Governor Gregoire Announces Appointments to Public Records Accountability Executive Committee

Citizens appointed to �sunshine� committee to review exemptions to public disclosure laws

OLYMPIA - Governor Chris Gregoire today announced appointments to the newly created Public Records Accountability Executive Committee.

The Public Records Exemption Accountability Committee (the �sunshine� committee) will periodically review the exemptions to the Washington public records disclosure law to determine if they still serve the public interest. The Committee was created by legislation signed into law this year.

�This is a well-rounded group of citizens who are committed to vigorous, public discussions on how best to serve Washingtonians,� said Governor Gregoire. �We have asked them to take on an important task and I trust that all of the members will keep in mind the purpose of our state�s original public disclosure laws.�

The Committee is composed of thirteen members, six of which are appointed by the Governor. The Attorney General appoints two members, the State Auditor appoints one member and the Legislature appoints one member from each caucus of the State House and State Senate.

Attorney General Rob McKenna appointed John Hughes, the editor and publisher of The Daily World, and Tim Ford, an assistant attorney general and open government ombudsman for the Office of the Attorney General. State Auditor Brian Sonntag appointed Ken Bunting, the associate publisher of the Seattle Post-Intelligencer. State Senators Adam Kline and Pam Roach, and State Representatives Lynn Kessler and Jay Rodne were named to the Committee by their respective caucuses.

Public Records Accountability Executive Committee
Thomas Carr is a Seattle city attorney. Carr was an assistant U.S. attorney in New York City and advised government agencies on a wide range of public safety issues. He moved to Seattle in 1991 and become a partner in the law firm Barrett Gilman and Ziker. Carr was a member of the King County Board for Developmental Disabilities, the board of Legal Services for the Homeless and a volunteer at a homeless shelter. He was the chair of the Elevated Transportation Company, which was created by Seattle city voters in 1997 to build an expanded monorail and, in the early 1990s, he helped Metro Transit draft its six-year transportation plan. Carr�s appointment is effective August 7, 2007, ending August 6, 2011.

Frank W. Garred is a retired newspaper publisher, owning and operating community newspapers on the Olympic Peninsula since 1967. Garred was the president of the Port Townsend Chamber of Commerce, the Washington Newspaper Publishers Association, the National Newspaper Association (NNA), the National Newspaper Association Foundation and the International Society of Weekly Newspaper Editors. He was NNAs representative to the national Accrediting Council for Education in Journalism and Mass Communications. Garred served in the army in Korea prior to joining the news staff of the Aberdeen Daily World. He was a newspaper reporter and editor from 1960 until 1967 when he purchased the newspaper at Port Townsend. Garred was the executive director of the Washington Coalition for Open Government from its creation in 2002 until June 2004, and taught journalism courses at Western Washington University and Peninsula College. Garred�s appointment is effective August 7, 2007, ending August 6, 2010.

Candy Jackson is a registered dietician and a health educator with the N.A.T.I.V.E. Project in Spokane and worked in the nutrition and diabetes prevention office of the Yakama Indian Nation. Jackson worked as the General Counsel for the Shoshone-Bannock Tribes and was an adjunct faculty member at Idaho State University. She worked for the Spokane firm of Dellwo, Rudolf and Schroeder as an attorney for the Spokane Tribe of Indians and was the General Counsel for the Bad River Band of the Lake Superior Tribe of Chippewa Indians. Jackson was a faculty member with the Northland College Outreach Program and was a staff attorney with Wisconsin Judicare. Jackson�s appointment is effective August 20, 2007, ending August 6, 2009.

Roselyn Marcus is the director of legal affairs for the Office of Financial Management (OFM). Marcus was the manager of the loss prevention review team and the head of the claims/case management section of the OFM risk management division. She was an assistant attorney general from 1989 to 1996, representing a variety of agencies including the Washington State Patrol, the Public Disclosure Commission, the Department of Information Services (DIS), the State Investment Board, the Gambling Commission, the Military Department, the Insurance Commissioner and the Lottery Commission. Marcus was the lead attorney and then served as acting manager for contracts and legal affairs office at DIS. She is a former Army JAG Officer and is licensed to practice law in the states of Washington, New York and Texas. Marcus�s appointment is effective August 7, 2007, ending August 6, 2009.

Ramsey Ramerman is an associate with Foster Pepper PLLC, where he concentrates on appellate litigation and municipal litigation with a focus on public records, open government and campaign and election law. Ramerman is a trustee for the Municipal League of King County and a member of the King County Bar Association, serving as co-chair for the Government Lawyers' Section. Ramerman�s appointment is effective August 7, 2007, ending August 6, 2011.

Patience Rogge is the director of the Fort Worden oral history program and is the president of the Friends of Fort Worden. Rogge was on the boards of the Jefferson County rural library district, the Washington Library Association, the Pacific Northwest Library Association and Friends of the Washington State Library. She chaired the Washington Friends, Foundations and Trustees Association and the Grassroots! interest group of the Washington Library Association. In 2001, she received the Trustee Award from the Washington Library Association and, in 2005, she received the Association's Honorary Lifetime Award and was named to the American Library Association's National Advocacy Honor Roll. Rogge�s appointment is effective August 7, 2007, ending August 6, 2010.
