Gov. Christine Gregoire announces appointments to boards and commissions

OLYMPIA � July 22, 2005 � Gov. Christine Gregoire today announced appointments to the following boards and commissions:

Board of Directors Convention and Trade Center
Rick Bender of Seattle has been reappointed to a term effective July 14, 2005, ending May 17, 2010. The board is a public non-profit corporation formed for the purpose of constructing and operating a state convention and trade center in Seattle.

Commute Trip Reduction Task Force
Kim Becklund of Bellevue has been appointed to a term effective July 12, 2005, ending at the governor�s pleasure. Becklund is the transportation policy advisor for the City of Bellevue. The task force establishes guidelines for commute trip reduction plans.

Developmental Disabilities Council
Shawn Latham of Sumner has been appointed to a term effective July 12, 2005, ending June 30, 2008. Latham is a presenter for the ARC of Washington. The council advises the Governor on issues and trends in providing services to developmentally disabled individuals; acts as their advocate and as a planning entity.

Electrical Board
Tracy Lynn Prezeau of Tacoma and Fred Tricarico of Seattle have been reappointed to terms effective July 12, 2005, ending July 7, 2009. The board establishes general and specialty electrical contractors' licenses; prepares/administers written examinations; and advises the Dept. of Labor & Industries director on the need for additional electrical inspectors and changes in electrical codes.

Freight Mobility Strategic Investment Board
Patricia Otley of Bellevue has been appointed Chair to a term effective July 5, 2005, ending June 30, 2006. Otley previously served on the board as a commissioner. The board designates strategic freight corridors within the state, reviews and evaluates freight mobility funding applications and makes recommendations to the Governor and Legislature on projects that will enhance freight mobility.

Governor�s Advisory Council on HIV/AIDS
Tim Hillard of Washington DC has been reappointed to a term effective July 15, 2005, ending June 30, 2008. The council advises the Governor on HIV/AIDS related programs and policy.

Higher Education Coordinating Board
Lance Kissler, of Spokane has been appointed to a term effective July 1, 2005, ending June 30, 2006. Kissler is a graduate student at Eastern Washington University. Gene Colin of Seattle, Roberta Greene of Spokane and Bill Grinstein of Seattle have been appointed to terms effective July 1, 2005, ending June 30, 2009. The board studies, plans and coordinates higher education among various institutions and agencies within the state.

Hispanic Affairs Commission
Rosa Cabrera of Tacoma has been appointed to a term effective July 13, 2005, ending August 1, 2007. Cabrera graduated from the University of California at Davis School of Law and has been involved with United Farm Workers of America AFL-CIO. The commission ensures that state programs are providing the assistance needed by the Hispanic community; advises state agencies on developing and implementing policies, plans and programs focusing on the needs of the Hispanic community.

Horse Racing Commission
Carol Smith-Merkulov of Olympia has been appointed to a term effective July 17, 2005, ending January 17, 2007. Smith-Merkulov recently retired as senior counsel in the Office of the Attorney General where she served for 30 years. Other positions held were chief counsel to the Washington State Patrol, and chief of the antitrust section and chief counsel to the Division of Prisons. The commission regulates and supervises all race meets held in the state that have pari-mutuel wagering.

Juvenile Justice Advisory Committee
Janice O�Mahony of Langley has been appointed as chair to a term effective July 5, 2005, ending June 30, 2008. O�Mahony previously served on the board as a commissioner. The board implements the federal juvenile justice and delinquency prevention act which provides funds to states to improve the juvenile justice system, advises the governor on priorities for granting federal juvenile delinquency funds and improving the juvenile system.

Interagency Committee for State Employed Women
Darla Bauknecht, Kindra Benavidez, Diane Bowers, Kristin Collins, Diane Criswell, Mary Davis, Karen DeWitt, Tracie Hagy, Marilyn Hanna, Susan Herr, Sandra Kinoshita, Sara LaBorde, Roxanne Lowe, Michelle Lucero, Julia Lynden, Janet Merz, Lori Nesmith, DelRae Oderman, Julia Ojard, Beth Parker, Misty Ross, Kim Sauer, Staci Sleigh-Layman, Ethel Smith, Kelly Stowe, Jean Vanni, Wendy Voss and Linda Watson have been appointed to terms effective June 30, 2005, ending June 30, 2007. The committee examines and define issues pertaining to the rights and needs of women employed in state government, and makes recommendations to the governor and state agencies with respect to desirable changes in program and law especially in the area of education, training, career development, and other conditions of employment.

Lake Washington Technical College Board of Trustees
Janice Machala of Kirkland has been appointed to a term effective September 1, 2005, ending September 30, 2006. Machala is a managing partner at Paladin Partners. The board is governing board for the Lake Washington Technical College.

Professional Educators Standards Board
Stacey Valentin of Silverdale has been appointed to a term effective July 15, 2005, ending June 30, 2009. Valentin is a teacher with the Central Kitsap School District and an intelligence officer in the U.S. Naval Reserves. The board develops basic skills tests for persons entering teacher preparation programs and out-of-state teachers seeking initial or residency certification. The PESB may accept an alternative basic skills test for out of state teachers and graduate students in master�s degree level preparation programs.

Public Works Board
Kathryn Gardow of Seattle, Kathleen Keene of Burien and Don Montfort of Birch Bay have been appointed to terms effective July 1, 2005, ending June 30, 2009. Gardow is a professional engineer and president of Kathryn Gardow and Associates LLC, which is a land use planning firm. Keene is a commissioner for the King County Water District # 20. Montfort is owner and principal of Cedarstone Services LLC, providing engineering, funding, and construction to owners and engineers planning and building water-sewer infrastructure. Peter Capell of Vancouver, Rebecca Francik of Pasco, Eric Johnson of Centralia and Darlene McHenry of Bellevue have been reappointed to terms effective July 1, 2005, ending July 30, 2009. The board administers public-works assistance funds, and makes loans to various forms of local government for public-works projects.

Select Committee on Pension Policy
Elaine Banks of Pasco, Leland Goeke Jr. of Vancouver, Robert Keller of Olympia and Glenn Olson of Vancouver have been appointed to terms effective July 1, 2005, ending June30, 2008. The committee studies pension issues, develops pension policies for public employees in state retirement systems, and makes recommendations to the Legislature.

Veterans Affairs Advisory Committee
Lloyd Burroughs of Tacoma has been reappointed to term effective July 12, 2005, ending June 30, 2009. The committee advises the governor and director of the Department of Veterans Affairs on state programs related to veterans, their dependents and survivors.

Washington State Chiropractic Quality Assurance Commission
Dr. Mark Sutton of Olympia has been reappointed to a term effective July 12, 2005 ending June 30, 2009. The board regulates the competency and quality of chiropractic health care professionals by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms, and discipline.

Washington State Medical Quality Assurance Commission
Dr. Susan Harvey of Seattle has been appointed to a term effective July 12, 2005, ending June 30, 2009. Harvey is an OB/GYN at the Seattle OB/GYN Group. The board regulates the competency and quality of medical professionals licensed to practice medicine and surgery by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms, and discipline.

Wenatchee Valley College Board of Trustees
Jim Tiffany of Wenatchee has been appointed to a term effective July 6, 2005 ending September 30, 2009. Tiffany is the managing editor of �El Mundo,� a Spanish language weekly newspaper. The board is the governing board for the Wenatchee Valley College.

Western Washington University Board of Trustees
Stacy Pederson, of Bellingham has been appointed a student trustee to a term effective July 6, 2005, ending May 31, 2006. Pederson is majoring in political science. The board is the governing body for Western Washington University.
