Gov. Christine Gregoire announces appointments to boards and commissions

OLYMPIA � September 19, 2005 � Gov. Christine Gregoire today announced appointments to the following boards and commissions:

Commission on Asian Pacific American Affairs
Faaluaina �Lua� Pritchard of Lakewood has been reappointed to a term effective September 15, 2005, ending June 30, 2008. The commission examines and defines issues pertaining to the rights and needs of Asian Americans and advises the governor and state agencies on policies, plans and needs.

Citizen Performance Audit Oversight Board

Tom Nosack of Ridgefield has been appointed to a term effective September 15, 2002, ending August 21, 2009. Nosack is a performance analyst for the City of Vancouver. He retired as a Lt. Colonel from the U.S. Army after serving in Turkey during the Gulf War. During his time in the military he worked in positions that allowed him set and measure the performance of various army commands around the world.

Tina Podlodowski of Seattle has been appointed to a term effective September 15, 2005, ending August 21, 2008. Podlodowski is the current executive director of the Lifelong AIDS Alliance. She is a former member of the Seattle City Council and former senior manager at Microsoft. Podlodowski served on the board of the Human Rights Campaign and is a former president of the International Network of Lesbian and Gay Elected Officials. She is also a former board president of the Pride Foundation.

The citizen advisory board was created to improve efficiency, effectiveness, and accountability in state government.

Capital Projects Advisory Review Board
Larry Byers of Federal Way has been appointed as the Insurance/ Surety Industry member to a term effective September 15, 2005, ending July 28, 2009. Byers is the senior vice president for Contractors Bonding and Insurance (CBIC). The capital projects advisory review board was created in the department of general administration to provide an evaluation of public capital projects construction processes, including the impact of contracting methods on project outcomes, and to advise the legislature on policies related to alternative public works delivery methods.

Employee Retirement Benefits Board
Sheila Marcy of Spanaway has been appointed to a term effective September 9, 2005, ending June 30, 2008. Marcy retired from the Bethel School District after more that 20 years of service.

Dr. Robert Lenigan of Tacoma, Herbert Sargo of Sedro-Woolley and Allen Symington of Seattle have been reappointed to terms effective September 9, 2005, ending June 30, 2008. The board will preselect options for members to choose from for self-directed investment; select optional benefit payment schedules available to members and survivors and select investment options for the deferred compensation program.

Governor�s Advisory Council on HIV/AIDS
Muhammad Khurshid of Aberdeen and Wendy Doescher of Yakima have been reappointed to terms effective September 12, 2005, ending June 30, 2008. The council advises the governor on HIV/AIDS related programs and policy.

Governor�s Industrial Health and Safety Board
Richard Prete of Chattaroy has been appointed to a term effective September 12, 2005, ending December 31, 2008. Prete is a work repairer for Kaiser Aluminum. The board is a non-profit organization whose purpose is to prevent industrial injuries and occupational diseases among employees in the state; promote the efficient, safe, healthful and productive operation of industry within the state.

Lewis County Boundary Review Board
Charles Lascurain of Cinebar has been appointed to a term effective September 9, 2005, ending January 31, 2009. Lascurain is the business representative for International Union of Operating Engineers Local 612.

John Penberth of Pell Ell has been appointed to a term effective September 9, 2005, ending January 31, 2007. Penberth is the former mayor of Pe Ell and currently works in his family owned auction business. Boundary review boards have jurisdiction over municipal annexations, incorporation's, disincorporations, and creation or annexation of certain special districts. The boards also have jurisdiction over extensions of sewer and water services outside the city or district.

Public Employment Relations Commission
Marilyn Glenn Sayan of Shelton has been reappointed as chair to term effective September 14, 2005, ending September 8, 2011. The board provides uniform and impartial settlement of public employee-employer disputes.

Veterans Affairs Advisory Committee
Rupert Markham of Orting has been reappointed to a term effective September 12, 2005, ending July 1, 2009. The Committee advises the governor and director of the Department of Veterans Affairs on state programs related to veterans, their dependents and survivors.

Washington State Nursing Care Quality Assurance Commission
Robert Salas of Lakewood has been appointed to a term effective September 15, 2005, ending June 30, 2009. Salas is a registered nurse at St. Clare Hospital.

Rhonda Taylor of Yakima has been appointed to a term effective September 15, 2005, ending June 30, 2009. Taylor is the nursing program coordinator at Yakima Valley Community College.

Susan Woods of Seattle has been appointed to a term effective September 15, 2005, ending June 30, 2009. Woods is a professor and associate dean with the school of nursing at the University of Washington.

The commission regulates the competency and quality of nursing care professionals by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms, and discipline.
