Gov. Gregoire announces boards and commissions appointments

OLYMPIA � Gov. Chris Gregoire today announced appointments to the following boards and commissions:

Board of Physical Therapy:

Susan Schofield of Bellingham has been appointed to a term effective April 23, 2009, ending Sept. 18, 2012. Schofield is an academic coordinator of clinical education at Whatcom Community College. She is a member of the American Physical Therapy Association and the Physical Therapy Association of Washington.

The board examines and disciplines licensees, adopts rules, and establishes continuing education requirements and standards of professional conduct.


Board of Trustees, Community College District No. 10 (Green River Community College):

Thomas Alexander Campbell of Auburn has been appointed to a term effective April 6, 2009, ending Sept. 30, 2013. Campbell is an attorney at the Law Offices of Thomas A. Campbell, PLLC. He is a member of the Washington State Bar Association and the King County Bar Association. He is the past president of the South King County Bar Association and the Auburn Rotary, and was secretary of the Washington Association of Criminal Defense Lawyers.

The trustee board is the governing body for each of the state�s 30 community and technical college districts.


Commission on African American Affairs:

Oscar Eason, Jr. of Seattle has been appointed to a term effective April 20, 2009, ending Nov. 20, 2011. Eason is the assistant to the chief of engineering and construction for the U.S. Army Corps of Engineers. He is the president of the National Association for the Advancement of Colored People state conference, vice president of the Seattle/King County Dispute Resolution Center board and member of the Highline YMCA board.

Tutrecia Russell Giles of Tacoma has been appointed to a term effective April 20, 2009, ending Nov. 20, 2011. Russell Giles is a prevention specialist at the Pierce County Health Department. She is a member of the Tacoma Urban League.

The commission examines and defines issues pertaining to the rights and needs of African Americans, and makes recommendations to the governor, the Legislature and state agencies for changes in programs and laws.


Eastern State Hospital Advisory Board:

Lensa Etana of Spokane has been appointed to a term effective April 9, 2009, ending Dec. 5, 2009. Etana is an accessioner at Providence Associates Medical Laboratories. She is a recent graduate of the University of Washington and the former president of the Tau Sigma Honor Society at UW.

H. Jeffery Howard of Moses Lake has been appointed to a term effective April 9, 2009, ending Dec. 5, 2012. Howard is a mental health ombudsman at Aging and Adult Care of Central Washington.

The board monitors the operation and activities of the hospital. It also reviews and advises on the hospital budget, makes recommendations to the governor and the Legislature for improving the quality of service provided by the hospital, and consults with the secretary of the Department of Social and Health Services on the selection of superintendent.


Fire Protection Policy Board:

Chief Gregory Dean of Seattle has been appointed to a term effective April 20, 2009, ending April 15, 2012. Dean is the fire chief of the Seattle Fire Department, where he has served since 1970.

Joseph Shramek of Olympia has been appointed to a term effective April 20, 2009 ending April 15, 2012. Shramek is a resource protection division manager with the Department of Natural Resources.

The board sets policy on fire protection matters, as well as advises and assists the chief of the Washington State Patrol and the director of fire protection on all fire protection matters and in developing a budget.


Interagency Committee of State Employed Women:

Abby Kelso of Olympia has been appointed to a term effective April 24, 2009, ending June 30, 2010. Kelso is the outreach coordinator for evening and weekend studies at The Evergreen State College.

The committee examines and defines issues pertaining to the rights and needs of women employed in state government and makes recommendations to the governor and state agencies with respect to desirable changes in program and law, especially in the areas of education, training, career development, and other conditions of employment.


Public Employees Benefits Board:

Philip Lee Karlberg of Camano Island has been appointed to a term effective April 13, 2009, ending Oct. 1, 2010. Karlberg is a speech language pathologist with Arlington Public Schools. He is the benefits chairperson of the Arlington Education Association and a delegate to the Washington Education Association Representative Assembly.

The Public Employees Benefits Board designs and approves insurance benefit plans for state employees and retirees, the higher education system, political subdivisions and all employees of school districts.


Recreation and Conservation Funding Board:

The Honorable Harriet A. Spanel of Bellingham has been appointed to a term effective April 9, 2009, ending Dec. 31, 2011. Spanel was a state representative and state senator from the 40th Legislative District. She is active in the League of Woman Voters, City Club and Bellingham Childcare Advisory Board.

The Recreation and Conservation Funding Board oversees the statewide outdoor recreation plan, and provides grants to local government and state agencies for purchase of recreation and habitat land and development of recreational facilities.


State Employee Combined Fund Drive Committee:

Melanie Reynolds of Seattle has been appointed to a term effective April 13, 2009, ending Jan. 1, 2010. Reynolds is program director of training services for the Washington State Department of Personnel. She has served as the director of finance for the city of Seattle Department of Neighborhoods, as well as the director of executive education for the University of Washington�s Foster School of Business and Evans School of Public Affairs.


State Interagency Coordinating Council for Infants and Toddlers with Disabilities and their Families:

Jane Campbell of Seattle has been reappointed to a term effective April 1, 2009, ending Jan. 6, 2012. Campbell is the assistant division director at the King County Developmental Disabilities Division. She is the co-chair of the Association of County Human Services and serves on the board of directors for the Special Olympics of Washington.

Dawn Williams of Bothell has been reappointed to a term effective April 1, 2009, ending Jan. 6, 2012. Williams is a Head Start/Early Head Start contractor with Booz Allen Hamilton Training and Technical Assistance Network.

Robin McIlvaine of Tacoma has been appointed to a term effective April 1, 2009, ending Jan. 6, 2012. McIlvaine is a senior program administrator at the Department of Social and Health Services.

Sheila Ammons of Olympia has been appointed to a term effective April 1, 2009, ending Jan. 6, 2012. Ammons is an early childhood special education coordinator with the Office of Superintendent of Public Instruction.

The council advises and assists the Department of Social and Health Services and participating state agencies to coordinate, develop and implement policies on early intervention services.


State School for the Blind Board of Trustees:

Lorna Walsh of Spokane has been appointed to a term effective April 9, 2009, ending July 1, 2011. Walsh is the chief development officer at the Northwest Museum of Arts & Culture. She is a board member of St. Joseph�s Family Center and member of the Inland Northwest Development Council, Women Helping Women organization and Washington Museum Association.

The board serves the educational needs of visually impaired and blind students throughout the state. The board also develops comprehensive curriculum to maximize and develop students� skills to live, work and be independent citizens.


Traumatic Brain Injury Council:

David Anderson of Bothell has been appointed to a term effective April 2, 2009. Anderson is the executive director of the Brain Injury Association of Washington. He is an Evergreen Healthcare Community adviser and a member of the Evergreen City Rotary.

The Traumatic Brain Injury Council is an advisory council to the Legislature and the secretary of the Department of Social and Health Services.


Washington Biodiversity Council:

Mitch Friedman of Bellingham has been appointed to a term effective April 14, 2009, ending June 30, 2010. Friedman is the executive director of Conservation Northwest and a member of the Society for Conservation Biology.

Peter Jay Heide of Olympia has been appointed to a term effective April 14, 2009, ending June 30, 2010. Heide is senior director of forest policy for the Washington Forest Protection Association. He served on the advisory board of the Rural Technology Initiative.

Michael Mosman of Olympia has been appointed to a term effective April 14, 2009, ending June 30, 2010. Mosman is senior vice president of lands and resources for Port Blakely Tree Farms, L.P. He has spent 31 years working in the field of forest resources. Mosman is director and development committee chair of the Society of American Foresters, board member and treasurer of the South Puget Sound Community College Foundation, and alumni council chairperson for the Washington Agricultural & Forestry Education Foundation.

Clay Loren Sprague of Puyallup has been appointed to a term effective April 14, 2009, ending June 30, 2010. Sprague is deputy supervisor for uplands for the Department of Natural Resources.

Lynda Ransley of Lake Forest Park has been appointed to a term effective April 17, 2009, ending June 30, 2010. Ransley is a deputy director for the Puget Sound Partnership.

The Biodiversity Council recommends ways to manage and protect our state�s biodiversity.


Washington Commission on National and Community Service:

Carol Findley of Ellensburg has been appointed to a term effective April 9, 2009, ending Feb. 15, 2011. Findley is the director of retired and senior volunteers at Central Washington University. She is a member of the National Association of Retired and Senior Volunteer Program board of directors.

The commission implements the National and Community Trust Act of 1993, which created AmeriCorps. The commission also initiates activities or projects that expand and promote the concept of service beyond the scope of federal resources, and provides leadership and vision with local volunteer organizations, civic and community groups and units of government to make service a part of the lives of all of the citizens of the state.
