Governor Gregoire Announces Appointments to Boards and Commissions

Citizens appointed from Auburn, Bellevue, Bonney Lake, Centralia, College Place, Goldendale, Issaquah, Maple Valley, Newcastle, Olympia, Omak, Redmond, Seattle, Spokane, Walla Walla, Woodland, Yakima and Yelm


OLYMPIA � Governor Chris Gregoire today announced appointments to the following boards and commissions:

Board of Directors Spokane Intercollegiate Research & Technology Institute

Jeff Severs of Spokane has been appointed to a term effective March 2, 2006, ending June 30, 2008. Mr. Severs is president and CEO of Isothermal Systems Research, Inc. and is a retired Colonel in the United States Air Force. Mr. Severs serves on the executive committee of the Spokane Region Chamber of Commerce and is the executive board director of the American Electronics Association.

Janet Gilpatrick of Spokane has been reappointed to a term effective March 2, 2006, ending June 30, 2008. Ms. Gilpatrick is self-employed and runs JL Gilpatrick & Associates. She is a member of Mobius, the Spokane Intercollegiate Research and Technology Institute�s Foundation and the Washington Medical Association. Ms. Gilpatrick volunteers her time with numerous organizations, including KSPS Public Television, Planned Parenthood, the Cousteau Society and the Spokane Chamber of Commerce.

The board is responsible for developing and approving the Spokane Intercollegiate Research & Technology Institute's general operating procedures and annual operating budget; approving and allocating funding for research projects, and coordinating research and development and training programs with other institutes of higher education.

Board of Osteopathic Medicine and Surgery

Catherine Hunter of Auburn has been appointed to a term effective March 9, 2006, ending July 4, 2006. Ms. Hunter is a physician and the owner of Hunter Women�s Health Care in Auburn. She is a member of the Washington State Obstetrical Society, the King County Medical Society, and the Washington State Medical Society, and serves on the Valley Breast Center Medical advisory board. Ms. Hunter traveled to South Africa in 2005 as a health ambassador to study women�s health issues and AIDS.

The board examines candidates for licensure and registration, holds disciplinary hearings, adopts standards of professional conduct and recommends and adopts rules and regulations for administering regulatory law.

Emergency Management Council

Steven Bailey of Maple Valley has been appointed to a term effective March 1, 2006, ending at the Governor�s pleasure. Mr. Bailey is the director of the Pierce County Department of Emergency Management and is a 27-year veteran of the Seattle Fire Department. Mr. Bailey is a member of the Washington State Emergency Managers Association and a past president of the King County Fire Chief�s Association.

The council advises the Governor and director of the Military Department on all matters relating to state and local emergency management and provides the Governor with an annual assessment of statewide preparedness for all natural, technological and man-made hazards. It periodically convenes in special session as the State Emergency Response Committee to improve emergency preparedness, mitigation, response and recovery for hazardous materials.

Emergency Medical Services/Trauma Care Steering Committee

Harvey Crowder of Walla Walla, John Milne of Issaquah, Russell McCallion of Bonney Lake and Sharon Cox of Goldendale have been appointed to terms effective February 27, 2006, ending August 15, 2008. Mr. Crowder is a public health administrator with the Walla Walla County Health Department. He is a retired United States Air Force Colonel, during which time he worked as the chief of the prevention division for the Office of the Surgeon General. Mr. Crowder is a member of the Washington Public Health Association, the American Public Health Association and is an active member of the Walla Walla Kiwanis Club.

Mr. Milne is president of the Eastside Emergency Physicians as well as co-director of emergency medicine at Swedish Medical Center in Issaquah. He serves on the governing council of the American College of Emergency Physicians and on the board of directors of the Emergency Medicine Residents Association. Mr. Milne is an active member of his community, serving on the Issaquah Chamber of Commerce and volunteering his time with the Issaquah Compassion House and Issaquah Valley Elementary Bear Scouts, where he is a co-den leader.

Mr. McCallion is the assistant chief of medical services and logistics for East Pierce Fire and Rescue. He is a member of the International Association of Fire Chiefs, where he serves on the EMS conference planning committee and is the chair of the Pierce County EMS quality improvement committee. In 1985, McCallion founded the San Francisco Paramedic Association, with which he is still active today.

Ms. Cox is the chief executive officer of the Public Hospital District #1 of Klickitat County and is the second vice president for Altrusa International. Ms. Cox is a board member of the Greater Goldendale Area Chamber of Commerce.

Kathleen Jobe of Seattle, Kathy Emde of Redmond and Suzanne Rector of Omak have been reappointed to terms effective February 27, 2006, ending August 15, 2008. Dr. Jobe is the medical director of the University of Washington emergency department and works as a staff physician at the University of Washington Medical Center. She serves on the board of directors for both the Washington state chapter of the American College of Emergency Physicians and the Seattle-King County Disaster Team and is an active member of the WA-1 Disaster Medical Assistance Team.

Ms. Emde is a trauma services coordinator at Overlake Hospital Medical Center. She is a member of numerous organizations, including the National Emergency Nurses Association and the Washington State Emergency Nurses Association. Ms. Emde is also founder and chairperson of Washington Emergency Nursing Education Council.

Ms. Rector is the director of patient care services at Mid-Valley Hospital in Omak. She is a member of the American Association of Critical Care Nurses and the Washington State Nurses Association, among other organizations. Ms. Rector served in the United States Army and in 1983 was named the Soldier of the Year at West Point Community Hospital.

The committee advises the Governor and director of the Military Department on all matters relating to state and local emergency management.

Governor�s Council on Substance Abuse

Alfred Swindell of Woodland has been appointed to a term effective March 1, 2006, ending August 3, 2008. Mr. Swindell is a retired employee of the Boise Cascade Paper Group and is now employed as a part-time fiber optics monitor. He is vice president of the Washington Council of the Association of Western Paper and Pulp Workers. Mr. Swindell served on the Substance Advisory Board of Clark County from 1998 through 2002.

The council advises the Governor on issues and programs� relating to substance abuse, assists with implementing strategies to support community efforts to reduce substance abuse, and promotes public awareness and education.

Economic Development Finance Authority

Josephine Tamayo Murray of Redmond has been appointed to a term effective March 2, 2006, ending October 19, 2009. Ms. Murray is the executive director of Catholic Community Services. She serves on the board of directors for the Seattle/Chinatown International District Preservations and Development Authority and is the vice president for the Asian Pacific Directors Coalition.

The board helps small and medium sized businesses meet their capital needs.

Oil Spill Advisory Council

Maura Brueger of Seattle has been appointed to a term effective February 28, 2006, ending August 2, 2009. Ms. Brueger is the senior advisor for federal relations in the office of King County Executive Ron Sims.

The primary purpose of the council is to maintain the state's vigilance over the prevention of oil spills in marine waters, by ensuring an emphasis on and recognizing the importance of improving preparedness and response.

Securities Advisory Committee

Heidi Drivdahl of Newcastle has been appointed to a term effective March 2, 2006, ending December 31, 2009. Ms. Drivdahl is an attorney with DLA Piper Rudnick Gray Cary in Seattle, having earned her J.D. from the University of Oregon School of Law. She is a member of the Washington State Bar Association and the Washington Biotechnology and Biomedical Association. Ms. Drivdahl also serves as chair and president of MIT Enterprise Forum Northwest.

David Griswold of Seattle has been appointed to a term effective March 2, 2006, ending December 31, 2006. Mr. Griswold is the Director of Global Regulatory Policy and the Chief Compliance Officer and Associate General Counsel at Russell Investment Group. He is a guest lecturer for the University of Washington department of economics and serves on the department of economics� visiting committee.

The committee advises the director of the department of Financial Institutions on matters relating to securities and examines and licenses securities broker/dealers, salespeople, and investment advisors.

Washington Council for the Prevention of Child Abuse and Neglect

Jule Sugarmen of Seattle has been appointed to a term effective March 1, 2006, ending June 30, 2008. Mr. Sugarmen is currently retired, having served as secretary of the Washington department of Health and Human Services and director of the nationwide Head Start program. He is the secretary of the Duwamish Head Condominium Association.

The council�s mission is to prevent child abuse and neglect. Their responsibilities include: contracting to establish community-based educational and service programs aimed at preventing child abuse and neglect; assisting the exchange of information; consulting with state agencies; establishing the Children's Trust Fund; and adopting necessary and appropriate rules.

Women�s History Consortium

Corky Mattingly of Yakima and Esther Mumford of Seattle have been appointed to terms effective March 9, 2006, ending at the Governor�s pleasure. Ms. Mattingly is the Yakima County Auditor, having held that position since May 2001. Previously she was the Central Washington Regional Representative for Senator Patty Murray.

Ms. Mumford is one of the leading experts on the history of African Americans in the Northwest. Originally from Louisiana, she came to Seattle in 1961 and received a degree in political science from the University of Washington in 1963. She began her career in historical research as an oral historian for the state in the 1970s during preparations for the U.S. Bicentennial. Mumford has written three books on African Americans in Washington, one of them for children. She is also the editor of a collection of oral histories.

The consortium is charged with preserving women's history through the Washington State Historical Society, as well as making recommendations for the statewide centennial celebration of the adoption of the Fifth Amendment to the Washington State Constitution, which guaranteed women's suffrage in 1910.

Clemency and Pardons Board

Margaret Smith of Seattle has been reappointed to a term effective March 30, 2006, ending September 23, 2009. Ms. Smith is an assistant public defender with the Seattle office of the Federal Public Defender. Before joining the office, she was special council in the Office of General Council at the United States Sentencing Commission. She is a member of the Washington State Bar Association and serves on the editorial advisory board and the court rules committee.

The board receives petitions from individuals, organizations, and the department of corrections for review and commutation of sentences and pardoning of offenders and, in some instances, for the restoration of civil rights, makes recommendations to the Governor.

Higher Education Facilities Authority

Manford Simcock of College Place has been appointed to a term effective March 30, 2006, ending March 26, 2010. Ms. Simcock is the vice president for financial administration at Walla Walla College, managing a yearly operating budget of over $44 million. In addition, he manages the construction and repair of campus facilities and assists the president of the college in the campus master planning process.

The authority authorizes the issuance of tax-exempt bonds and loan proceeds to private, nonprofit institutions of higher education.

Interagency Committee for Outdoor Recreation

Steven Drew of Olympia has been appointed to a term effective March 30, 2006, ending December 31, 2008. Mr. Drew is an independent insurance adjuster and owner of Steven J Drew and Associates. He is a member of the Issaquah Alps Trails Club, Friends of the Issaquah Salmon Hatchery and the Issaquah Environmental Council and is a past member of the Kiwanis Club. Drew also volunteers his time with tree planting, trail building and other related projects.

The committee oversees the statewide comprehensive outdoor recreation plan; provides grants-in-aid to local government and state agencies for purchase of recreation and habitat land and development of recreational facilities.

Interagency Committee of State Employed Women

Pam Johnson of Olympia has been appointed to a term effective March 30, 2006, ending June 30, 2006. Ms. Johnson represents the department of licensing, assisting in confidential investigations for law enforcement and the agency.

Lauren Danner of Olympia and Kristin Reichl of Yelm have been appointed to terms effective March 30, 2006, ending June 30, 2007. Ms. Danner represents the Washington State Historical Society as the planning and heritage resource center coordinator.

Ms. Reichl represents the department of health as a health services consultant coordinating legislative, policy and regulatory activities for 33 different health professions.

The committee examines and defines issues pertaining to the rights and needs of women employed in state government making recommendations to the Governor and state agencies with respect to desirable changes in program and law especially in the area of education, training, career development, and other conditions of employment.

Lottery Commission

Brian Comstock of Bellevue has been appointed to a term effective April 2, 2006, ending August 2, 2008. Mr. Comstock is retired from law practice; he was a partner with Short Cressman & Burgess, working in the areas of taxes and securities. He currently runs Comstock Consulting and teaches as an adjunct professor at Seattle University Law School and Albers School of Business and Finance.

Lewis and Clark Trail Committee

Dr. Allen �Doc� Wesselius of Centralia has been appointed to a term effective March 30, 2006, ending at the Governor�s pleasure. Mr. Wesselius is a retired doctor of veterinary medicine. He is also a member of the Lewis and Clark Trail Heritage Foundation and the Lewis County chapter of the Backcountry Horseman of Washington.

The committee advises on and stimulates activities of federal, state and local agencies, and individuals, to promote public awareness of the route traveled by Lewis and Clark on their 1804-1806 expedition.
