Gov. Gregoire Announces Appointments

Citizens appointed from Vancouver, Spokane, Shoreline, Olympia, Federal Way, Seattle, Issaquah

OLYMPIA � Dec. 5, 2005 � Gov. Chris Gregoire today announced appointments to the following boards and commissions:

Advisory Council on Historic Preservation
Holly Chamberlain of Vancouver has been reappointed to a term effective Nov. 22, 2005 and ending Oct. 12, 2009. Chamberlain is the membership and programs coordinator for the Architectural Heritage Center and a cultural resources consultant. She is a volunteer with the National Trust for Historical Preservation local steering committee and also volunteers her time with the Vancouver School of Arts and Academics on the parent advisory council.

The council reviews nominations for the state and national register of historic places and advises the governor and department on matters relating to historic preservation.

Board of Registration for Landscape Architects
Clyde Haase of Spokane has been appointed to a term effective Nov. 18, 2005 and ending Sept. 5, 2010. Haase is a landscape architect and owner of Haase Landscape Inc. He is the president of the Washington State Nursery and Landscape and a member of the Spokane Planning Committee. Haase also volunteers as a member on the advisory board for the Department of Natural Resources and works with Habitat for Humanity.

The board examines candidates for licensure or registration; holds disciplinary hearings; and recommends adoption of rules and regulations for administering the regulatory laws.

Board of Trustees Shoreline Community College
Shoubee Liaw of Shoreline has been appointed to a term effective Dec. 10, 2005 and Sept. 30, 2010. Liaw is a professional development coordinator for Seattle Public Schools. She has worked in several area school districts including working as a family advocate in the Shoreline Public School District. She is very involved with her community and serves on several boards, including the selective service board, the capital improvement advisory committee for the Shoreline Fire Department, the public safety committee for the City of Shoreline and is an advisory member for the Shoreline Week.

The board is the governing board for the college.


Legislative Youth Advisory Council
Leta Lawhead of Spokane has been appointed to a term effective Nov. 22, 2005 and ending June 30, 2007. Lawhead is a senior at Lewis & Clark High School in Spokane. She volunteers her time with several organizations including working as a candy striper in the pediatrics unit of Deaconess Medical Center, assisting with animal care at Spokanimal, and serving meals to the homeless at City Gate. Lawhead also participated in the anti-tobacco program campaign in Spokane.

The legislative youth advisory council was established to examine issues of importance to youth, including but not limited to education, employment, strategies to increase youth participation in state and municipal government, safe environments for youth, substance abuse, emotional and physical health, foster care, poverty, homelessness, and youth access to services on a statewide and municipal basis and to their findings to the State Legislature.

Pollution Control Shoreline Hearings Board
Kathleen Mix of Olympia has been appointed to a term effective Dec. 5, 2005 and ending June 30, 2010. Mix formerly worked for the Office of Financial Management as a senior assistant director. Prior to this she worked in the Attorney General�s Office where she started as an assistant attorney general in 1979. In 1993 she became chief deputy attorney general where she served until early 2005. Mix has won several awards including the Governor�s Distinguished Management Leadership Award as a sustaining leader in state government in 2004. She is a member of Trout Unlimited, the Capital City Bike Club and former member of the Olympic Child Care Center board of directors.

The board hears appeals with respect to decisions and orders of the Department of Ecology and with respect to all decisions of air pollution control boards or authorities. Members also serve on the Shorelines Hearings Board, which hears appeals of any person aggrieved by the granting, denying or rescinding of a permit on shorelines.

Public Employees� Benefits Board
Lee Ann Prelipp of Federal Way and Robert Porterfield of Seattle have been appointed to terms effective Dec. 1, 2005, ending Oct. 1, 2007. Prelipp is retired after teaching for 27 years in the Federal Way School District. She formerly served as the president and vice president of the Washington Education Association and was a member of the Washington State Investment Board. Currently Prelipp serves on the Harborview Medical Center Board of Trustees and is a member of the Alpha Delta Kappa Honorary Society for Women Educators.

Porterfield is after retired working for several state agencies including the Department of Social & Health services, Employment Security and the Department of Licensing. He is active in his community and works with several organizations the including the Group Health Senior Caucus, the statewide Retired Public Employees Council legislative committee and the Salvation Army toy and joy program.

The board designs and approves insurance benefit plans for state employees and retirees, the higher education system, political subdivisions and all employees of school districts.



Work Force Training and Education Coordinating Board
Janet Lewis of Issaquah has been appointed to a term effective Nov. 15, 2005, ending June 30, 2009. Lewis worked with the Department of Labor & Industry for several years both as a legislative policy analyst and a program manager. Currently she is the Local 46 business representative for the International Brotherhood of Electrical Workers; negotiating and administering collective bargaining agreements for construction, maintenance and broadcast units as well as assisting members with claims and participating in labor organizations and committees.

The board provides planning, coordination, evaluation, monitoring, and policy analysis for the state training system and advises the governor and Legislature concerning the state training system.
