Gov. Gregoire announces boards and commissions appointments

OLYMPIA � Gov. Chris Gregoire today announced appointments to the following boards and commissions:

Building Code Council
John C. Cochran
of Seattle has been reappointed to a term effective Jan. 5, 2008, ending Jan. 5, 2011. Cochran is director of technical resources for Callison. He haas worked in the architecture profession for 43 years and has been a licensed architect for 31 years. Cochran is a member of American Institute of Architects, Construction Specifications Institute, International Code Council, National Fire Protection Association, and Washington Association of Building Officials.

Dale Wentworth of Maple Valley has been reappointed to a term effective Jan. 5, 2008, ending Jan. 5, 2011. Wentworth is HVAC/refrigeration training coordinator for Seattle Area Plumbers and Pipefitters JATC. He is a member of WAC HVAC/R Task Force, WAC Rule Development Workgroup, and WAC Technical Advisory Committee.

Mari Hamasaki of Lake Stevens has been reappointed to a term effective Jan. 5, 2008, ending Jan. 5, 2011. Hamasaki is owner of Hamasaki Consulting Engineering Services LLC and is a licensed mechanical engineer and LEED accredited professional. She is a member of American Society of Heating, Refrigerating and Air Conditioning Engineers; Building Commissioning Association, National Fire Protection Association, National Society of Professional Engineers, Northwest Energy Efficiency Council, and U.S. Green Building Council.

Neva Corkrum of Pasco has been reappointed to a term effective Jan. 5, 2008, ending Jan. 5, 2011. Corkrum is a Franklin County commissioner. She is a member of Ben Franklin Transit Board, Benton Franklin Board of Health, Washington Counties Risk Pool, Washington State Bar Association Blue Ribbon Panel for Indigent Defense, Pasco Chamber of Commerce, Pasco Kiwanis and United Way.

The council studies, recommends revisions and provides technical and general assistance to building officials about adopted codes relating to uniform building, energy and barrier-free designs, and adopts and amends building codes.

Examining Board of Psychology
Dr. Jorge Torres-Saenz
of Yakima has been reappointed to a term effective Jan. 6, 2008, ending Jan. 6, 2013. Dr. Torres-Saenz is a psychologist for Yakima Valley Farm Workers Clinic. He was clinical supervisor for Multnomah County Oregon Department of Community and Family Services Behavioral Health Division. He volunteers as a mental-health consultant for Give Us This Day in Portland and assisted in developing its counseling services.

Dr. Christine R. Guzzardo of Spokane has been reappointed to a term effective Jan. 6, 2008, ending Jan. 6, 2013. Dr. Guzzardo is a self-employed psychologist, having completed a post doctoral training program in neuropsychology at the UCLA School of Medicine in 2001. She is a member of American Psychological Association, International Neuropsychological Society, National Academy of Neuropsychology, and National Register of Health Service Providers in Psychology. Dr. Guzzardo was a mental-health-services volunteer to Hurricane Katrina survivors in Texas after evacuation.

The board examines candidates for licensure, and is authorized to deny, revoke, suspend or restrict licenses for specified conduct.

Affordable Housing Advisory Board
Thomas M. Tierney
of Seattle has been appointed to a term effective Dec. 19, 2007, ending Jan. 28, 2010. Tierney is executive director of the Seattle Housing Authority. reviously, he was deputy CEO for the Port of Seattle. He is currently president of the Association of Washington Housing Authorities, and on the boards of Seattle Central Community College Foundation, Seattle-King County Workforce Development Board and Seattle Jobs Initiative.

Samuel L. Anderson of Kirkland has been reappointed to a term effective Jan. 26, 2008, ending Jan. 26, 2012. Anderson is CEO of Master Builders Association of King and Snohomish Counties. He is a member of the Puget Sound Partnership Ecosystem Coordination Board, Seattle Chamber of Commerce and HomeAid America.

Christine K. Walsh Rogers of Seattle has been reappointed to a term effective Jan. 26, 2008, ending Jan. 26, 2012. Walsh Rogers is vice president and group product manager-consumer at Washington Mutual Bank. Previously, she was treasurer of Association of Professional Mortgage Women and member of the Habitat for Humanity Executive Board.

The board serves as principal advisory body to the Department of Community Trade and Economic Development on housing and housing-related issues.

Jail Industries Board
Lt. David R. King
of Vancouver has been appointed to a term effective Dec. 17, 2007, ending Feb. 15, 2010. King is currently Lieutenant with the Vancouver Police Department. Previously, he was Deputy Sheriff with San Bernardino County, Calif. He is policy liaison, East Vancouver Business Association, and member of Friends of Vancouver Mounted Police Board.

Lyle Morse of Olympia has been appointed to a term effective Dec. 17, 2007, ending at the governor�s pleasure. Morse is Administrator for Correctional Industries.

The board advises cities and counties in developing, promoting, and implementing consistent, safe, and efficient offender work programs.

Governor�s Industrial Safety and Health Board
Mike Southards
of Spanaway has been appointed to a term effective Dec. 17, 2007, ending Dec. 31, 2008. Southards is safety director for Washington Trucking Associations. He is a member of North America Transportation Management Institute, Washington Traffic Safety Commission Impaired Drivers Conference and Bates Technical College Truck Driving Advisor Board.

The board is a non-profit organization that works to prevent industrial injuries and occupational diseases among employees. It advises the governor on how to promote the efficient, safe, healthful and productive operation of industries within Washington.

Developmental Disabilities Endowment Governing Board
Janet E. Adams
of Tumwater has been reappointed to a term effective Dec. 19, 2007, ending March 15, 2011. Adams is Quality Programs and Supports Office Chief for the Division of Developmental Disabilities. She is the current chair of the Developmental Disabilities Endowment Governing Board, member of the Developmental Disabilities Council and University of Washington Center for Excellence Board.

The board is responsible for designing and administering the developmental disabilities endowment.

Edmonds Community College Board of Trustees
Emily Yim
of Lynnwood has been appointed to a term effective Dec. 17, 2007, ending Sept. 30, 2012. Yim works for the City of Lynnwood as the director of the Department of Neighborhood; which works with the community and the public to ensure the needs of the community are heard. Previously, she was the vice president with Community and External Affairs Division with Washington Mutual Bank. She also has served as a board member with the International District Housing Alliance.

The board governs the community college.

Board of Accountancy
Mark Pearson
of Redmond has been appointed to a term effective Dec. 19, 2007, ending June 9, 2009. Pearson is a partner with Ernst and Young LLP and is a licensed CPA in several states, including Washington, Oregon, California and Hawaii. He is a member of several professional organizations, including the Washington Society of CPA�s, and is chairman of the Central Washington University Foundation Board of Directors.

The board regulates public accounting through examinations, licensing, complaint investigation and continuing professional education.

Commission on African American Affairs
Joe Hooks
of Lakewood has been reappointed to a term effective Dec. 19, 2007, ending Nov. 20, 2010. Hooks is with the Intergovernmental Relations at City of Seattle, with the Office of the Mayor; which promotes the interests of the city with local, regional, state, federal and international governments, as well as pursuing the legislative priorities of the mayor and city council and promoting the policies and goals of Seattle's city government. Previously, he was the executive assistant to the vice president of Global Diversity & Inclusion at Starbucks Coffee Co. and staff assistant at the office of U.S. Congressman Adam Smith.

Dr. Marian Harris of Tacoma has been appointed to a term effective Dec. 19, 2007, ending Nov. 20, 2010. Harris is an assistant professor with the University of Washington, Tacoma, in the Social Work Program, and adjunct assistant professor, University of Washington, School of Social Work, in Seattle. Dr. Harris was awarded an NIMH Postdoctoral Fellowship and completed a two-year postdoctoral training program at the University of Wisconsin-Madison, School of Social Work. She received her Ph.D. from the Smith College School for Social Work, Northampton, MA.

The commission examines and defines issues pertaining to the rights and needs of African-Americans, and makes recommendations to the governor, the Legislature, and state agencies for changes in programs and laws.

Hispanic Affairs Commission
Lillian Ortiz-Self
of Mukilteo has been appointed to a term effective Dec. 19, 2007, ending Aug. 1, 2010. Ortiz-Self is a counselor with Everett High School. She holds two masters degrees, one in counseling with an emphasis in youth and family counseling and one in public administration. She is also a co-founder and counselor with the Neema Counseling Center, which provides individual and family therapy to adolescents and their families, and a member of the City of Everett�s Cultural Diversity Council.

The commission ensures that state programs are providing the assistance needed by the Hispanic community, and advises state agencies on developing and implementing policies, plans and programs focusing on the needs of the Hispanic community.

Veteran�s Affairs Advisory Committee
Rafael Ojeda
of Tacoma has been appointed to a term effective Dec. 19, 2007, ending July 1, 2011. Ojeda is a Real Estate Broker with the Harold A. Allen Co. He served in the U.S. Air Force and was honorably discharged after 24 years of service. Ojeda is involved with several community organizations, including the Lakewood Police Latino Advisory Board and the Tacoma Ethnic Festival.

The committee advises governor and director of the Department of Veterans Affairs on state programs related to veterans, their dependents and survivors.

Collection Agency Board
Frederick Corbit
of Seattle has been appointed to a term effective Jan. 1, 2008, ending Dec. 31, 2011. Corbit is an attorney with Northwest Justice Project. Previously, he was a private practice attorney and is the past president of the Washington Bar Associations� Creditor/Debtor Section and the King County Bar�s Bankruptcy Section.

The board regulates collection agencies within the state, holds disciplinary hearings, and recommends and adopts rules and regulations for administering the regulatory law.

Governor�s Juvenile Justice Advisory Committee
JoAnn Ray
of Shelton has been appointed to a term effective Dec. 19, 2007, ending June 30, 2010. Ray is a self-employed research consultant and is a former professor of social work with Eastern Washington University.

Samantha Amenn of Gold Bar has been appointed to a term effective Dec. 19, 2007, ending June 30, 2010. She is a member of Power Plays, which is an organization that discourages youth violence. Amenn will represent the youth position on the committee

Melanie Shafaat of Langley has been appointed to a term effective Dec. 19, 2007, ending June 30, 2009. Shafaat is the site administrator for Education Programs with Island Detention Center in Coupeville. Previously, she was the principal with Northwest Regional Learning Center, which is an alternative high school for adjudicated youth in Snohomish County.

Miguel Puente of Sunnyside has been appointed to a term effective Dec. 19, 2007, ending June 30, 2009. Puente is an administrator with Heritage University and is a member of the Sunnyside School Board of Directors.

The committee implements the federal Juvenile Justice and Delinquency Prevention Act, which provides funds to states to improve the juvenile justice system, and advises the governor on priorities for granting federal juvenile delinquency funds and improving the juvenile system.
