president of the Maryhill Museum, chair of the Washington Trust for Historic Preservation and immediate past president of the Yakima County Farm Bureau.

The council reviews nominations for the state and national register of historic places and advises the governor and department on matters relating to historic preservation.

Affordable Housing Advisory Board
Joan Hernandez
of Tukwila has been reappointed to a term effective January 27, 2008, ending January 26, 2012. Hernandez is currently city council member for the City of Tukwila. She retired in 2004 from the King County Housing Authority after 20 years service.

Pedro Perez of Mount Vernon has been reappointed to a term effective January 27, 2008, ending January 26, 2012. Perez is currently self-employed and previously employed as an account executive for Comcast. He is a member of the Whatcom Hispanic Organization, serves on the Parish Council, Immaculate Conception Parish and is a member of the Skagit County Rotary.

The board serves as principal advisory body to the Department of Community Trade and Economic Development on housing and housing-related issues.

Forest Practices Board
Sherry Fox
of Toledo has been reappointed to a term effective January 7, 2008, ending December 31, 2011. Fox is the owner of Tree Management Plus, Inc. She is a member of the Washington Contract Loggers and was the president of the Lewis county Farm Forestry from 1998-2000. In addition, Fox was named the National Tree Farmer of the year for 2005 by the National Tree Farm System.

Douglas Stinson of Toledo has been reappointed to a term effective January 7, 2008, ending December 31, 2011. Stinson is a self employed timber man with Cowlitz Ridge Tree Farm, FLP. He is a member of the Society of American Foresters.

The board establishes minimum standards for forest practices and provides procedures for the voluntary development of resource management plans.

Governor�s Industrial Safety and Health Advisory Board
Arthur Locken
of Port Orchard has been appointed to a term effective January 3, 2008, ending December 31, 2008. Locken has been employed by Seattle City Light for 29 years and is a member of IBEW Local 77. He is chairman of the Program Planning Committee of the Labor Division for the National Safety Council.

The Board is a non-profit organization whose purpose is to prevent industrial injuries and occupational diseases among employees in the state; and promote the efficient, safe, healthful and productive operation of industry within the state. The Board functions in an advisory capacity to the Governor.

Horse Racing Commission
Hartly Kruger
of Spokane has been reappointed to a term effective January 18, 2008, ending January 17, 2014. Kruger began his professional career in the Washington State Department of Trade and Economic Development as assistant manager of the Tourism Division. He organized the Oakland Convention and Visitors Bureau and later became the executive director of the Seattle King County Convention and Visitors Bureau, where he served for thirteen years. In 1983, he opened his own multiple association management and public relations firm in Seattle, during which he also served as executive director for the Washington State Lodging Association. In October 1985, he became president of the Spokane Convention and Visitors Bureau.

The commission regulates and supervises all race meets held in the state that have pari-mutuel wagering and supports the development of the horse racing industry.

Life Sciences Discovery Fund Authority Board of Trustees
Rita Colwell
of College Park, MD has been reappointed to a term effective January 7, 2008, ending October 1, 2011. Colwell is a senior advisor and chairman emerita of Canon US Life Sciences. Colwell is a professor at the University of Maryland and was president of the University of Maryland Biotechnology Institute from 1991 to 1998. She was a member of the National Science Board and has previously served as chair of the board of governors of the American Academy of Microbiology and as president of the American Association for the Advancement of Science, the Washington Academy of Sciences, the American Society for Microbiology, the Sigma Xi National Science Honorary Society and the International Union of Microbiological Societies.

Bruce Montgomery of Seattle has been reappointed to a term effective January 7, 2008, ending October 1, 2011. Montgomery is the senior vice president of Respiratory Therapeutics at Gilead Sciences, Inc. Dr. Montgomery was the Founder and CEO of Corus Pharma of Seattle, a drug development company focusing on infectious disease and respiratory drugs and has served as executive vice president of research and development at PathoGenesis Corporation. In 1998, the commissioner of the FDA recognized Dr. Montgomery with special citation for his industry leading acceleration in the development and approval of tobramycin solution for inhalation.

The authority supports innovative research in Washington State to promote life sciences competitiveness, enhance economic vitality and improve health and health care.

Northwest Straits Commission
Kathy Fletcher
of Seattle has been reappointed to a term effective January 7, 2008, ending October 31, 2011. Fletcher is the founder and executive director of People For Puget Sound, a citizens' organization formed in 1991 to protect and restore the health of Puget Sound and the Northwest Straits. She is a member of the Washington state Oil Spill Advisory Council, the Governor's Puget Sound Partnership and previously chaired the Puget Sound Water Quality Authority. She is currently on the board of Restore America's Estuaries and is president of the WA Foundation for the Environment.

Terrie Klinger of Seattle has been appointed to a term effective January 7, 2008, ending October 31, 2011. Klinger is an associate professor of Marine Affairs with the University of Washington. She is a member of the Cedar Rock Reserve Advisory Council, the San Juan County Marine Resources Committee and the chair of the Olympic Coast National Marine Sanctuary Advisory Council.

The commission was established to provide an ecosystem focus on the marine resources of the Northwest Straits as a whole, help mobilize science to focus on key priorities, guide and provide resources to the Marine Resources Committees, and serves as a forum for coordination and consensus-building.

Oil Spill Advisory Council
Michael Moore
of Mukilteo has been reappointed to a term effective January 2, 2008, ending August 2, 2011. Captain Moore is a vice president with the Pacific Merchant Shipping Association (PMSA). PMSA members include major ocean carriers and container terminal operators on the West Coast as well as vessel agents and other maritime operations companies. Captain Moore retired in 2002 as the Coast Guard Captain of the Port, Puget Sound where he led several marine safety, security and environmental protection initiatives.

Phillip Winberry of Clinton has been reappointed to a term effective January 2, 2008, ending August 2, 2011. Winberry is a retired lawyer. His thirty-year legal career began at a medium sized Seattle law firm and concluded with twelve years of practice at one of Seattle's largest law firms, where he served as managing partner for the last six years. He has worked with the Washington State Administrator for the Courts and Chief Clerk for the United States Court of Appeals for the Ninth Circuit.

Nicholas Jones of Lopez has been reappointed to a term effective January 2, 2008, ending August 2, 2011. Jones and his wife are commercial fishermen out of Lopez Island. They raise natural beef and pork and own a small shellfish farm.

The primary purpose of the council is to maintain the state's vigilance in, by ensuring an emphasis on, the prevention of oil spills to marine waters, while recognizing the importance of also improving preparedness and response.

Public Works Board
Dennis Hession
of Spokane has been appointed as Chair to a term effective January 4, 2008, ending at the Governor�s Pleasure. Hession is the former mayor of the City of Spokane. He served on the city council for four years and on the city�s Park board for seven years. Mr. Hession is an attorney practicing business law, taxation, estate planning and commercial litigation.

The board administers public-works assistance funds; makes loans to various forms of local government for public-works projects.

Recreation and Conservation Funding Board
William Chapman
of Seattle has been reappointed to a term effective January 7, 2008, ending December 31, 2010. Chapman is a partner with the Seattle law firm of Kirkpatrick & Lockhart Preston Gates Ellis LLP, where he handles land use and environmental compliance issues. Chapman currently serves as chairman of the Mercer Island Planning Commission and is a founder and the current president of the Mountains to Sound Greenway Trust, a nonprofit organization created in 1990 by a group of concerned citizens to save the forested landscape along Interstate 90 from Cle Elum through Snoqualmie Pass to Seattle. He is a founding board member and past president of the Washington Wildlife and Recreation Coalition, a nonprofit organization that raises funds for grants to local communities to acquire land for outdoor recreation and wildlife habitat protection.

Karen Daubert of Seattle has been reappointed to a term effective January 7, 2008, ending December 31, 2010. Daubert is the executive director of the Seattle Parks Foundation where she was hired as the first executive director in August 2001. In addition, she serves on several boards including the Planning Commission, the Seattle Board of Parks Commissioners, the Pro Parks 2000 Committee and the Pro Parks Oversight Committee.

Jeff Parsons of Leavenworth has been reappointed to a term effective January 7, 2008, ending December 31, 2010. Parsons serves as the director of the Barn Beach Reserve. He served in various capacities on the staff of Washington's House of Representatives for eleven years and worked for the Marine Safety Office and People for Puget Sound. For almost seven years, he was executive director for Audubon Washington, supporting the 26 local chapters of the Audubon Society in Washington.

The board provides leadership and funding to help our partners protect and enhance Washington's natural and recreational resources for current and future generations.

Washington State Nursing Care Quality Assurance Commission
Laura Yockey
of Port Angeles has been appointed to a term effective January 7, 2008, ending June 30, 2009. Yockey is currently the Office Nurse at Peninsula Children�s Clinic and previously employed as an LPN for Family Medicine of Port Angeles. She is a member of the Children�s Hospital Guild.

The board regulates the competency and quality of nursing care professionals by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms and discipline.

Western State Hospital Advisory Board
Maria Monroe-DeVita
of Seattle has been appointed to a term effective January 7, 2008, ending December 5, 2011. Munroe-DeVita is the director/acting assistant professor at the University of Washington and has conducted research and evaluation, policy and program development, as well as clinical work within the mental health field.

Sheryl Lamberton of Tacoma has been reappointed to a term effective January 2, 2008, ending December 5, 2011. Lamberton has been a psychologist at Western State Hospital since 1994. Previously she was a member of the International Critical Incident Stress Foundation.

The board monitors the operation and activities of the hospital, reviews and advises on the hospital budget, makes recommendations to the Governor and the Legislature for improving the quality of service provided by the hospital and consults with the secretary of DSHS regarding the selection of the hospital superintendent.
