Governor Gregoire Announces Boards and Commissions Appointments

Citizens appointed from Aberdeen, East Wenatchee, Everett, Lacey, Liberty Lake, Mount Vernon, Olympia, Seattle, Tacoma, Vancouver, Walla Walla, Woodinville and Yakima


OLYMPIA � Governor Chris Gregoire today announced appointments to the following boards and commissions:

State Board for Community and Technical Colleges

Sharon Fairchild of Liberty Lake has been reappointed to a term effective April 4, 2006, ending April 3, 2010. Ms. Fairchild is the vice president for marketing and system development at Providence Services Eastern Washington. She was a consultant for Fairchild Consulting, LLC and served as the president of Group Health Northwest from June 1998 � January 2000.

The board governs the state's community and technical college system. Board members prepare and submit to the Governor the budget for the community and technical colleges system, disburse funds to the 30 colleges and establish standards for staffing, financial procedures, curriculum, degree and admission policies.

Hispanic Affairs Commission

Victor Chacon of Walla Walla has been appointed to a term effective April 5, 2006, ending August 1, 2008. Mr. Chacon is the director for multi-cultural services for Walla Walla Community College. He is the founder of the Latino American Forum of Walla Walla and was an adjunct professor of music at Whitman College.

The commission ensures that state programs are providing the assistance needed by the Hispanic community and advises state agencies on developing and implementing policies, plans and programs focusing on the needs of the Hispanic community.

State Interagency Coordinating Council for Infants & Toddlers with Disabilities & Their Families

Bronwyn Vincent of Olympia, Jane Campbell of Seattle, Melinda Dyer of Aberdeen, Sharon Lehnert Reddick of Olympia, and T. Simmons of Tacoma have been appointed to terms effective April 5, 2006, ending January 6, 2009.

Ms. Vincent is a program administrator and the children�s lead with mental health services in the Department of Social and Health Services.

Ms. Campbell is the assistant director for the King County Developmental Disabilities Division.

Ms. Dyer is a program supervisor for the Education of Homeless Children and Youth in the Office of Superintendent of Public Instruction.

Ms. Lehnert Reddick is the Early and Periodic Screening, Diagnosis and Treatment program manager for the Department of Social and Health Services. She is the Health and Recovery Services Administration contact for Children with Special Health Care Needs and the Infant and Toddler Early Intervention Program.

Ms. Simmons is a manager for the Child Care and Early Childhood program for the Department of Social and Health Services, Children�s Administration division.

The council advises and assists the Department of Social and Health Services and participating state agencies to coordinate, develop and implement policies dealing with early-intervention services.

Information Services Board

Michael Watson of Olympia has been appointed to a term effective April 5, 2006, ending at the Governor�s pleasure. Mr. Watson is the chief deputy with the Office of the Insurance Commissioner and is responsible for all agency divisions including company supervision, rates, consumer protection, legal affairs, operations, public affairs, legislative and policy.

The board develops standards, policies and procedures for managing state information services.

Law Enforcement Officers & Fire Fighters Plan 2 Pension Board

Clinton Olson of Woodinville and Greg Cuoio of Lacey have been appointed to terms effective April 5, 2006, ending June 30, 2007.

Mr. Olson is a former King County Sheriff police officer. He was elected Fire Commissioner to the Woodinville Fire and Life Safety District in 1999 and reelected in 2005. Mr. Olson is a U.S. Army veteran.

Mr. Cuoio has been the Lacey city manager for the past eighteen years. Prior to this, he was the assistant manager for the city of Kennewick for nine years. He volunteers with the Lacey Sister City Committee, the Lacey Rotary Club and the Lacey Fun Fair committee.

The board provides for an actuarial reserve system for the payment of death, disability, and retirement benefits to law enforcement officers and fire fighters, and to beneficiaries of such employees.

Commission on Pesticide Registration

Jay Schafer of Mount Vernon has been reappointed to a term effective April 5, 2006, ending June 30, 2007. Mr. Schafer is the owner of Schafer Ag Services, LLC. Mr. Schafer is a member of the Western Washington Crop Advisory committee and the California Spinach board.

The commission provides guidance to the Washington State University Food Safety and Environmental Quality Lab in the area of pesticide registrations for minor crops and minor uses and in regard to the availability of pesticides for emergency use. They approve use of state monies appropriated to WSU specifically for studies or activities regarding pesticide registrations.

Public Works Board

The Honorable Ray Stephanson of Everett has been appointed to a term effective April 5, 2006, ending June 30, 2007. Mr. Stephanson is the Mayor for the city of Everett. He has served as the city executive director, focusing on economic development, budget finance, planning and transportation.

The board administers public-works assistance funds and makes loans to various forms of local government for public-works projects.

Women�s History Consortium

Janet Gallimore of Vancouver and Teresa Contresas of East Wenatchee have been appointed to terms effective April 6, 2006, ending at the Governor�s pleasure.

Ms. Gallimore is the director of education and community engagement for the Confluence Project. She was a director of the Lake Forest Preserves, directing the cultural resources programs of the county, including the Lake County Discovery Museum and the Greenbelt Cultural Center. She is a mentor for Women in Action in Vancouver and for Big Brothers, Big Sisters.

Ms. Contresas is employed with the Children�s Administration division in the department of Social & Health services and is a member of the Diversity Council for the city of Wenatchee, as well as the NCW Hispanic Chamber of Commerce.

The consortium is charged with preserving women's history through the Washington State Historical Society and making recommendations for statewide commemoration of the centennial of the adoption in 1910 of the Fifth Amendment to the Washington Constitution, which guaranteed women's suffrage.

Board of Accountancy

Lauren Jassny of Seattle has been appointed to a term effective April 6, 2006, ending June 9, 2007. Jassny is the chief credit and CRA officer for the Commerce Bank of Washington.

The board regulates public accounting through examinations, licensing, complaint investigation and continuing professional education.

Board of Directors Convention and Trade Center

Frank Finneran of Seattle has been reappointed as Chair to a term effective April 6, 2006, ending May 17, 2006. Terry McLaughlin and Jerome Hillis of Seattle have been reappointed to terms effective April 6, 2006, ending May 17, 2012.

Mr. Finneran is the president of Frank K. Finneran, an independent hotel consulting firm. He is the president of the Puget Sound Tourism coalition and the director of the executive committee for the Seattle/King County Convention and Visitors Bureau.

Mr. McLaughlin is the executive vice president for the Basketball Club of Seattle, LLC. He is the former deputy director for the Seattle Center and is currently the secretary of the board for the Seattle Aquarium Society.

Mr. Hillis is an attorney with Hillis, Clark, Martin and Peterson, L.S. He is the former alumni director of Whitman College and a former trial lawyer with the department of Justice.

The board is a public non-profit corporation formed for the purpose of constructing and operating a state convention and trade center in Seattle.

State Advisory Council on Homelessness

Diane Christie of Vancouver and LuPita Gutierrez-Parker of Yakima have been appointed to terms effective April 10, 2006, ending January 4, 2010.

Ms. Christie is the executive director of Share, a nonprofit organization that operates four shelters, supportive service programs and transitional housing.

Ms. Guitierrez-Parker is the executive director of the Yakima County Coalition for the Homeless. She serves on the Central Washington Comprehensive Mental Health board of directors and the Rural Farmworker Housing Services board of directors.

The council makes annual policy recommendations to the Governor and the affordable housing board on ways to enhance the state's ability to respond to the needs of people who are homeless, who are at risk of being homeless or who have been homeless.
