Governor Gregoire Announces Boards and Commissions Appointments

Citizens appointed from Anacortes, Battle Ground, Bellevue, Bellingham, Des Moines, Edgewood, Everett, Federal Way, Ferndale, Issaquah, Kennewick, Lakewood, Liberty Lake, Lynden, Lynnwood, Mercer Island, Naches, Oak Harbor, Olympia, Port Townsend, Puyallup, Redmond, Sammamish, Seattle, Sedro-Woolley, Shelton, Shoreline, Spokane, Tacoma, Tonasket, Tukwila, Vancouver, Walla Walla and Yakima

OLYMPIA - Governor Chris Gregoire today announced appointments to the following boards and commissions:

Board of Osteopathic Medicine and Surgery
Dr. Tom Shelton of Edgewood has been reappointed to a term effective August 3, 2006, ending July 4, 2011. Dr. Shelton runs his own practice specializing in family medicine and obstetrics. He was the department chair for family practice with St. Francis Community Hospital for six years.

Roger Ludwig of Silverdale has been appointed to a term effective August 3, 2006, ending July 4, 2006. Dr. Ludwig is a partner at The Doctors Clinic and a flight surgeon for the Oregon Air National Guard. He is member of the Washington State Medical Association and Rotary International.

The board examines candidates for licensure and registration, holds disciplinary hearings, adopts standards of professional conduct and recommends and adopts rules and regulations for administering the regulatory law.

Board of Registration for Professional Engineers and Land Surveyors
Chun Lau of Bellevue has been appointed to a term effective August 3, 2006, ending July 9, 2011. Mr. Lau is currently a project manager for the Port of Seattle and a member of the King County Building Code Advisory and Appeals Board.

The board examines candidates for license or registration, investigates and holds hearings on violations of the regulatory law and recommends and adopts rules and regulations for administering the regulatory law.

Highline Community College Board of Trustees
Michael Regeimbal of Des Moines has been appointed to a term effective October 1, 2006, ending September 30, 2011. Mr. Regeimbal is a self-employed attorney. He is a member of the King County Bar Association, past president of the Highline Community College Foundation and an active member of the Rotary.

The board is the governing board for the college.

Pierce College Board of Trustees
Jim Tsang of Tacoma has been reappointed to a term effective October 1, 2006, ending September 30, 2011. Mr. Tsang is the President of The Tsang Partnership, a Tacoma-based architectural company. He has served on the board of directors for the Tacoma Art Museum, the Broadway Center for the Performing Arts and the World Trade Center Tacoma.

The board is the governing board for the college.

Commission on African American Affairs
Winona Hollins-Hauge of Shoreline has been appointed to a term effective September 11, 2006, ending November 20, 2007. Ms Hollins-Hauge, currently on a yearlong sabbatical, was the Community Outreach Manager at the Fred Hutchinson Cancer Research Center. She is a member of the Association of Oncology Social Workers and American Mental Health Counselors Association.

The commission examines and defines issues pertaining to the rights and needs of African-Americans and makes recommendations to the Governor, the Legislature and state agencies for changes in programs and laws.

Commission on Hispanic Affairs
Ninfa Gutierrez of Yakima has been appointed to a term effective September 11, 2006, ending August 1, 2009. Ms Gutierrez is a services coordinator with the Diocese of Yakima housing services. She is also the coordinator for public health, education, wellness and prevention programs.

Rosalba Pitkin of Vancouver has been appointed to a term effective September 11, 2006, ending August 1, 2007. Ms Pitkin is the Admissions Program Coordinator at Clark College and is a member of the Latino Community Resource Group in Vancouver.

The commission ensures that state programs are providing the assistance needed by the Hispanic community and advises state agencies on developing and implementing policies, plans and programs focusing on the needs of the Hispanic community.

Dental Quality Assurance Commission
Pramod Sinha of Spokane has been reappointed to a term effective July 24, 2006, ending June 30, 2010. Dr. Sinha is a self-employed dentist and teaches orthodontics at the University of Washington. He is a member of the Spokane County Dental Society, the Washington State Dental Association and the Pacific Coast Dental Society.

Marshall Titus of Federal Way has been reappointed to a term effective July 24, 2006, ending June 30, 2010 Dr. Titus is a managing dentist for Willamette Dental Group, a member of the American Dental Association, the Seattle King County Dental Society and is an examiner for the Western Regional Examining Board.

Robert Faine of Mercer Island has been appointed to a term effective July 24, 2006, ending June 30, 2010. Dr. Faine has worked as a dentist in Mercer Island for 17 years. In 1992, he was voted Dentist of the Year by the American Association of Public Health Dentistry. He is a Dental Quality Reviewer for two insurance companies, a volunteer with Head Start, Migrant Health Projects and Job Corps.

The commission regulates the competency and quality of dental professionals by establishing, monitoring and enforcing qualifications for licensure, consistent standards of practice, continuing competency mechanisms and discipline.

Electrical Board
Bryan Davis of Olympia has been appointed to a term effective August 30, 2006, ending July 7, 2010. Mr. Davis is a manager and design engineer for Qwest Communications and is a member of the South Sound Sailing Society.

David Jacobsen of Lynnwood has been appointed to a term effective August 3, 2006, ending July 7, 2010. Mr. Jacobsen is retired from Verizon Northwest.

The board establishes general and specialty electrical contractors' licenses, prepares and administers written examinations and advises the Department of Labor and Industries on the need for additional electrical inspectors and changes in electrical codes.

Employee Retirement Benefits Board
Michael Coleman of Redmond and Chester Griffith of Sedro-Woolley have been appointed to terms effective September 11, 2006, ending June 30, 2009. Mr. Coleman is retired from the Bellevue School District and works part time as a general contractor. Mr. Griffith is a mechanic for the Sedro-Woolley School District. He has served as Captain of the Sedro-Woolley Volunteer Fire Department for the past 20 years.

Claude Burfect of Lynnwood has been reappointed to a term effective September 11, 2006, ending June 30, 2009. Mr. Burfect is a residential services coordinator at Fircrest School.

The board selects options for members to choose from for self-directed investment, selects optional benefit payment schedules available to members and survivors and selects investment options for the deferred compensation program.

Examining Board of Psychology
Timothy Cahn of Seattle has been appointed to a term effective August 3, 2006, ending January 16, 2011. Dr. Cahn is a self-employed psychologist, a member of Disaster Mental Health Specialists in King County and of the American Psychological Association.

Raymond Harry of Olympia has been reappointed to a term effective July 13, 2006, ending January 6, 2011. Mr. Harry is the vice-chair of the Psychology Board and is a member of the Washington State Association of Fire Chiefs.

The board examines candidates for licensure and denies, revokes, suspends or restricts licenses for specified conduct.

Governor�s Advisory Council on HIV/AIDS
Jeffery Schouton of Seattle has been reappointed to a term effective August 2, 2006, ending June 30, 2009. Dr. Schouton is a clinical investigator at the University of Washington AIDS Clinical Trials Unit. He volunteers as an HIV attending physician at Harborview Medical Center�s HIV Clinic and serves as chair of the board of directors for the American Academy of HIV Medicine.

Becky Mares of Naches and Robert Harrington of Seattle have been appointed to terms effective August 2, 2006, ending June 30, 2009. Ms. Mares is the Program Director for People of Color Against AIDS. Dr. Harrington is a physician at Harborview Medical Center�s Madison Clinic. He is a member of American Society for Microbiology and the Infectious Diseases Society of America.

The council advises the Governor on HIV/AIDS related programs and policy.

Governor�s Committee on Disability Issues and Employment
Jeanette Stonecipher of Oak Harbor has been appointed to a term effective August 3, 2006, ending December 31, 2008. Ms. Stonecipher is a student at Western Washington University.

Meredith Evans Moyer of Lynden has been reappointed to a term effective September 7, 2006, ending December 31, 2008. Ms. Evans Moyer is a discipleship coordinator at North County Christ the King Church.

Susan Matt of Mercer Island has been appointed to a term effective August 3, 2006, ending December 31, 2008. Ms. Matt is the sole-practitioner of the Law Office of Susan B. Matt. She volunteers with the King County Dependency CASA program.

Susie Burdick of Seattle has been appointed to a term effective August 3, 2006, ending December 31, 2008. Ms. Burdick is the Chief Executive Officer of the Hearing, Speech and Deafness Center, President of the Northwest Development Officers Association and the National Association of Speech and Hearing Centers.

The committee advises the Governor and Legislature on disability issues, generates local action, initiates projects to address specific issues, provides training and assistance to individuals and organizations statewide, conducts workshops and conferences and publishes disability-related materials.

Governor�s Council on Substance Abuse
Darrell Hillaire of Bellingham has been appointed to a term effective August 14, 2006, ending August 3, 2009. Mr. Hillaire is a member of Lummi Indian Business Council.

The council advises the Governor on issues and programs relating to substance abuse, assists with implementing strategies to support community efforts to reduce substance abuse and promotes public awareness and education.

Hanford Area Economic Investment Fund
Gloria Locke of Kennewick has been reappointed to a term effective September 11, 2006, ending June 28, 2009. Ms. Locke owns and operates two clothing stores, Naturally Gloria, and Vintage Vino, a wine and gift shop.

The committee accepts from federal and state agencies loans or grants for the purpose of funding Hanford area revolving loan funds, infrastructure projects or economic development projects and recommends a spending strategy for those funds.

Juvenile Justice Advisory Committee
Darryl Cook of Tukwila has been appointed to a term effective August 15, 2006, ending June 30, 2009. Mr. Cook is the Deputy Director of Reinvesting in Youth for the city of Seattle. He volunteers with Reclaiming Futures 4C�s Mentoring Program.

The Honorable Jerry Cummins of Walla Walla has been reappointed to a term effective August 2, 2006, ending June 30, 2009. Mr. Cummins is retired from Walla Walla Public Schools. He is on the Walla Walla City Council and was the Walla Walla Mayor.

Bonnie Bush of Liberty Lake has been appointed to a term effective August 2, 2006, ending June 30, 2009. Ms. Bush is the Spokane County Juvenile Court Director and serves on the ITT Tech Criminal Justice Advisory Committee.

The Honorable Timothy Farrell of Tacoma has been appointed to a term effective August 14, 2006, ending June 30, 2009. Mr. Farrell is the Vice-chair of the Pierce County Council, where he serves on the Public Safety and Human Services Committee. He is a board member for Safe Streets.

The committee implements the federal juvenile justice and delinquency prevention act, which provides funds to states to improve the juvenile justice system and advises the Governor on priorities for granting federal juvenile delinquency funds and improving the juvenile system.

Municipal Research Council
The Honorable Ted Hikel of Lynnwood has been appointed to a term effective September 11, 2006, ending July 31, 2007. Mr. Hikel retired from Nordstrom, Inc. in 2003 after 25 years of service. He is a member of the Lynnwood City Council and the 911 Emergency Communication Agency for southwest Snohomish County.

The council assures that Washington cities and towns have a comprehensive research and service program.

Pipeline Safety Committee
Robert Bandarra of Vancouver has been appointed to a term effective August 3, 2006, ending July 31, 2009. Mr. Bandarra is the District Manager for the Clark Regional Wastewater District and is on the Salary Review Commission for the city of Vancouver.

The committee advises the Utilities and Transportation Commission and other appropriate federal, state and local government agencies and officials on matters relating to hazardous liquid and gas pipeline safety, routing, construction, operation and maintenance. The committee reviews and comments on proposed rules and on the operation of the state pipeline safety program.

Professional Educator Standards Board
June Canty of Battle Ground has been appointed to a term effective September 11, 2006, ending June 30, 2010. Ms. Canty is a professor and the Director of Education Programs for Washington State University, Vancouver. She is a member of the American Association of Colleges of Teacher Education and the American Council on Rural Special Education.

Shannon Espinoza of Spokane has been appointed to a term effective September 11, 2006, ending June 30, 2010. Ms. Espinoza is a teacher and the program director for the Cheney School District.

Jill Van Glubt of Sammamish has been appointed to a term effective September 11, 2006 ending June 30, 2010. Ms. Van Glubt is a teacher in the Lake Washington School District. She is a member of the Washington Association of Career and Technical Educators and the International and Washington Industrial Technology Education Associations.

Stephen Rushing of Puyallup has been appointed to a term effective September 11, 2006, ending June 30, 2010. Mr. Rushing is the Principal of Pioneer Valley Elementary in Spanaway.

Donna Zickuhr of Anacortes has been appointed to a term effective September 11, 2006, ending June 30, 2010. Ms. Zickuhr is the Principal of Anacortes High School. She is a member of the National Association for Secondary School Principals and the Washington Educational Research Association.

The board will develop a basic skills test for persons entering teacher preparation programs and out of state teachers seeking initial or residency certification. The board may accept an alternative basic skills test for out of state teachers and graduate students in master�s degree level preparation programs.

Sentencing Guidelines Commission
Mary Ellen Stone of Sammamish has been appointed to a term effective August 2, 2006, ending August 3, 2009. Ms Stone is the Executive Director of the King County Sexual Assault Resource Center, a member of the Seattle Archdiocese Review Board and the South County Coalition of Human Services.

The commission evaluates state sentencing policy for both the adult criminal justice system and the juvenile justice system. The recommend standard sentences for felony offenses, study sentencing practices across the state, study the criminal code and make recommendations for modification.

State Advisory Council on Homelessness
Lael Duncan of Tonasket has been appointed to a term effective August 3, 2006, ending January 4, 2010. Ms. Duncan is the Executive Director of the Okanogan County Community Action Council.

Gary Williams of Ferndale has been appointed to a term effective August 3, 2006, ending January 4, 2010. Mr. Williams is the Human Services Division Supervisor for the Whatcom County Health Department. He volunteers on the Whatcom County Homeless Coalition and with NAMI of Whatcom County.

Larry Wright of Issaquah has been appointed to a term effective August 2, 2006, ending January 4, 2008. Mr. Wright is the Executive Director of Operations for the Washington State Mentoring Partnership. He is a member of the National Mentoring Partnership Research Committee and American Evaluators Association.

The council makes annual policy recommendations to the Governor and the Affordable Housing Board on ways to enhance the state's ability to respond to the needs of people who are homeless, who are at risk of being homeless or who have been homeless.

Washington State Arts Commission
Lanie McMullin of Everett has been appointed to a term effective August 3, 2006, ending July 28, 2009. Ms. McMullin is the Executive Director of Economic Development for the City of Everett and a member of Arts United.

Jean Mandeberg of Olympia has been reappointed to a term effective August 3, 2006, ending July 28, 2009. Ms. Mandeberg is a member of the Visual and Environmental Arts Faculty for The Evergreen State College. She is a member of the Northwest Designer Craftsman and Washington State Arts Alliance.

Silvia Lazo of Spokane has been reappointed to a term effective August 2, 2006, ending June 28, 2009. Ms. Lazo is the Director of PRODUCTIONS and volunteers with Hospice of Spokane.

The commission promotes the growth and development of the arts within the state, advises state agencies and officials on matters pertaining to the arts and administers appropriations set aside for acquiring works of art for public buildings.

Washington State Investment Board
Mason Petit of Spokane has been appointed to a term effective September 11, 2006, ending December 31, 2008. Mr. Petit is an employment counselor with Work Source and the Federal Trade Act Program.

The board invests the state's trust and retirement funds.

Western State Hospital Board
Robert Bentley of Port Townsend has been appointed to a term effective August 15, 2006, ending December 5, 2009. Mr. Bentley is retired from the U.S Department of Veteran Affairs, where he worked for the Health Care Administration as a health care training and development specialist. He was the chief executive officer of hospital administration for Dearborn Medical Center in Michigan. He is on the advisory board for the Olympic Area Council on Aging, is a representative for the Statewide Health Insurance Benefits Advisor and a Coast Guard Auxiliary Officer.

Myra Griffin, ARNP, of Lakewood has been appointed to a term effective June 13, 2006, ending December 5, 2009. Ms. Griffin is a clinical nurse specialist at Western State Hospital.

The board monitors the operation and activities of the hospital, reviews and advises on the hospital budget, makes recommendations to the Governor and the Legislature for improving the quality of service provided by the hospital and consults with the secretary of DSHS regarding the selection of the hospital superintendent.
