Governor Gregoire Announces Appointments to Boards and Commissions

Citizens appointed from Burien, Centralia, Fox Island, Kennewick, Kent, Lynnwood, Mattawa, Montesano, Newcastle, Oak Harbor, Olympia, Pasco, Port Townsend, Prosser, Renton, Richland, Seattle, Spokane, Spokane Valley, Tacoma, Tukwila, Tumwater, Vancouver, Walla Walla and Winthrop

OLYMPIA - Governor Chris Gregoire today announced appointments to the following boards and commissions:

Building Code Council
The Honorable William L. �Mac� McDowell of Oak Harbor has been appointed to a term effective May 5, 2006, ending January 5, 2009. Mr. McDowell acts as the county coordinator for the Naval Air Station Whidbey Task force and has served for the past 12 years as the county commissioner for Island County. Before becoming the commissioner, he was a Washington civil engineer.

The Honorable Steven M. Mullet of Tukwila has been reappointed to a term effective May 5, 2006, ending January 5, 2009. Mr. Mullet is in his second term as mayor and previously served 8 years on the Tukwila city council.

The board adopts and amends building codes and is responsible for recommending building code revisions and providing technical and general assistance to building officials about adopted codes relating to uniform building, energy and barrier-free designs.

Commission on Judicial Conduct
Marianne Connelly and Bonnie White of Spokane have been reappointed to terms effective May 3, 2006, ending June 16, 2010. Ms. Connelly has served on the Juvenile Justice Advisory Committee and the Commission on Washington State Courts. Ms. White has been the program administrator for the past 20 years at Gonzaga Law School.

The board reviews complaints alleging possible violations of the Code of Judicial Conduct and enforces state ethics legislation for all members and employees of the state judicial system

Correctional Industries Board of Directors
Dr. Rev. Amos Landry, Jr. of Seattle has been appointed to a term effective May 5, 2006, ending September 25, 2008. Dr. Landry is the senior pastor at People�s Institutional Baptist Church.

The board advises the Department of Corrections on work experience and inmate training programs and on fund investment from enterprises and work programs.

Criminal Justice Training Commission
Chief Gil Kerlikowske of Seattle has been appointed to a term effective May 30, 2006, ending June 30, 2010. Chief Kerlikowske is the police chief for the city of Seattle and began his law enforcement career in 1972. He served in the U.S. Army Military Police and is a member of the Washington Association of Sheriffs and Police Chiefs and the King County Police Chiefs Association.

Shon Small of Prosser has been appointed to a term effective May 30, 2006, ending June 30, 2011. Mr. Small is a detective and training coordinator for the Benton County Sheriff�s office. He was a member of the Benton County Regional SWAT team and sniper observer team and teaches safety awareness to 5th grade classes.
The commission develops and implements training standards and programs for criminal justice personnel and establishes standards relating to physical, mental and moral fitness for recruiting criminal justice personnel.

Economic Development Finance Authority
Roy Berg of Spokane has been appointed to a term effective April 27, 2006, ending October 19, 2009. Mr. Berg is a practicing attorney specializing in telecommunications taxes, corporate financing and tax and estate planning.

The board helps small and medium-sized businesses meet their capital needs.

Eastern State Hospital Advisory Board
Lynn Pankonin of Spokane has been appointed to a term effective April 28, 2006. Ms. Pankonin is the consulting cultural collections manager and tribal historian for the Spokane Tribe.

John M. Roll, Ph.D. of Spokane has been appointed to a term effective April 28, 2006. Mr. Roll is Director at the Washington Institute for Mental Illness Research and Training, as well as adjunct faculty at the WSU Department of Psychology and adjunct assistant professor at the UW Department of Psychiatry.

The board monitors the operation and activities of the hospital, reviews and advises on the hospital budget, makes recommendations to the Governor and the legislature for improving the quality of service provided by the hospital and consults with the director of the Department of Social and Health Services regarding the selection of a superintendent.

Fire Protection Policy Board
Donald �Bud� Hover of Winthrop has been appointed to a term effective May 30, 2006, ending April 15, 2009. Mr. Hover is a farmer and a county commissioner representing the second district in Okanogan County.

The board sets policy on fire-protection matters and advises and assists the chief of the state patrol and the director of fire protection on all fire-protection matters and in developing a budget.

Governor�s Committee on Disability Issues and Employment
Mary Ann Melton of Mattawa, James F. Morris of Vancouver, Irma Hill of Seattle, M. John Roberts, PhD, of Walla Walla and Jeff Shannon of Lynnwood have been appointed to terms effective May 5, 2006, ending December 31, 2008.

Ms. Melton is a speech and language pathologist for the Wahluka School District. She served as vice president of the Disability Awareness Association of WSU from 2003 to 2004 and as president from 2004 to 2005. She received her bachelor of arts in speech and hearing sciences from Washington State University.

Mr. Morris acted as co-chair of the Clark County Human Services Coalition and received an Honorable Discharge from the U.S. Marine Corps as a Korean War veteran.

Ms. Hill is the manager of King County METRO and program manager of the King County Developmental Disabilities Division.

Mr. Roberts is the director and southeast region staff counselor for the Department of Corrections and holds a masters degree in social work. He is active with the American Association of Marriage and Family Therapists and the American Red Cross.

Mr. Shannon has worked as a writer, film critic, essayist and journalist since 1984, contributing regularly to New Mobility magazine. He has been involved with the northwest chapter of the Spinal Cord Society for 25 years.

The committee advises the Governor and Legislature on disability issues, initiates projects to address specific issues, provides training and assistance to individuals and organizations statewide and publishes disability-related materials.

Governor�s Council on Substance Abuse
Joel Chavez of Pasco has been reappointed to a term effective May 5, 2006, ending August 3, 2008. Mr. Chavez is a substance abuse prevention specialist for both Benton and Franklin counties� Department of Human Services. He serves on several state boards and commissions, including the Washington State Prevention Certification Board.

The council advises the Governor on issues and programs relating to substance abuse, assists with implementing strategies to support community efforts to reduce substance abuse and promotes public awareness and education.

Governor�s Steering Committee on EMS and Trauma Services
Dr. Lori J. Morgan of Tacoma has been appointed to serve a term effective May 5, 2006, ending August 15, 2008. Ms. Morgan is the medical director for the Tacoma Trauma Trust and a member of the Eastern Association for the Surgery of Trauma. She is the chair of the West Region Quality Improvement Forum.

The committee reviews the requirements for pre-hospital emergency and ambulance services throughout the state and the proposed administrative rules relating to emergency medical services, reviews regional emergency management plans and recommends changes and advises on rules regarding poison information centers.

Higher Education Coordinating Board
Charley Bingham of Fox Island has been appointed to a term effective May 3, 2006, ending June 30, 2010. Mr. Bingham is the retired executive vice president of Weyerhaeuser Company. He is a board member of Puget Energy, the Arts Fund and the Evergreen Forest Trust. He also serves on the executive committee of the Cascade Land Conservancy's Cascade Agenda.

The board studies, plans and coordinates higher education among various institutions and agencies within the state.

Interagency Coordinating Council for Infants and Toddlers with Disabilities and Their Families
Dawn M. Williams of Seattle has been appointed to serve a term effective May 5, 2006, ending January 6, 2009. Ms. Williams is the disabilities content specialist for the Administration for Children and Families region 10. She is also a member of the King County Interagency Coordinating Council and serves as communications chair of the Infant and Early Childhood Conference Committee.

The council advises and assists the Department of Social and Health Services and participating state agencies to coordinate, develop and implement policies dealing with early-intervention services.

Hanford Area Economic Invest Fund Committee
The Honorable Rita Mazur of Richland has been appointed to a term effective April 27, 2006, ending June 28, 2008. Ms. Mazur has been a Richland city councilmember since 1995 and has worked with several committees including acting as a liaison to the economic development committee and the Port of Kennewick.

The committee accepts federal and state loans or grants for the purpose of funding Hanford area revolving loan funds, infrastructure projects and economic development projects and recommends a spending strategy for those funds.

Home Care Quality Authority Board
Lawrence (Larry) W. Garman of Montesano has been appointed to serve a term effective May 5, 2006, ending July 1, 2007. Mr. Garman is a member of the Washington Developmental Disabilities Council, co-leader of the Grays Harbor Group of the Washington State Fathers Network and a participant in the Arc of Grays Harbor�s Hope for Horses, a horseback riding group for children with disabilities.

The board regulates and improves the quality of long-term in-home care services by recruiting, training and stabilizing the work force of individual providers.

Interagency Committee of State Employed Women
Carri Brezonick of Burien, Mary Leftridge Byrd of Tumwater and Ululani Ortiz of Newcastle have been appointed to terms effective April 27, 2006, ending June 30, 2008.

Ms. Brezonick is the deputy director for the Criminal Justice Training Commission.

Ms. Byrd is the deputy secretary in the community corrections division for the Department of Corrections.

Ms. Ortiz is a program assistant in constituent services in the Office of the Governor.

The committee examines and defines issues pertaining to the rights and needs of women employed in state government, making recommendations to the Governor and state agencies with respect to desirable changes in program and law especially in the area of education, training, career development and other conditions of employment.

Legislative Ethics Board
Neil Amondson of Centralia has been appointed to a term effective May 4, 2006, ending September 30, 2007. Mr. Amondson is a development manager for the Kirkbride Group in Lacey and a manager and partner with Sovran Development Group, a Pacific Northwest commercial industrial developer. He was a state representative and senator in the 20th district from 1987 to 1994.

This board enforces state ethics legislation with respect to members of the legislature and legislative employees.

Pollution Control/Shorelines Hearing Board
Bill Lynch of Olympia has been reappointed a term effective May 3, 2006, ending June 30, 2012. Mr. Lynch is the senior staff counsel for the Office of Program Research for the Washington State House of Representatives. He has also served as the staff coordinator of the Washington State Senate.

This board hears appeals with respect to decisions and orders of the Department of Ecology and with respect to all decisions of air pollution control boards or authorities. Members also serve on the Shorelines Hearings Board, which hears appeals of any person aggrieved by the granting, denying or rescinding of a permit on shorelines

Rehabilitation Council for the Blind
Linda S. Wilder of Tacoma, Robert J. Huven of Seattle and Alco Canfield of Seattle has been appointed to serve a term effective May 5, 2006, ending September 30, 2008.

Ms. Wilder is a vocational rehabilitation counselor for the Washington Department of Services for the Blind and also holds a national certification for rehabilitation counseling.

Mr. Huven is a rehabilitation coordinator for the Client Assistant Program and a certified rehabilitation counselor with the National Rehabilitation Association, as well as a certified sign language interpreter. He is a past member of the Washington Registry of Interpreters for the Deaf and Abused Deaf Women�s Advocacy Services.

Ms. Canfield was a case resource manager for the Washington division of developmental disabilities and a former teacher for the Washington Department of Services for the Blind.

The council advises the director of the Department of Services for the Blind.

State Rehabilitation Council
Sandra Carr of Spokane Valley has been appointed to serve a term effective April 28, 2006, ending September 30, 2008. Ms. Carr is a counselor for the state of Washington, a former chair of the Developmental Disabled Council and a board member for the Washington Protection and Advocacy System. She served on the division of alcohol and substance abuse council for three years.

The council reviews, analyzes and advises the general vocational rehabilitation program of responsibilities under the Rehabilitation Act and reviews the preparation of the state plan, the strategic plan, reports, needs assessments and evaluations.

State Advisory Council on Homelessness
Bill Block of Seattle has been appointed to a term effective April 10, 2006, ending January 4, 2010. Mr. Block is the project director for the Committee to End Homelessness in King County. He volunteers for several other committees including the Low Income Housing Levy Oversight Commission and chairs the Seattle Center Advisory Commission.

The council makes annual policy recommendations to the Governor and the Affordable Housing Board on ways to enhance the state's ability to respond to the needs of people who are homeless, who are at risk of being homeless or who have been homeless.

State Independent Living Council
Sean Barrett of Seattle has been appointed to a term effective April 5, 2006, ending September 30, 2010. Mr. Barrett is the Executive Director of the disAbility Resource Connection. He is a member of several organizations including the Everett Mayor�s Diversity Group, the Snohomish County Special Needs Transportation Group and the Regional Coordinated Transportation Group.

The council develops and submits the state plan for independent living jointly with the department of Social and Health Services and Health Services division of vocational rehabilitation and the department of Services for the Blind. They coordinate activities with the State Rehabilitation Council, the State Rehabilitation Council for the Blind and other councils that address the needs of disability population.

State Council on Aging
The Honorable David W. Sullivan of Port Townsend has been appointed to a term effective May 5, 2006, ending September 15, 2008. Mr. Sullivan is a Jefferson county commissioner. He serves as the vice chairman on the Jefferson county board of health and on the Substance Abuse Services Advisor Board.

This board advises the Governor and Department of Social & Health Services on policies, programs and services affecting older people.

Tobacco Settlement Authority
Sue Painter of Kent has been reappointed to a term effective May 4, 2006, ending May 3, 2010. Ms. Painter is the system director for treasury services at Providence Health System. She is responsible for the treasury services of 27 institutions and related foundations of the multi-state, not-for-profit health care system. She was the treasurer of Public Utility District No. 1 of Clark County from 1982 to 1988.

Randy Main of Seattle has been reappointed to a term effective May 4, 2006, ending May 3, 2010. Mr. Main is vice president and chief financial officer at the Fred Hutchinson Cancer Research Center. His responsibilities at the center include all corporate financial management, budget development, research grant and contract administration and risk management. Prior to joining the center, Mr. Main served as controller for Washington Physician's Service.

The tobacco prevention and control account is created in the state treasury. The source of revenue for this account is transferred to the account from the tobacco settlement account, investment earnings, donations to the account and other revenues as directed by law. Expenditures from the account are subject to appropriation.

Traffic Safety Commission
The Honorable Pam Carter of Tukwila has been appointed to a term effective April 27, 2006, ending at the Governor�s pleasure. Ms. Carter is president of the Association of Washington Cities and a city of Tukwila councilmember. She is on the South County Area transportation board, King County�s transit advisory board and the Puget Sound Regional Council�s transportation policy board.

The commission addresses the problems of traffic safety and accident prevention within the state.

Washington State Medical Quality Assurance Commission
Dr. Leslie M. Burger of Vancouver has been appointed to serve a term effective July 1, 2006, ending June 30, 2010. Dr. Burger is retired from the Department of Veterans Affairs as a veterans� health administrator, where he previously served as chief medical officer and director.

Dr. Samuel Selinger of Spokane has been reappointed to serve a term effective July 1, 2006, ending June 30, 2010. Dr. Selinger is a cardiovascular surgeon at NW Heart and Lung Surgical Associates and for the past five years has been medical director of the Cardiac Service Line at Sacred Heart Medical Center in Spokane. He is a member of the Washington State Prescription Drug Assistance Foundation and the management committee of Clinical Outcomes Assessment Program.

The commission is responsible for regulating the competency and quality of medical professionals licensed to practice medicine and surgery by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms and discipline.

Western State Hospital Board
Savio Chan of Renton has been appointed to serve a term effective May 5, 2006, ending December 31, 2009. Mr. Chan is a recent retiree who worked for 26 years as a psychologist in various state institutions including Rainier State School and in the Department of Corrections at the Town Rivers Correction Center where he was in charge of psychological services for mentally ill offenders.

John A. Chiles, MD, of Port Townsend has been appointed to serve a term effective May 5, 2006, ending December 31, 2009. Mr. Chiles is a self-employed consultant and owner of Two Coyote Vineyards in Rattlesnake Hills, Yakima. He is an adjunct professor in the College of Pharmacy at the University of Texas at Austin and clinical professor of psychiatry at the University of Washington School of Medicine. He is a member of the International Expert Advisory Committee for the Beijing Suicide Research and Prevention Center and psychiatric consultant for ECG Management Consultants Group.

The board monitors the operation and activities of the hospital, reviews and advises on the hospital budget, makes recommendations to the Governor and legislature for improving the quality of service provided by the hospital and consults with the Department of Social and Health Services regarding the selection of the hospital superintendent.

Washington Council for Prevention of Child Abuse and Neglect
Ron Murphy, Sr. of Tacoma has been appointed to serve a term effective June 30, 2006, ending June 30, 2009. Mr. Murphy is the director of Casey Family Programs for Washington State Strategy. He is the chair of the Children�s Administration�s Youth and Families Advisory Committee.

The council�s responsibilities include establishing community-based educational and service programs aimed at preventing child abuse and neglect, establishing the Children�s Trust Fund and adopting necessary and appropriate rules.

Veterinary Board of Directors
William H. Keatts of Kennewick has been appointed to a term effective May 5, 2006, ending December 24, 2010. Mr. Keatts is a doctor at the Vista Veterinary Hospital. He also is serving on the Southeastern Washington Veterinary Medical Association and on the Washington State Veterinary Medical Association as a member of the executive committee.

This board examines candidates for licensing and registration investigates and holds hearings on violations of the regulatory law and recommends and adopts rules and regulations for administering the regulatory law.

Washington Commission on National and Community Service
Scott G. Smith of Lynnwood has been appointed to a term effective May 5, 2006, ending February 15, 2009. Mr. Smith is the police chief of the Mountlake Terrace Police Force. He is an executive board member on the Washington State Association of Sheriffs and Police Chiefs.

This board implements the National and Community Trust Act of 1993, which created Americorps. They initiate activities and projects that expand and promote the concept of service beyond the scope of federal resources and provide leadership and vision to local volunteer organizations, civic and community groups and units of government.
