Governor Gregoire Announces Boards and Commissions Appointments

Citizens appointed from Ellensburg, Kent, Lakewood, Sammamish, Seattle, Spokane, Tacoma, Walla Walla and Wenatchee

OLYMPIA - Governor Chris Gregoire today announced appointments to the following boards and commissions:

Board of Accountancy
Ed Jolicoeur of Spokane has been reappointed to a term effective June 10, 2007, ending June 9, 2010. Mr. Jolicoeur is an owner/member of the CPA firm LeMaster & Daniels, PLLC, and is the firm's director of quality control, accounting and auditing. He is a member of the Washington Society of Certified Public Accountants (WSCPA), the American Institute of Certified Public Accountants (AICPA) and the Association of Certified Fraud Examiners. He has served on the boards of the WSCPA and the AICPA and is licensed to practice public accounting in Washington, Idaho and Montana.

Lauren Jassny of Seattle has been reappointed to a term effective June 10, 2007, ending June 9, 2010. Ms. Jassny is the chief credit officer for the Commerce Bank of Washington. She is a member of the Risk Management Association, Pioneer Human Services and Kline-Galland Center/Foundation. She served on the board of the King County Sexual Assault Resource Center.

The Board regulates public accounting through examinations, licensing, complaint investigation and continuing professional education.

Board of Hearing and Speech
Charles Fulmer of Seattle has been reappointed to a term effective June 7, 2007, ending June 6, 2010. Dr. Fulmer is a clinical audiologist with Ballard Speech and Hearing. He has over 30 years of experience in auditory and vestibular diagnostics and retired with the rank of Major from the U.S. Army Medical Corp after 26 years of service.

Di Irons of Sammamish has been appointed to a term effective June 7, 2007, ending June 6, 2010. Ms. Irons is the president of Composite & Casting Supply, Inc. and the director of Cascades Academy of Photography. She is a member of the Kiwanis and volunteers for the Sammamish Emergency Preparedness Citizens Advisory Committee, the Group Health Adolescence Mental Health Clinic and the YMCA.

The Board examines and licenses hearing instrument dispensers, recommends standards for equipment and procedures, adopt rules relating to standards of care for hearing instrument fitter/dispensers or audiologists and relating to speech-language pathologists.

Correctional Industries Board of Directors
John Littel of Kent has been reappointed to a term effective April 12, 2007, ending September 25, 2009. Mt. Littel is the political director for Northwest Carpenters and, previously, was the assistant director for the Seattle Building Trades Council. He is a commissioner for the Seattle Housing Authority, a member of the King County Workforce Development Council and the Washington Environmental Council.

The Board advises the Department of Corrections on programs designed to offer work experience and training of inmates, along with the investing of funds from enterprises and work programs.

Hispanic Affairs Commission
Ty Cordova of Lakewood has been appointed to a term effective April 16, 2007, ending August 1, 2010. Mr. Cordova is the marketing and public affairs assistant manager for State Farm Insurance. He is the executive director of the Pierce County Hispanic Chamber of Commerce, serves on the City of Lakewood Latino police advisory board and on the city public safety committee.

Jorge Chacon of Wenatchee has been appointed to a term effective April 23, 2007, ending July 31, 2009. Mr. Chacon is the founder and executive director of the Centro-Latino Northwest Service Institute and a part-time instructor at Heritage University. He is a member of the American Counseling Association and the Community for the Advancement of Family Education and is vice president of the Wenatchee Community Center.

The Commission ensures that state programs are providing the assistance needed by the Hispanic community and advises state agencies on developing and implementing policies, plans and programs focusing on the needs of the Hispanic community.

Kittitas County Boundary Review Board
Jay Bachrach of Ellensburg has been reappointed to a term effective April 19, 2007, ending January 31, 2011. Mr. Bachrach retired in 1998 as a professor of philosophy at Central Washington University.

The Board has jurisdiction over municipal annexations, incorporations, disincorporations and the creation or annexation of certain special districts. They also have jurisdiction over extensions of sewer and water services outside the city or district.

Sentencing Guidelines Commission
Michael Kawamura of Tacoma has been appointed to a term effective April 9, 2007, ending August 2, 2009. Mr. Kawamura is the director for Pierce County Assigned Counsel and is a member of the Washington State Bar Association, the Tacoma-Pierce County Bar Association, the Washington Association of Criminal Defense Lawyers and the American Bar Association.

The Commission evaluates state sentencing policy for the adult criminal justice system and the juvenile justice system. The recommend standard sentences for felony offenses, study sentencing practices across the state, study the criminal code and make recommendations for modification.

Small Business Export Finance Assistance Center Board of Directors
Robyn Todd of Seattle has been appointed to a term effective April 12, 2007, ending October 1, 2010. Ms. Todd is the vice president and western regional manager of Global Trade Services. She is a member of the Association of Financial Professionals and the National Association of Credit Managers and volunteers for Food Lifeline and Northwest Harvest.

The Board is a non-profit corporation that assists small and medium-sized businesses in the financing of export transactions. They also provide information about export opportunities and financing alternatives.

Washington Commission on National and Community Service
Federico Diaz of Walla Walla has been appointed to a term effective April 16, 2007, ending February 15, 2010. Mr. Diaz works for the Blue Mountain Action Council as the neighborhood coordinator for the Commitment to Community Project. He was the assistant to the veterans contract service officer at the Walla Walla Veterans Affairs Medical Center. He is an Iraqi war veteran and has received several medals, including the Purple Heart.

The Commission implements the federal National and Community Trust Act of 1993, which created Americorps. It initiates activities that expand and promote the concept of service beyond the scope of federal resources and provides leadership and vision for local volunteer organizations, civic and community groups and government to make service a part of the lives of all of the citizens of the state.
