Governor Gregoire Announces Boards and Commissions Appointments

Citizens appointed from Edmonds, Federal Way, Mercer Island,
Mountlake Terrace and Olympia


OLYMPIA - Governor Chris Gregoire today announced appointments to the following boards and commissions:

Economic Development Commission
Jack Breese of Mercer Island has been appointed to a term effective September 27, 2006, ending September 25, 2010. Mr. Breese is the Founder and Managing Partner for Developmental Partners, a fund for investment in developmental projects in personalized medicine at universities and research institutions. He worked for the Washington Advisory Group and was the Director for Research at Microsoft.

The commission provides strategic and policy direction to the Washington Department of Community, Trade and Economic Development, in the development of the state's trade and economic development policies.

Edmonds Community College Board of Trustees
Quentin Powers of Edmonds has been appointed to a term effective October 12, 2006, ending September 30, 2009. Mr. Powers is the Vice-President and General Auditor for Blue Cross of Washington and Alaska. He is a board member and past president for the Puget Sound chapter of the Institute of Internal Auditors and a member of the American Institute of Certified Public Accountants. He volunteers with Seattle Arts and Lectures and the INTIMAN, ACT and Empty Space Theatres.

The board is the governing board for the community college.

Fire Protection Policy Board
Rick Chaney of Federal Way has been appointed to a term effective October 25, 2006, ending April 15, 2007. Mr. Chaney is a fire captain in the training division for South King Fire and Rescue and has been with the fire service for 26 years. He is an executive board member for the Washington State Council of Firefighters, is the coordinator for the Washington State Firefighters Joint Apprenticeship and Training Committee and is a member for the Master Strategic Leadership planning committee for the Federal Way fire department.

The board sets policy on fire protection matters, advises and assists the Chief of the State Patrol and the director of Fire Protection on all fire protection matters and in the development of a budget.

Freight Mobility Strategic Investment Board
The Honorable Dave Gossett of Mountlake Terrace has been appointed to a term effective September 25, 2006, ending June 30, 2010. Mr. Gossett was elected to the Snohomish County Council in 2002. He was the legislative analyst for the Snohomish County Council and volunteers for the Alliance of Greater Seattle.

The board designates strategic freight corridors within Washington, evaluates freight mobility funding applications and makes recommendations to the Governor and Legislature on projects that will enhance freight mobility.

Washington State Quality Award
Barbara Burgener of Olympia has been appointed to a term effective October 9, 2006, ending at the Governor�s pleasure. Ms. Burgener is the Government Management, Accountability and Performance consultant for the Office of the Governor. She was a senior team member of the Office of Performance and Strategic Initiatives within the Health Care Authority and was nominated for the Governor�s Distinguished Manager Award.

The program's purpose is to improve the overall competitiveness of the state's economy by stimulating state industries, businesses and organizations to bring about measurable successes.
