Governor Gregoire Announces Boards and Commissions Appointments

Citizens appointed from Bainbridge Island, Bellevue, Burien, Edmonds, Everett, Gig Harbor, Kirkland, Longview, Mill Creek, Olympia, Renton, Seattle, Shoreline, Spokane, Stanwood, Tacoma, University Place and Vashon Island

OLYMPIA - Governor Chris Gregoire today announced appointments to the following boards and commissions:

Affordable Housing Advisory Board
Lynn Davison of Vashon Island has been reappointed to a term effective February 2, 2007, ending January 26, 2011. Ms. Davison is the Executive Director of Common Ground, a nonprofit housing consulting firm that develops and preserves housing for low income and special needs individuals. She is a member of the Washington Low Income Housing Alliance and the Housing Development Consortium of King County.

Wanda Coats of Gig Harbor has been appointed to a term effective February 2, 2007, ending January 26, 2011. Ms. Coats is the Managing Broker with Windermere Real Estate/Paragon Company. She manages the local Windermere Foundation, whose mission is to help homeless families.

The Board serves as the principal advisory body to the Department of Community, Trade and Economic Development on housing and housing-related issues.

Board of Pharmacy
Dan Connolly of Burien has been appointed to a term effective February 16, 2007, ending January 18, 2011. Mr. Connolly is the Assistant Vice President of Pharmacy with the Bartell Drug Company. He has worked as an independent community pharmacist as well as a hospital pharmacist, a pharmaceutical sales representative and as an executive for both small and large chain pharmacies. He is a member of the NW Pharmacy Service and the Washington State Pharmacy Association.

The Board establishes policy for the practice of pharmacy, including licensing, disciplinary hearings and enforcement of laws pertaining to legal drugs; and licenses the manufacture and sale of poisons.

Board of Registration for Landscape Architects
Fred Glick of Bellevue has been reappointed to a term effective February 1, 2007, ending September 5, 2012. Mr. Glick is the Director of Planning Services with Core Design, Inc. He is a member of the American Society of Landscape Architects, Eastside Transportation Choices and the American Planning Association.

The Board examines candidates for licensure or registration, holds disciplinary hearings and recommends the adoption of rules and regulations for administering the regulatory laws.

Board of Trustees for the School for the Deaf
Ariele Belo of Seattle has been appointed to a term effective January 30, 2007, ending July 1, 2011. Ms. Belo is the Director of Deaf and Hard of Hearing Services for the Hearing, Speech and Deafness Center. She was a community advocate with the Community Service Center for the Deaf and Hard of Hearing.

The Board serves the educational needs of hearing-impaired students across the state and develops comprehensive curriculum to maximize and develop students' skills to live, work and be independent citizens.

Economic Development Commission
Connie Bacon of Tacoma has been reappointed to a term effective February 7, 2007, ending September 25, 2010. Ms. Bacon is a Port of Tacoma Commissioner and was recently appointed the President of the Commission. She is a former Executive Director of the World Trade Center Tacoma and serves on the Board of Directors for the Tacoma-Pierce County Chamber of Commerce, the Asia Pacific Cultural Center and the Regional Access Mobility Project.

The Commission provides strategic and policy direction to the Washington Department of Community, Trade and Economic Development.

Forest Practices Appeals Board
Joel Rupley of Longview has been reappointed to a term effective February 1, 2007, ending January 1, 2013. Mr. Rupley is a program manager with the Endangered Species Program for Clark County. He is a former Cowlitz County Commissioner, helped to negotiate the Forest and Fish Plan and served on the Forest Practices Board.

The Board is an independent agency that hears and decides on appeals from decisions of the Department of Natural Resources.

Governor�s Advisory Council on HIV/AIDS
Mary Diggs-Hobson of Renton has been appointed to a term effective January 17, 2007, ending June 30, 2010. Ms. Diggs-Hobson is the Executive Director for African Americans Reach and Teach Health Ministry. She is a member of the HIV/AIDS Black Leadership Council and a volunteer chaplain for local area hospitals.

The Council advises the Governor on HIV/AIDS related programs and policy.

Health and Welfare Advisory Board
Sharon DeHaan of Stanwood has been appointed to a term effective January 18, 2007, ending December 31, 2009. Ms. DeHaan is the Director of Labor Relations and Human Resources for the City of Everett. She is a member of the Washington State Bar Association and an adjunct professor with City University.

Richard Rodruck of Seattle has been appointed to a term effective January 18, 2006, ending December 31, 2009. Mr. Rodruck is the Executive Vice President of Pacific Underwriters and an administrator for the Public Utility Risk Management Service self-insurance fund.

Ruth Russell of University Place has been reappointed to a term effective January 18, 2007, ending December 31, 2009. Ms. Russell is the Executive Director of Business for the University Place School District. She is a member of the Washington Association of School Business Officials and the Washington Finance Officers Association.

James Trefry of Everett has been appointed to a term effective January 18, 2007, ending December 31, 2009. Mr. Trefry is the Staff Representative for the Washington State Council of County and City Employees. He was a deputy public defender with the Skagit County Public Defender.

Ruth Hultengren of Shoreline has been appointed to a term effective February 1, 2007, ending December 31, 2009. Ms. Hultengren is a business and finance officer with the King County Benefits Policies and Program Group. She is a member of the Washington Society of Certified Public Accountants.

The Board helps state risk managers adopt rules governing the operation and management of health and welfare benefits programs and reviews the annual reports filed by health and welfare benefits programs.

Jail Industries Board
Bob Abbott of Mill Creek has been appointed to a term effective February 16, 2007, ending February 15, 2010. Mr. Abbott is the Assistant Business Manager of the Washington and Northern Idaho District Council of Laborers. He was the President of the North Central Washington Central Labor Council and the Vice President to the Washington State Labor Council.

The Board advises cities and counties in developing, promoting and implementing consistent, safe and efficient offender work programs.

Property and Liability Advisory Board
Allen Hatten of Olympia has been reappointed to a term effective January 31, 2007, ending December 31, 2009. Mr. Hatten is the Executive Director for the Washington State Transit Insurance Pool. He is a board member of Governmental Entities Mutual, Inc. and an officer for the National Association of Governmental Entities Pool.

The Board assists the state risk manager in adopting rules governing the operation and management of both individual and joint self-insurance programs that cover liability and property risks.

State Building Code Council
Thomas Kinsman of Bellevue has been reappointed to a term effective February 1, 2007, ending January 5, 2010. Mr. Kinsman is the sole proprietor of the T.A. Kinsman Consulting Company. He is an instructor at the University of Washington College of Architecture and Urban Planning and is a member of the Washington Association of Building Officials and the International Code Council.

The Council recommends revisions and provides technical and general assistance to building officials about adopted codes related to uniform building and energy and barrier-free designs; and adopts and amends building codes.

State Council on Aging
Linda Navage of Bainbridge Island has been appointed to a term effective January 30, 2007, ending September 15, 2009. Ms. Navage is the Director of Community Development and Admissions for Messenger House Care Center. She is the owner of Elder Solutions and is a member of the Division of Aging for the Kitsap County Aging Advisor Council.

The Council advises the Governor and the Department of Social and Health Services on policies, programs and services affecting older people.

State Advisory Council on Homelessness
Marilyn Highberg of Spokane has been appointed to a term effective January 19, 2007, ending January 4, 2011. Ms. Highberg retired in 2004 as the Spokane Public Schools Executive Director. She is the secretary for the Spokane Hillyard Rotary and volunteers with Habitat for Humanity.

The Council makes annual policy recommendations to the Governor and the Affordable Housing Board on ways to enhance the state's ability to respond to the needs of people who are homeless, who are at risk of being homeless or who have been homeless.

State Independent Living Council
Lynnae Ruttledge of Olympia has been appointed to a term effective January 18, 2007, ending September 30, 2009. Ms. Ruttledge is the Director for the Division of Vocational Rehabilitation for the Department of Social and Health Services (DSHS). She is the Chair for the National Advisory Committee for Mobility International USA and a member of the Washington Workforce Training and Education Coordinating Board.

The Council develops the State Plan for Independent Living jointly with DSHS, the Health Services Division of Vocational Rehabilitation and the Department of Services for the Blind. They also monitor, review and evaluate the implementation of the State Plan.

Washington Commission on National and Community Service
Grace Chien of Seattle has been reappointed to a term effective February 16, 2007, ending February 15, 2010. Ms. Chien is the CEO of the Girl Scouts-Totem Council, is the Treasurer for the Asian Pacific Directors Coalition and the Chair-elect for the Executive Alliance.

Adam Cornell of Edmonds has been reappointed to a term effective February 16, 2007, ending February 15, 2010. Mr. Cornell serves as the chair of the board. He is a Special Assistant United States Attorney with the United States Attorney, Western District of Washington, and is a member of the Washington State and Snohomish County Bar Associations. He is a board member with the Center for Children and Youth Justice, the Children�s Campaign Fund and the Child Welfare League of America. He volunteers for the Edmonds Boys and Girls Club and the Saint Mary�s Home for Boys.

Terry Jones of Kirkland has been reappointed to a term effective February 16, 2007, ending February 15, 2010. Ms. Jones is a fire prevention specialist with Northshore Fire Department/King County Fire District #16. She is a member of the King County Fire and Life Safety Association and a public information officer with the Washington State Fire Chiefs.

The Commission implements the federal National and Community Trust Act of 1993, which created Americorps. It initiates activities that expand and promote the concept of service beyond the scope of federal resources and provides leadership and vision for local volunteer organizations, civic and community groups and government to make service a part of the lives of all of the citizens of the state.

Washington State Apprenticeship and Training Council
Susan Wilder Crane of Seattle has been reappointed to a term effective February 22, 2007, ending February 21, 2010. Ms. Crane is the Executive Director of Port Jobs. She was a legislative analyst for the Seattle City Council, volunteers with the Seattle Aquarium and is a board member with the National Network of Sector Partners.

The Council approves apprenticeship programs and establishes apprenticeship program standards, including requirements for apprentice-related and supplemental instruction, coordination of instruction with job experiences and instructor qualifications.
