Governor Gregoire Announces Boards and Commissions Appointments

OLYMPIA � Governor Chris Gregoire today announced appointments to the following boards and commissions

Agency Council on Coordinated Transportation
Bernice Robinson of Federal Way has been reappointed to a term effective October 24, 2006, ending June 30, 2008. Ms. Robinson is a program manager for People with Disabilities for the Federal Aviation Administration. She works with the University of Washington, community groups, and state and local government agencies to ensure people with disabilities are included in the recruiting and hiring process.

The council develops standards and strategies for coordinating special needs transportation.

Board of Boiler Rules
Timothy Barker of Port Orchard has been appointed to a term effective October 12, 2006, ending August 22, 2010. Mr. Barker is the Operation Chief Inspector for FM Global, where he is responsible for the management of a team of inspectors to insure boilers and pressure vessels are inspected according to the law.

The board formulates rules and regulations for the safe and proper construction, installation, use, operation and repair of boilers and pressure vessels.

Capitol Campus Design Advisory Committee
Dennis Haskell of Seattle has been reappointed to a term effective October 25, 2006, ending October 10, 2010. Mr. Haskell is the team leader for the City of Seattle Municipal Civic Center master plan. He was the project director for the Seattle Center master plan development and the Central Waterfront project master plan.

The committee advises the State Capitol Committee and the director of General Administration on the planning, design and landscaping of state capitol facilities and grounds.

Commission on Pesticide Registration
Ben Barstow of Palouse has been reappointed to a term effective October 25, 2006, ending September 14, 2009. Mr. Barstow is a farmer and the president of the Whitman County Association of Wheat Growers. He is the chair of the Palouse Grain Growers and a commissioner for Palouse Fire District # 4.

The commission provides guidance to the Washington State University Food Safety and Environmental Quality Lab on pesticide registrations for minor crops and uses and on the availability of pesticides for emergency use.

Economic Development Finance Authority
Amy Schwab of Walla Walla has been appointed to a term effective October 25, 2006, ending October 19, 2010. Ms. Schwab is the President and Principal Consultant for True North pgs, Inc. She has over twenty years of experience as a project manager and consultant for business process improvement.

The authority helps small and medium sized businesses meet their capital needs.

Freight Mobility Strategic Investment Board
Brian Ziegler of Olympia has been appointed to a term effective October 26, 2006, ending June 30, 2008. Mr. Ziegler is the director for Pierce County Public Works and Utilities. He worked for the Washington State Department of Transportation as a design engineer and as the Director for Maintenance and Operations. He was a member of the Olympia Planning Commission and is a licensed professional civil engineer and a private pilot.

The board designates strategic freight corridors within the state, reviews freight mobility funding applications and makes recommendations to the Governor and Legislature on projects that will enhance freight mobility.

Governor�s Council on Substance Abuse
Dr. Claudia Thomas of Lakewood has been appointed to a term effective October 12, 2006, ending August 3, 2009. Dr. Thomas is the Mayor of the City of Lakewood. She is a retired educator and was a teacher, principal and assistant superintendent. She is a member of the Lion�s Club, The NAACP, Urban League, Lakewood Promise Board and the board of Sound Transit.

The council advises the Governor on issues and programs relating to substance abuse, assists with implementing strategies to support community efforts to reduce substance abuse and promotes public awareness and education.

Home Care Quality Authority
Nicole Selene of Everett has been appointed to a term effective October 6, 2006, ending July 1, 2009. Ms. Selene is a housing specialist with disAbility Resource Connection and she serves on the Homelessness Policy Task Force of Snohomish County as a housing representative for people with disabilities.

The authority regulates and improves the quality of long-term in-home care services by recruiting, training and stabilizing the work force of individual providers.

Podiatric Medical Board
Dr. David Bernstein of Port Orchard has been reappointed to a term effective October 24, 2006, ending June 23, 2011. Dr. Bernstein practices with Sound Podiatry P.S. in Bremerton. He serves on the Physician Advisory Committee on Information Technology and is a clinical associate with the Department of Orthopedics at the University of Washington School of Medicine.

The board examines candidates for licensure or registration; investigates charges of malpractice, unsafe conditions or unprofessional conduct; conducts disciplinary hearings and recommends and adopts regulations to promote safety, protection and welfare of the public.

Real Estate Commission
Catherine Moye of Spokane Valley has been appointed to a term effective October 6, 2006, ending August 14, 2012. Ms. Moye is the owner and broker of Windermere/Valley Inc. She is a member of the Spokane Association of Realtors professional standards committee and is the vice president and president �elect of the Spokane Symphony.

The commission examines and licenses real estate brokers and salespeople, holds educational conferences and administers examinations throughout the state.

State Council on Aging
Esther Gregg of Rosburg has been reappointed to a term effective October 12, 2006, ending September 15, 2009. Ms. Gregg was elected to the Wahkiakum County PUD #1 in 2004. She was appointed in 2005 by Congressman Baird to attend the White House conference on Aging. She is a member of the Cowlitz-Wahkiakum Community Action Council and is chair of the fund raising committee.

The council advises the Governor and Department of Social and Health Services on policies, programs and services affecting older people.

Washington State Independent Living Council
Karyl Jefferson of Bellingham has been appointed to a term effective October 24, 2006, ending September 30, 2009. Ms. Jefferson is the director for the North Intertribal VR program with the Stillaguamish Tribe of Indians. She worked with the Lummi Tribes for several years, served as their delegate to the Northwest Portland Area Indian Health Board and served as a member and chair of the Lummi Health Commission.

Sandra Carr of Spokane Valley has been reappointed to a term effective October 24, 2006, ending September 30, 2009. Ms. Carr is a vocational evaluator, conducting work evaluations on a wide variety of people with disabilities, including the deaf and hard of hearing. She teaches living skills, such as household management, budgeting, cooking, self-care, health, safety and communication skills, to developmentally disabled consumers

The council coordinates activities with the State Rehabilitation Council, the State Rehabilitation Council for the Blind and other councils that address the needs of disability population.
