Governor Gregoire Announces Appointments to Boards and Commissions

Citizens appointed from Camas, Cowiche, Centralia, DuPont, Edmonds, Gig Harbor, Longview, Manson, Olympia, Puyallup, Sammamish, Seattle, Selah, Shoreline, Spokane, Tacoma and Vancouver

OLYMPIA - Governor Chris Gregoire today announced appointments to the following boards and commissions:

Agency Council on Coordinated Transportation
Margaret Casey of Seattle has been appointed to a term effective May 30, 2006, ending June 30, 2008. Ms. Casey works for the city of Seattle Human Resources in Aging and Disability Services as a planning and development specialist.

The council develops standards and strategies for coordinating special needs transportation.

Bates Technical College Board of Trustees
Calvin Pearson, Jr. of Tacoma has been appointed to a term effective June 15, 2006, ending September 30, 2011. Mr. Pearson is the vice president of Columbia Bank and manages three of the Tacoma branches. The South Sound Business Examiner recently named him as one of the top 40 most influential business leaders under the age of 40. He was elected to participate in the American Leadership Forum in Pierce County and volunteers with the Tacoma Urban League, the Tacoma Club and Safe Streets.

The board is the governing board for Bates Technical College.

Board of Nursing Home Administrators
Ila Pound of Edmonds has been appointed to a term effective May 30, 2006, ending May 28, 2011. Ms. Pound is a registered nurse and works with the Edmonds-Woodway School District as a clinical supervisor overseeing the clinical experience required for nursing assistant students in a long-term care environment.

The Board administers the licensure and registration process for nursing home administrators.

Cemetery Board
Clifford Duncan of Camas has been appointed to a term effective May 30, 2006, ending January 15, 2010. Mr. Duncan is retired after working as a consultant for business organization and finance. He is a member of the Camas Cemetery committee and the Camas School District advisory group.

The board grants certificates of authority to operate cemeteries owned by corporations, grants pre-arrangement sales licenses and crematory licenses, reviews audit results of endowment-care and pre-arrangement trust funds, holds disciplinary hearings on title violations and adopts and amends rules. They also consult with the Board of Funeral Directors and Embalmers on rules for cremation and crematories.

Eastern State Hospital Advisory Board
Kelley Reinsmith of Spokane has been appointed to a term effective May 30, 2006, ending December 5, 2009. Ms. Reinsmith is the contract manager and program planner for the Spokane County Regional Support Network. She was a special projects planner for Aging and Long-Term Care of Eastern Washington and volunteers with the Spokane Sheriff�s Department Critical Incident Stress Debriefing Team.

The board monitors the operation and activities of the hospital, reviews and advises on the hospital budget, makes recommendations to the Governor and the Legislature for improving the quality of service provided by the hospital and consults with the secretary of DSHS regarding the selection of superintendent

Executive Board of the (Energy Northwest) Washington Public Power Supply System
Larry Kenney of Seattle has been reappointed to a term effective July 1, 2006, ending June 30, 2010. Mr. Kenney served as president of the Washington State Labor Council, AFL-CIO, from 1986 - 1993. He has served on the Washington Board of Tax Appeals.

The Washington Public Power Supply System is a joint-operating agency and municipal corporation of the state of Washington.

Governor�s Affirmative Action Policy Committee
Sherri-Ann Burke of Olympia has been reappointed to a term effective June 1, 2006, ending May 31, 2009. Ms. Burke is the senior field representative for the Washington Federation of State Employees. She was a records specialist with the Department of Corrections and has volunteered for Safeplace.

The committee reviews and approves state agency affirmative action plans.

Hispanic Affairs Commission
Timothy Lopez of Gig Harbor has been appointed to a term effective June 1, 2006, ending August 1, 2007. Mr. Lopez is the Assistant Chief of Police for the city of Lakewood. Before coming to Lakewood, he was a Lieutenant with the Bremerton Police Department.

The commission ensures that state programs are providing the assistance needed by the Hispanic community and advises state agencies on developing and implementing policies, plans and programs that focus on the needs of the Hispanic community.

Jail Industries Board
Howard Yarbrough of Olympia has been reappointed to a term effective June 1, 2006, ending May 31, 2009. Mr. Yarbrough is a program administrator for Correctional Industries and a member of the National Correctional Industries Association.

The board offers advice to cities and counties on developing, promoting and implementing consistent, safe, and efficient offender work programs.

Law Enforcement Officers and Firefighters Plan 2 Pension Board
Glenn Olson of Vancouver has been appointed to a term effective May 30, 2006, ending June 30, 2007. Mr. Olson is the director of the Clark County Office of Budget and Information Services.

The board provides an actuarial reserve system for the payment of death, disability and retirement benefits to law enforcement officers and fire fighters and to the beneficiaries of such employees

Lottery Commission
M. Lyle Jacobsen of Manson has been reappointed to a term effective August 3, 2006, ending August 2, 2012. Mr. Jacobsen was in state service for over 20 years before retiring in 1993. He served as the Assistant State Treasurer and the director and deputy director of the Office of Financial Management.

The commission adopts rules to establish and operate a state lottery, sets prices of tickets, prizes, frequency of contests, manner and time of payments to winners and licenses lottery ticket agents and sets their compensation.

Lower Columbia College Board of Trustees
Max Anderson of Longview has been appointed to a term effective July 1, 2006, ending September 30, 2010. Mr. Anderson is a member of the Washington Bar Association and a registered investment advisor. He is the president of the Lower Columbia College Foundation board of directors and volunteers as the head soccer coach for the women�s soccer team at Lower Columbia College.

The board is the governing board for the college.

Marine Employees Commission
Elizabeth Ford of Seattle has been reappointed to a term effective June 16, 2006, ending June 15, 2011. Ms. Ford is an attorney specializing in matters of labor and employment. She is an adjunct professor teaching labor law at Seattle University School of Law.

The commission adjusts all complaints, grievances and disputes between labor and management arising out of the operation of the ferry system, provides for impasse mediation, conducts fact-finding and salary surveys and provides for the selection of impartial arbitrators.

Salmon Funding Recovery Board
David Troutt of DuPont has been reappointed to a term effective July 16, 2006, ending July 15, 2010. Mr. Troutt is the natural resources director for the Nisqually Indian Tribe. He is also the chair for the Nisqually River Council and president of the Nisqually River Foundation.

The board is responsible for making grants and loans for salmon habitat projects and salmon recovery activities from the amounts appropriated to the board.

State School for the Blind Board of Trustees
Jim Kemp of Cowiche has been appointed to a term effective May 25, 2006, ending July 1, 2010. Mr. Kemp is a retired teacher who taught in the Highland school district for 33 years. He is a volunteer firefighter and actively involved with Leader Dog for the Blind. He is the vice council chairperson for the Lions Club International.

The board of trustees serves the educational needs of visually impaired and blind students throughout the state. They develop a comprehensive curriculum to maximize and develop students' skills to live, work and be capable, contributing, independent citizens.

Washington Commission on National and Community Service
Denise Nichols of Selah and Mary Wilkosz of Seattle have been appointed to terms effective May 30, 2006, ending February 15, 2009. Ms. Nichols is the parks and recreation manager for the city of Yakima, is on the Selah City Council and is the current president for the Washington Recreation and Parks Association. Ms. Wilkosz is the first vice president and manager of Employee Giving Programs, Corporate & Employee Giving for Washington Mutual. She is a member of the Olympic Park Institute and former board member for the Rivers Council of Washington and Earth Share of Washington.

The commission implements the federal National and Community Trust Act of 1993 (which created Americorps), initiates activities or projects that expand and promote the concept of service beyond the scope of federal resources. The commission provides leadership and vision to local volunteer organizations, civic and community groups and units of government to make service a part of the lives of all of the citizens of the state.

Washington Health Insurance Pool
Dorothy Graham of Sammamish has been appointed to a term effective May 30, 2006, ending May 31, 2009. Ms. Graham is the owner of The Graham Group, a human resources consulting group. She is a member of the board of directors for Pacific Medical Centers and Group Health Community Foundation.

The board develops and approves a uniform screening mechanism for subscribers to enter the pool. The board also manages the pool, sets assessments on member health plans and collects premiums from subscribers.

Western State Hospital Advisory Board
H. Sue Killillay of Centralia has been appointed to a term effective May 30, 2006, ending December 5, 2009. Ms. Killillay is the executive director for Cascade Mental Health Care. She is a member of the Washington Community Mental Health Council and on the advisory board for the University of Washington Rural Mental Health Nursing board.

The board monitors the operation and activities of the hospital, reviews and advises on the hospital budget, makes recommendations to the Governor and the Legislature for improving the quality of service provided by the hospital and consults with the secretary of DSHS regarding the selection of the hospital superintendent.

Washington Nursing Care Quality Assurance Commission
Linda Batch of Shoreline has been appointed to a term effective May 30, 2006, ending June 30, 2010. Mariann Williams of Tonasket has been reappointed to a term effective June 30, 2006, ending June 29, 3010. Ms. Batch is a coordinator for Health & Rehabilitation of North Seattle where she assesses, reviews and completes all Medicare, Medicaid and private pay assessments. Ms. Williams has been a nursing educator for the past 25 years and is a nurse practitioner with North Valley Hospital.

The commission regulates the competency and quality of nursing care professionals by establishing, monitoring and enforcing qualifications for licensing and consistent standards of practice, continuing competency mechanisms and discipline.
